Councihnember Cook stated that he would like to see an additional funding source in order for <br />the newsletter to come out more frequently. <br /> <br />Mayor Gamec stated that he thought that there was something in the City Charter regarding the <br />newsletter publication that staff would have to review. <br /> <br />Councilmember Elvig inquired as to the cost of mailing each publication. <br /> <br />Assistant City Administrator Nelson replied that it costs the City around $5,000 per publication. <br /> <br />Consensus of the City Council was to direct staff to proceed with the changes to the Facility Use <br />and Rental Policy as well as the Newsletter Policy. <br /> <br />2) City Hail/Police Department Space Needs Study <br /> <br />City Administrator Norman stated that in mid-January, staff met with representatives of BKV <br />Group and E & V Construction Managers to revisit the status of the space needs assessment and <br />planning process for the construction of a new City Hall. Staff reviewed the Needs Assessment <br />Study that was previously prepared for City Hall in 1999, and reviewed with the representatives <br />current staff projections based upon development projections for the next 15 years that has been <br />prepared as part of the fiscal impact study for Ramsey Town Center. The space needs projections <br />that were made in 1999 appear to be in-tine with the current projections for development and <br />related staff projections. The 1999 Needs Assessment Study did not include planning for the <br />construction of Police Facilities within a new City Hall complex. Staff recommended that plans <br />should include Police Facilities within the new City Hall. During the Council meeting of <br />February 11, 2003, the Council authorized a space needs analysis for the Police Department. <br /> <br />Bill Baxley, BKV Group, explained that his company had previously looked at different options <br />for the existing City Hall in 1999, which included a needs study. At that time they looked at <br />options for remodeling City Hall and accommodating space needs until the time that a new City <br />Hall could be constructed. One of the options that were considered was the possibility of adding <br />on to the existing building, but the option was too costly. Over the last year City Hall was <br />remodeled using the existing space to assist in accommodating the needs of staff for the interim <br />period. The City will be looking at a 25,000 square foot building to accommodate the future <br />space needs of City Hall as well as 25,000 square feet for the Police Department. <br /> <br />Councilmember Kurak inquired if they were indicating that the City would need a 50,000 square <br />foot building to accommodate City Hall and the Police Department in one building. Mr. Baxley <br />replied that that was correct. <br /> <br />Councilmember Cook noted that there would be different ways of combining the two facilities so <br />that they would not need a 50,000 square-foot footprint. <br /> <br />City Council Work Session/April 22, 2003 <br /> Page 4 of 7 <br /> <br /> <br />
