Hello! As the new assistant
community education coordin.
ator at Crooked Lake School, I
welcome this opportunity to
introduce myself and our
"Teen Program" to all of you.
My name is Diane Whitcraft.
I am a past secondary educa-
tion teacher, current wife to
Lee and mom to three; Erin,
Courtney and Shaun Carlos.
My family and I live in Coon
Rapids.
I earned my Bachelor of
Science degree at the Univer-
sity of Minnesota. After teach-
ing junior high English for
three years, I worked as the
senior high program coordina-
tor for St. Timothy's Parish in
Blaine. I enjoyed the seven
years I spent there working for
and with youth.
My position at Crooked
Lake School is exciting. -"m
anxious to help maintain the
excellent programs that exist
and challenged to build some
new ones.
I'm particularly enthusiastic
about our junior and senior
high youth. They are important
members of the City of An.
dover and may have a need to
identify with and participate in
this community. The program
1986 MILL LEVY SET
On October 1, 1985 the An.
dover City Council approved
the 1986 non-bonded indebt-
edness at $656,930. This
amounts ,only to a .006 per-
cent increase in the city's mill
levy for next year. The council
held that there should be only
a minimal increase in the mill
levy next year even though the
requests from the various de-
partments have exceeded the
realize that we're here for
them.
projected revenues. T11is also
means that Andover's tax rate
will continue to be one of the
lowest in the area.
The council will be meeting
again to finalize the budget.
Approximately $40,000 in ex-
penditures plus other requests
since the budget was propos-
ed will need to be cut to bring
it into balance.
In addition to the non-bond-
ed indebtedness, the council

levied $138,468 in bonded in-
debtedness, which includes
the bonding fo'r the fire depart-
ment and major equipment
purchases. An $8,000 Special
Levy was also approved for the
newly formed Lower Rum
River Management Organiza-
tion.
YOUR KNOWLEDGE AND
CONCERN IS IMPORTANT
The City of Andover is pres~
ently seeking applications for

membership on the planning
and zoning commission. If you
wish to be a part of the future
of your city, please forward a
resume to the city hall. You do
not need experience, just the
desire to help make our city a
more desirable place in which
to live .- and be willing to
spend two evenings per month
and a few hours per month to
attain this objective.
Crime Watch signs are now
being installed in Andover
neighborhoods who are par-
ticipating in the Key Com-
Program. The signs are a warn-
ing to criminals that this is an
informed neighborhood where
people watch out for each
other and report crime. The
15"x20" sign is orange and
black and white containing the

Lola Lindquist with Crime Watch sign for Andover.

,

words "Andover Crime Watch
Area" and the nine eye symbol
of the national watch force
program.
The signs will be put at the
entrances to neighborhoods
off county roads. For those
housing developments which
have some sections organized
and others not, an effort will
be made to contact persons in
the remaining sections to set
up a Key Communicator/Crime
Prevention meeting as soon as
possible.
Signs will not be installed in
an area until all residents have
been informed about the pro-

gram in order to ensure that
the signs do truly identify
neighborhood crime watch
areas. Being a part of this com-
munity program consists of
having a meeting at a home in
your neighborhood to learn
about protecting your home
and property and how to report
suspicious activities as well
as getting to know your neigh-
bors better and having the op-
portunity to ask questions of
an Andover Sheriff's Deputy.
If you would like to get your
neighborhood .involved in this
program or would like more in'
formation, call 757-5800.
POST OFFICE IN ANDOVER
Andover now has a post of-
fice located within the city. It
is at Magic Moments, 13853
Round Lake Blvd. in the Down-
town Center.
You are now able to mail let-
ters and packages and pur-
chase stamps at this location.
WELL ADVISORY LIFTED
Good news for Andover resi-
dents in the urban area! The ci-
ty has received a verbal confir-
mation from the Minnesota
Health Department that they
have lifted the well advisory
that was placed over a portion
of the city for the last few
years. That advisory was plac-
ed upon the residential area
surrounding the Waste Dis-
posal Engineering Landfill off
Crosstown Blvd. when it was
suspected the hazardous
wastes in the landfill were
contaminating the. under-
ground water aquifers.
The testing done over the
past year by the generators
group under an EPA/MPCA
agreement has just been com-
pleted. The results have
shown that the deeper aqui.
fers from which the residents
in the surrounding area draw
their drinking water supply are
not being contaminated and
that there is no evidence of
any potential contamination in .
the future.
What this means is that any
new well that needs to be dug
in this area will no longer have
to follow the restrictive guide.
lines, and it appears there is
no cause for concern over the
quality of the water from the
residential wells in that por-
tion of the city.
