Mr. Zupon - Stated that Atlas' request should be put on the November
election ballot.

~ob Schwartz - 5600 142nd Avenue - Stated that he thought Ramsey had a
charter that allowed citizens to vote on an issue that affected them.
Stated he is concerned about the additional traffic created by semi trucks
making deliveries at Atlas and the potential for hazardous waste to be
brought in, refused by Atlas, and spilled during some accident in that
process of bringing it in and out of the City.

Mr. I~bat - Stated that no hazardous waste can be trucked in unless it is
contracted to be brought in and Atlas won't contract for that. Regarding
additional traffic, there would be one semi ~er day for the first year or
two and the maximum of incoming trucks per day would be 4.

Mr. Goodrich- Referred to an earlier comment and stated that the City
Charter does have provisions for initiative and referendum. Anyone can
receive information at City Hall regarding initiating an ordinance for a
referendum election. City Counci could also request an advisory question.

Bruce Bacon - 7363 175th Avenue - Stated that it is a big advantage to have
Mr. !~bat come forward and make testing data on incineration available to
the State. Inquired if there is a State budget adequate to handle test
burns or do they have to purchase that information from other
organizations. MPCA should be on the forefront of watching out for the
people's interest. Is there a chance that experiments can be performed in
scientific labs rather than depend on host communities to accumulate the
data.

Dan Berg - Stated that the information used to determine emissions that
will come from an incinerator is based on data from other existing
incinerators. The environmental process involves gathering information to
determine emission levels, evaluation for dispersion over land, affect to
people over time and stack tests. In a regulator role, MPCA hires
independent labs to perform tests. MPCA does not have the staff or budget
for regulatory testing. MPCA has the ability to do some ambient monitorJ.ng
to a certain extent.

Mr. Labat - Stated that Atlas intends to share any data information
developed in order to assist Minnesota in regulating the incineration
industry. The biggest problem in this industry, which is one of the
industries that will be solving waste disposal problems in the future, is
the fear of the unknown and the more data Atlas can develop, share and
analyze, the better it will be for everyone.

County Commissioner Haas Steffen - Stated that there have been comments
comr~ring Atlas' proposal to the RDF facility in Elk River and the mass
burn facility in Hennepin County; the discussion is getting off track.
terms of size, how does Atlas' incinerator compare to MPCA approved
incinerators being used all over the area.

Mr. Dan Berg - Stated that he can't provide the information Commissioner
Planning & Zoning Public Hearing/June 7, 1988
