Steffen requests. He doesn't know the size of other various facilities. <br /> <br />Ms. Steffen - Stated that the incinerator Atlas builds is for sale to other <br />companies. If Atlas builds an incinerator and MPCA approves it at the <br />Atlas site, does the incinerator still go through an approval process if it <br />is installed at a site in Minnesota? <br /> <br />Mr. Berg - Replied that all environmental review and permitting for <br />incinerators and accompanying equipment is site specific. <br /> <br />Ms. Steffen- Inquired if it is safe to assume that if Atlas is burning <br />more than one type of waste, the requirements placed on them will be more <br />stringent than on site specific operations where companies burn one type of <br />waste. <br /> <br />Mr. Berg - Stated that there is specific information Atlas' proposal can <br />provide but MPCA also has to rely on data from similar facilities <br />throughout the world. <br /> <br />Chairman Zimmerman stated that Atlas would be bound by the conditions in <br />the conditional use permit; if there are violations of the conditions, the <br />permit is revoked. <br /> <br />Mr. Lichter - Stated that he understands that PCA did a health risk <br />assessment and bio-cumulation at the Winona incinerator and the numbers <br />indicate a signficant health risk may exist to fisherman consuming fish <br />from the Mississippi back waters. The controls for that facility are more <br />extensive than they would be for Atlas'. <br /> <br />Mr. Berg - Noted that the Winona facility is a municipal solid waste <br />facility burning 150 tons per day. A study of the river back waters <br />provided risk numbers indicating about 60 additional cancers to sports <br />fisherman in a population of 100,000 over a lifetime; Health Department <br />standards are 1 additional cancer in a population of 100,000. The <br />situation with Atlas is different because of it's size, materials to be <br />burned, incinerator type, prevailing weather conditions, stack height and <br />proximity of back waters. <br /> <br />Bruce Bacon - Inquired if the plume from the RDF in Elk River blow P~msey's <br />way. <br /> <br />Mr. Berg - Replied that he didn't think Elk River's plume drifts towards <br />Ramsey but it will be studied. <br /> <br />Bruce Bacon - Inquired if the funds in Mr. Berg's department are adequate <br />for the mission going on. <br /> <br />FT. Berg - Stated that he feels very good about MPCA's ability to <br />scrutinize this particular project to the degree needed. <br /> <br />Kristina Hunt - 6337 143rd Lane - Stated that her lifestyle is that she <br />likes to be outside and she doesn't want to breathe stinky air.
