Commissioner Shumway noted that the acquifer reaches Rum Acres Estates
before it reaches the City well; assume the pumping of water for Juniper
Woods will not affect the water t~ble in Rum Acre Estates.

Tom Patchen - Stated he was involved when the first City well was developed
and confirmed that at that time, Tom Renner stated that pumping to any
great extent will draw down the water table.

Janet Houle - 15230 Salish Street - Inquired why the City is considering
allowing a high density development adjacent to a subdivision of one acre
lots and possibly creating problems. Stated that waiting until River's
Bend is completely developed is a more timely and orderly fashion for
extending sewer and water.

Chairman Zimmerman replied that in Ramsey's Comprehensive Plan, which was
approved by Metro Council, this area was sited for municipal sewer and
water. Chairman Zimmerman also noted that most of River's Bend is
developed and that indicates the market can absorb some more lots served by
city sewer and water.

Janet Houle - Stated that City Council has stated they want to avoid
hopscotch development and now the City is considering high density
development adjacent to rural development.

Chairman Zimmerman stated that the City policy is to not extend sewer and
water into any existing subdivision unless 100% of the residents are in
favor of the improvements.

Janet Houle - Noted that in the case of Juniper Woods, the developer is
100% of the property owners and there doesn't seem to be any regard for the
fact that 3 homes will now abut her backyard.

Chairman Zimmerman suggested that Ms. Houle submit her questions and
comments to City Council.

Richard Dudziak - 15150 Juniper Ridge Drive - Inquired if there will be a
homeowners covenants for Juniper Woods.

Mr. Knutson - Replied that the development will be similar to River's Bend.
The lots will be priced in the $20,000-$30,000 range.

Don Jazdzewski - Stated that he would like to go on record as being opposed
to the development of Juniper Woods because it conflicts with all the
reasons he moved to Ramsey for.

Tom Whisenhunt - 15031 Juniper Ridge Drive - Inquired if Juniper Woods
would definitely be developed with municipal services and inquired if any
studies will be done.

Chairman Zimmerman replied that the development would be developed with
municipal services; he is not aware of any studies being done on the
development.

Jean Schlueter - Inquired if the City will do any study on the impact an
area served by municipal water will have on adjacent private wells.
Inquired about the impact on private wells in Flintwood I when II and III
Planning & Zoning Public Hearing/April 5, 1988
