Councilmember Kurak inquired if the 50,000 square feet would include parking. Mr. Baxley <br />replied that there would need to be an additional area for parking. <br /> <br />Councilmember Kurak inquired if there would be an immediate need for the 50,000 square feet <br />or could it be done in phases. Mr. Baxley explained that a 50,000 square foot facility would <br />provide the necessary space needed for staff for the next 15 years. <br /> <br />Councilmember Cook inquired if they would be looking at underground parking for staff and <br />emergency vehicles. Mr. Baxley replied that those are issues they will have to continue to look <br />at. At this time they are gathering information. <br /> <br />Councilmember Elvig stated that based on some of the studies that have been done for the Town <br />Center it has been indicated that Ramsey may be built out in 18 years and inquired if there will be <br />a need to add onto the 50,000 square foot building in the future if they are looking at <br />accommodating space for the next 15 years. <br /> <br />Assistant City Administrator Nelson explained that with the fiscal impact study for the Town <br />Center they looked at staffing needs through 2015 and tried to identify an area where staffing <br />needs will level out, which is what they plan on accommodating with a new facility. If the City <br />builds a facility that meets the needs for the community to 2015, it will probably meet the needs <br />for some time, but should allow for flexibility as things change. <br /> <br />Councilmember Cook inquired if members of the Police Department have been involved in the <br />space needs study to assure that all the space needs have been met. <br /> <br />Police Chief Way replied that they have been meeting with the consultants to review the needs of <br />the Police Department. Mr. Baxley explained that as the process proceeds forward they would <br />look at the proposed site for the facility and identify how the building will fit onto the site and <br />which areas of the two facilities may be able to be shared. <br /> <br />Councilmember Elvig stated that he would like to get to a point where the Council could be <br />given a low and a high range on the City's needs and then some ideas of costs that may be <br />involved. Mr. Baxley noted that to construct a "good building" it would cost approximately $175 <br />a square foot. <br /> <br />Councilmember Elvig stated that it will be easier for the Council to make a decision with a <br />"shopping list" to look at. Mr. Baxley replied that in order understand the process with the <br />cra'rent make up of the possible site it makes sense to consider both those issues. <br /> <br />Councilmember Elvig requested that the consultants address the parking aspect as well. <br /> <br />Councihnember Cook stated that he would like to look at indoor parking for the squad cars and a <br />small maintenance area, but other than that he wants to know the costs, where the funding will <br />come from and how it is going to be built.
