Councilmember Kurak inquired as to how large of a site is being considered for the facility. Mr.
Baxley replied approximately 30,000 square feet.

Councilmember Elvig stated that they should probably consider constructing a smaller facility
initially and then expanding in the future.

Councilmember Cook replied that it would probably make sense to build the entire structure all
at once even if it is not all utilized right away.

Mr. Baxley stated that there are issues that they are going to have to look at on the site such as
how would a two or three stow building work for the City and meet what the developers of the
Town Center are looking for.

Councilmember Elvig inquired if they should be looking at what the goals are for anticipated
construction, etc.

City Administrator Norman replied that the Council has done so in the past, but even if the plan
is accelerated they would be looking at at least two years.

Mayor Gamec inquired if a community room was included in the consideration of space needs.
Mr. Baxley replied that given what the Town Center is supposed to be and the facilities that will
be made available, is a community room something that the City will want to provide within City
Hall.

Mayor Gamec replied that community centers don't typically provide meeting rooms and it is an
area where no one seems to be fulfilling the need.

Councilmember Cook thought the City should be breaking ground on a new City Hall in May
2005.

Mayor Gamec stated that he thinks that they need to put the package together and look at the
funding options.

Councihnember Zimmerman inquired if there has been any thought in building the City Hall in
conjunction with a community center.

Councihnember Cook stated that it makes more sense to include a large meeting room within the
community center rather than in the City Hall even if the City has to subsidize the cost. He also
noted that there is a big push to include an armory as part of the community center, which can
add another aspect to the community.

Mr. Baxley noted that his Group would be completing the final document and submitting the
information to staff.

City Council Work Session/April 22, 2003
