Councilmember Kurak inquired if there was a liability concern for the City if someone does rent <br />the facility and an accident occurs. <br /> <br />Assistant City Administrator Nelson explained that the City does have liability insurance to cover <br />those types of issues. <br /> <br />Councilmember Kurak inquired if that was adequate or if any group that rents the facility should <br />be signing a waiver. <br /> <br />Assistant City Administrator Nelson replied that she would have to research that information and <br />report back to the City Council. <br /> <br />Assistant City Administrator Nelson reviewed the proposed newsletter policy explaining that the <br />purpose of the policy was to establish guidelines for information that may appear in the City's <br />newsletter. <br /> <br />Councilmember Cook inquired if only non-profit organization can have information printed in <br />the Ramsey Resident. <br /> <br />Assistant City Administrator Nelson replied that that has been the past practice. <br /> <br />Councilmember Cook inquired if a local business were to hold a blood drive would that be <br />allowed to be advertised in the newsletter. <br /> <br />Assistant City Administrator Nelson replied yes, as long as it is a program that does not make <br />money for a business. <br /> <br />Councilmember Kurak inquired if there was a way to allow for paid advertisement in the Ramsey <br />Resident to help cover some of the costs of the newsletter with the budget being so tight. <br /> <br />Mayor Gamec explained that when the City newsletter was first started the City allowed for paid <br />advertisement, but it became a political mess. <br /> <br />Councilmember Elvig suggested permitting paid inserts. <br /> <br />Mayor Gamec replied that the problem is that staff would have to do all of the inserts by hand. <br /> <br />Councilmember Zimmerman stated that he felt that the City took a big step forward when the <br />City took over the newsletter and stopped allowing for paid advertisement. <br /> <br />Councilmember Elvig inquired if staff was reasonably comfortable with the way the process is <br />currently working. <br /> <br />Assistant City Administrator Nelson replied yes, but staff did want to get a policy in writing in <br />regards to information that may appear in the newsletter. <br /> <br /> City Council Work Session/April 22, 2003 <br /> Page 3 of 7 <br /> <br /> <br />
