<br />Lindquist's letter of resigna-
<br />tion stated her disagreement
<br />with the point values assigned
<br />the office personnel and with
<br />the inequity in the values
<br />assigned between herself and
<br />that of the city engineer. She
<br />felt the disparity was too great
<br />considering the responsibil-
<br />ities of each position.
<br />The council also discussed
<br />the proposed 1986 budget. The
<br />fire department presented a
<br />revised budget, noting they
<br />have taken out the position of
<br />fire marshall as a paid staff
<br />position. Other items were re-
<br />viewed, but no final decision
<br />was made at this time.
<br />
<br />council felt the method now
<br />used by the fire department of
<br />electing the fire chief was
<br />functioning satisfactorly and
<br />felt no need to change it.
<br />Marcie Peach was hired' to
<br />begin work on the capital im-
<br />provement plan.
<br />September 18 special meet-
<br />ing
<br />Council discussed the com-
<br />parable worth study, noting
<br />the comparable worth among
<br />the employees needs to be
<br />with the city itself, not as it
<br />compares to other cities. Us-
<br />ing the job descriptions in the
<br />"Local Government Equities
<br />Supplement for Cities" book-
<br />let, the council assigned a
<br />point value for each position in
<br />the city.
<br />September 24 special meet-
<br />ing ,
<br />The council discussed the
<br />letter of . resignation from the
<br />city clerk/A. administrator,
<br />Patricia Lindquist. They were
<br />reluctant to accept the resig-
<br />nation at this time, generally
<br />preferring that she remain with
<br />the city. To better understand
<br />her grievances, members of
<br />the personnel committee were
<br />asked to meet with her prior to
<br />the October 1 meeting. Ms.
<br />
<br />chasing a pump to be used in
<br />such instances. Council also
<br />noted the county is having a
<br />study done on the drainage in
<br />this entire area which should
<br />be available in October.
<br />Minnesota Tire Recycling
<br />was allowed to use an 8x32
<br />foot mobile office as a lunch-
<br />room for their personnel which
<br />will be removed from site upon
<br />termination of the operation.
<br />The costs were declared,
<br />preparation of the assessment
<br />rolls directed, and public
<br />assessment hearings set for
<br />the followi ng - projects:
<br />Howard-Temple Development,
<br />Cedar River Hills Street Im-
<br />provement, Woodland Terrace
<br />and Northglen V Develop-
<br />ments, area and connection
<br />charges for water improv~-
<br />ment in Districts 1 and 2, and
<br />street improvement in Lund's
<br />Round Lake Estates and
<br />Dehn's Addition Frontage
<br />Road.
<br />The final payment for
<br />Dryden in the Howard-Temple
<br />Addition was approved: The
<br />engineers were directed to
<br />advertise for bids for the water
<br />tower and pumphouse number
<br />2.
<br />After a brief discussion, the
<br />
<br />September 17 regular meet-
<br />ing
<br />The Andover Council re-
<br />viewed the sketch plan of
<br />Creek Ridge Estates iocated
<br />both north and south of South.
<br />Coon Creek Drive in Section
<br />29. Some of the property will
<br />be developed in 2V2 acre lots,
<br />and others will be urban-sized
<br />lots and will be served with
<br />public utilities. Council gen-
<br />erally agreed with the sketch
<br />plan as proposed.
<br />A sketch plan to divide ap-
<br />proximatelY 20 acres off
<br />Prairie Road was reviewed,
<br />with the cour)cil proposing
<br />some provision be made for
<br />extending the street to either
<br />the north or south edge of the
<br />property.
<br />There was a lengthy discus-
<br />sion on the drainage problem
<br />on the R. Wicklund property
<br />off 149th Avenue and his pro-
<br />posal to solve the situation. It
<br />was finally agreed Mr. Wick-
<br />lund would be allowed to
<br />lower the culvert in the road-
<br />bed one foot at his own ex-
<br />pense and to create construc-
<br />tion such to accommodate the
<br />waterflow on the south side of
<br />the road to the ponding, area.
<br />He is also to dam a portion of
<br />his property to hold back an
<br />equivalent amount of water
<br />that will result in increased
<br />flow through the lowered pipe.
<br />The installation of stop
<br />signs in Lund's Round Lake
<br />Estates was approved as
<br />recommended by the sheriff's
<br />.department.
<br />Jim Seeman of the Crooked
<br />Lake Civic Association ad-
<br />dressed the council regarding
<br />the ON R's proposal to match.
