PLANNING AND ZONING COMMISSION <br />PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on <br />Tuesday, August 2, 1988 at the Ramsey Municipal Center, 15153 Nowthen Blvd. <br />N.W., Ramsey, Minnesota regarding Waste Management of Minnesota, Inc.~s <br />request for a conditional use permit to: 1) use land currently zoned I-~l <br />Industrial for vertical expansion of the existing landfill; 2) construct <br />and operate a ski hill and sledding recreational facility on property <br />currently zoned R-1R Residential and I-1 Industrial; 3) rough grade a <br />roadway through a DNR-designated wetland; 4) excavate, grade and transport <br />soil materials for landfill cover material. <br /> <br />Members Present: Mr. Gerald Zimmerman, Chairman <br /> Mr. Michael Terry <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />Community Development Director Anne Norris <br /> <br />Members Absent: <br /> <br />Mr. Roy Shumway <br />Mr. Jim Holm <br />Mr. Jim Howell <br />Mr. Charles LaDue <br />Mr. Terry Hendriksen <br /> <br />CALL TO ORDER <br /> <br />Chairman Zimmerman called the public hearing to order at 7:41 p.m. <br /> <br />Chairman Zimmerman noted that Waste Management of Minnesota, Inc. has <br />formally withdrawn their request but the public hearing will be conducted <br />as planned because it was advertised. When Waste Management reapplies for <br />the conditional use permit, the request will be subject to another public <br />hearing. <br /> <br />PRESENTATION <br /> <br />Don Otter - Waste Management of Minnesota, Inc. - Stated that the reason <br />for withdrawal of the request for a conditional use permit is because Metro <br />Council is near completion of the Environmental Impact Statement on the <br />vertical expansion and that document will contain a lot of information and <br />answer questions regarding environmental issues at the site. <br /> <br />Mr. Otter stated that there are 3 processes in progress: 1) A consent <br />order which has remedial action plans built into it which include the <br />installation of extraction wells around the site to remove the groundwater. <br />That plan will be submitted to regulatory agencies this fall. 2) Site P <br />(proposed Anoka County sanitary landfill). 3) Vertical expansion. <br /> <br />Planning & Zoning Public Hearing/August 2, 1988 <br /> <br />Page 1 of 7 <br /> <br /> <br />
