She
felt the disparity was too great
considering the responsibil-
ities of each position.
The council also discussed
the proposed 1986 budget. The
fire department presented a
revised budget, noting they
have taken out the position of
fire marshall as a paid staff
position. Other items were re-
viewed, but no final decision
was made at this time.

council felt the method now
used by the fire department of
electing the fire chief was
functioning satisfactorly and
felt no need to change it.
Marcie Peach was hired' to
begin work on the capital im-
provement plan.
September 18 special meet-
ing
Council discussed the com-
parable worth study, noting
the comparable worth among
the employees needs to be
with the city itself, not as it
compares to other cities. Us-
ing the job descriptions in the
"Local Government Equities
Supplement for Cities" book-
let, the council assigned a
point value for each position in
the city.
September 24 special meet-
ing ,
The council discussed the
letter of . resignation from the
city clerk/A. administrator,
Patricia Lindquist. They were
reluctant to accept the resig-
nation at this time, generally
preferring that she remain with
the city. To better understand
her grievances, members of
the personnel committee were
asked to meet with her prior to
the October 1 meeting. Ms.

chasing a pump to be used in
such instances. Council also
noted the county is having a
study done on the drainage in
this entire area which should
be available in October.
Minnesota Tire Recycling
was allowed to use an 8x32
foot mobile office as a lunch-
room for their personnel which
will be removed from site upon
termination of the operation.
The costs were declared,
preparation of the assessment
rolls directed, and public
assessment hearings set for
the followi ng - projects:
Howard-Temple Development,
Cedar River Hills Street Im-
provement, Woodland Terrace
and Northglen V Develop-
ments, area and connection
charges for water improv~-
ment in Districts 1 and 2, and
street improvement in Lund's
Round Lake Estates and
Dehn's Addition Frontage
Road.
The final payment for
Dryden in the Howard-Temple
Addition was approved: The
engineers were directed to
advertise for bids for the water
tower and pumphouse number
2.
After a brief discussion, the

September 17 regular meet-
ing
The Andover Council re-
viewed the sketch plan of
Creek Ridge Estates iocated
both north and south of South.
Coon Creek Drive in Section
29. Some of the property will
be developed in 2V2 acre lots,
and others will be urban-sized
lots and will be served with
public utilities. Council gen-
erally agreed with the sketch
plan as proposed.
A sketch plan to divide ap-
proximatelY 20 acres off
Prairie Road was reviewed,
with the cour)cil proposing
some provision be made for
extending the street to either
the north or south edge of the
property.
There was a lengthy discus-
sion on the drainage problem
on the R. Wicklund property
off 149th Avenue and his pro-
posal to solve the situation. It
was finally agreed Mr. Wick-
lund would be allowed to
lower the culvert in the road-
bed one foot at his own ex-
pense and to create construc-
tion such to accommodate the
waterflow on the south side of
the road to the ponding, area.
He is also to dam a portion of
his property to hold back an
equivalent amount of water
that will result in increased
flow through the lowered pipe.
The installation of stop
signs in Lund's Round Lake
Estates was approved as
recommended by the sheriff's
.department.
Jim Seeman of the Crooked
Lake Civic Association ad-
dressed the council regarding
the ON R's proposal to match.
up to $25,000 for projects to
improve the water quality in
Crooked Lake. He noted the
City of Coon Rapids has allo-
cated $12,500 out of their 1986
budget, feeling that is their
share of the $25,000. The park
board chairman, Merlyn Proch-
niak, stated the park board
recommendation is to fund the
additional $12,500 from either
the bond issue. or from the
general fund. Council noted
the brochure for the bond elec-
tion has already been printed
without this project; therefore,
the bond funds cannot be us-
ed for this. Given' the inbal-
ance of the proposed budget,
the council felt the dollars
should come out of the- park
board operating fund. No final
decisipn was made at this
time, the council wanting to'
look at the budget further.
A temporary mobile home
permit for J. Osmundson was
approved for a 90-day period.
Contracts were awarded for
the street improvement pro-
jects to Forest Lake Contract.
The contract for Lund's Round
Lake Estates and alternate bid
for Guarani amounted to
$110,552.50 and for Dehn's Ad-
dition frontage road, $10,928.
Residents from Dehn's Ad-
dition complained about the
rising water in their area.
Council agreed there is a pro-
blem but was unsure what
could be done about it.
The city engineer was asked
to look into prices .for pur-

was approved. And the clerk
was authorized to hire Rita
Pierce as permanent part time
accounting/utility clerk.
The final revised plat of
Woodland Terrace was approv-
ed, requiring the lot that con-
tains the pumphouse and well
site be dedicated in fee title to
the city.
The council discussed at
some length the actions taken
by the Coon Creek Watershed
Board regarding the ditch 57
project. The city clerk was
directed to prepare a resolu-
tion stating the city does not
concur with the actions of the
watershed board taken on
August 29 to either improve
and/or repair the county ditch
57,' noting the city has not ap-
proved of the project as re-
quired by state law intrepreted
by the city attorney. The city
attorney was also authorized
to attempt to obtain an in-
junction against the Coon
Creek Watershed from pro-
ceeding with that project and
to commence a lawsuit to ter-
minate that project.
In addition, the city attorney
was directed to file a notice of
appeal on all city parcels in-
volving the ditch 57 benefit
redetermination.
The council reviewed a draft
of an informational flyer pre-
sented by CSI on the park im-
provement bond referendum.
The draft was approved with
certain modifications.
There was a lengthy dis-
cussion on whether the fire
chief should be elected by the
fire department members as it
is presently done or whether
the chief should be appointed
by the council. The item was
tabled to the next meeting to
allow time for further review of
the matter.
The clerical reorganization
recommended by the city
clerk/A. administrator was ap-
proved by the council.
September 12 special meet.
ing
The council discussed the
proposed 1986 budget. With
the changes made during the
course of the evening, the ex-
penditures exceeded revenues
by approximately $60,000. The
major. areas. discussed were
public works, the fire depart-
ment, streets and highways
and park and recreation. The
budget for the fire department
proposed a sizeable increase
with the addition of a fire mar-
shall on staff, the pu'rchase of
an equipment van, and an in- .
crease in fire personnel, reim-
bursement points, and staff-
ing.
The council agreed.to keep
the sealcoating project at
$40,000 so the program does
not get behind schedule. The
park and recreation commis-
sion requested the capital out-
lay for improvement be
$60,000, that is what their
three-year development
scheme is based on. The re-
quest showed $40,000 and the
administrative recommenda-
tion was for $20,000 in an at-
tempt to balance the budget.
No final decisions were
made at this time.

.
.)

1

.,

IF THESE STOOGES BOUGHT LIQUOR FROM US
THIS HOLIDAt THEY'D BECOME THREE WISE MEN.

\...'"1..

'Tis the season to be jolly, so let's one and all hang our socks by the chimney with
care, Let's even deck the halls with boughs of holly.