<br />up to $25,000 for projects to
<br />improve the water quality in
<br />Crooked Lake. He noted the
<br />City of Coon Rapids has allo-
<br />cated $12,500 out of their 1986
<br />budget, feeling that is their
<br />share of the $25,000. The park
<br />board chairman, Merlyn Proch-
<br />niak, stated the park board
<br />recommendation is to fund the
<br />additional $12,500 from either
<br />the bond issue. or from the
<br />general fund. Council noted
<br />the brochure for the bond elec-
<br />tion has already been printed
<br />without this project; therefore,
<br />the bond funds cannot be us-
<br />ed for this. Given' the inbal-
<br />ance of the proposed budget,
<br />the council felt the dollars
<br />should come out of the- park
<br />board operating fund. No final
<br />decisipn was made at this
<br />time, the council wanting to'
<br />look at the budget further.
<br />A temporary mobile home
<br />permit for J. Osmundson was
<br />approved for a 90-day period.
<br />Contracts were awarded for
<br />the street improvement pro-
<br />jects to Forest Lake Contract.
<br />The contract for Lund's Round
<br />Lake Estates and alternate bid
<br />for Guarani amounted to
<br />$110,552.50 and for Dehn's Ad-
<br />dition frontage road, $10,928.
<br />Residents from Dehn's Ad-
<br />dition complained about the
<br />rising water in their area.
<br />Council agreed there is a pro-
<br />blem but was unsure what
<br />could be done about it.
<br />The city engineer was asked
<br />to look into prices .for pur-
<br />
<br />was approved. And the clerk
<br />was authorized to hire Rita
<br />Pierce as permanent part time
<br />accounting/utility clerk.
<br />The final revised plat of
<br />Woodland Terrace was approv-
<br />ed, requiring the lot that con-
<br />tains the pumphouse and well
<br />site be dedicated in fee title to
<br />the city.
<br />The council discussed at
<br />some length the actions taken
<br />by the Coon Creek Watershed
<br />Board regarding the ditch 57
<br />project. The city clerk was
<br />directed to prepare a resolu-
<br />tion stating the city does not
<br />concur with the actions of the
<br />watershed board taken on
<br />August 29 to either improve
<br />and/or repair the county ditch
<br />57,' noting the city has not ap-
<br />proved of the project as re-
<br />quired by state law intrepreted
<br />by the city attorney. The city
<br />attorney was also authorized
<br />to attempt to obtain an in-
<br />junction against the Coon
<br />Creek Watershed from pro-
<br />ceeding with that project and
<br />to commence a lawsuit to ter-
<br />minate that project.
<br />In addition, the city attorney
<br />was directed to file a notice of
<br />appeal on all city parcels in-
<br />volving the ditch 57 benefit
<br />redetermination.
<br />The council reviewed a draft
<br />of an informational flyer pre-
<br />sented by CSI on the park im-
<br />provement bond referendum.
<br />The draft was approved with
<br />certain modifications.
<br />There was a lengthy dis-
<br />cussion on whether the fire
<br />chief should be elected by the
<br />fire department members as it
<br />is presently done or whether
<br />the chief should be appointed
<br />by the council. The item was
<br />tabled to the next meeting to
<br />allow time for further review of
<br />the matter.
<br />The clerical reorganization
<br />recommended by the city
<br />clerk/A. administrator was ap-
<br />proved by the council.

<br />The council discussed the
<br />proposed 1986 budget. With
<br />the changes made during the
<br />course of the evening, the ex-
<br />penditures exceeded revenues
<br />by approximately $60,000. The
<br />major. areas. discussed were
<br />public works, the fire depart-
<br />ment, streets and highways
<br />and park and recreation. The
<br />budget for the fire department
<br />proposed a sizeable increase
<br />with the addition of a fire mar-
<br />shall on staff, the pu'rchase of
<br />an equipment van, and an in- .
<br />crease in fire personnel, reim-
<br />bursement points, and staff-
<br />ing.
<br />The council agreed.to keep
<br />the sealcoating project at
<br />$40,000 so the program does
<br />not get behind schedule. The
<br />park and recreation commis-
<br />sion requested the capital out-
<br />lay for improvement be
<br />$60,000, that is what their
<br />three-year development
<br />scheme is based on. The re-
<br />quest showed $40,000 and the
<br />administrative recommenda-
<br />tion was for $20,000 in an at-
<br />tempt to balance the budget.

<br />made at this time.
