Mr. Otter indicated on a map the area to be involved with the vertical <br />expansion. Waste Management has entered into discussions with the City as <br />to how Waste Management can accomplish development of a ski/sledding hill <br />along with a borrow area and dedicaiton of a roadway. If this recreational <br />area cannot be constructed for some environmental reason, Waste Management <br />will dedicate another 50 acres to Ramsey for park or recreational use in <br />the future. <br /> <br />Dennis Roznowski - Foth and Van Dyke Engineering - Stated that the vertical <br />expansion will essentially entail additional deposits of 635 acre feet of <br />waste over the top of the waste already in place. The bulk of the material <br />to be placed will be in the south and central portion of the landfill. The <br />perimeter areas will have less fill put in them. The vertical expansion <br />will increase the side slopes of the landfill and the overall height <br />increase will be 4 feet at the highest point. In addition to increasing <br />the slopes, diversion berms will be constructed across the slopes to <br />minimize erosion. Once the site has reach it's final grade, a final <br />improved cap will be placed on it. The final cap will include a composite <br />of low permeability soil and an impermeable synthetic membrane. The amount <br />of infiltration into the landfill will be greatly reduced as opposed to the <br />current design. The next project is the soil borrow area. Waste <br />Management is proposing to develop the north 80 north of the landfill. <br />There would be an east and a west borrow area developed separately. Waste <br />Management is proposing to develop the east borrow area first, and then the <br />west. The borrow areas will be developed in a phased approach. Access to <br />the borrow area will be from perimeter access roads of the landfill and <br />there would not be any additional traffic on county roads. The process for <br />the east borrow area would be to remove and stockpile the topsoil, excavate <br />the daily landfill cover and when excavation is down to design grade, the <br />topsoil will be removed from phase 2 and placed on top of phase 1. This <br />process will continue for each of the phases until the entire area is <br />excavated and restored. Once that is completed, the west borrow area would <br />be developed in a similar manner. An elevation of 874 feet has been chosen <br />in order to maintain a 5 foot minimum separation from the highest known <br />groundwater level in this area. The maximum design grade is 1026 feet. <br />The vertical expansion at it's highest point will be 1030 feet above sea <br />level; the original design was for 156 feet and the vertical expansion will <br />bring it to 160 feet. The proposed roadway would serve as an east/west <br />corridor for any emergency vehicles in the area and provide access to the <br />ski hill facility. The roadway involves an 80 foot right-of-way which will <br />be rough graded and the city would be responsible for developing it. The <br />road would have to go through a wetland and a culvert would be required <br />underneath the road to maintain a constant water level on both sides of the <br />roadway. <br /> <br />Don Otter - Stated that Waste Management will continue to contribute a <br />percentage of it's revenues from operations at the facility to Ramsey; <br />during the vertical expansion period, the amount of revenue to Ramsey could <br />exceed $2,000,000.00. <br /> <br />CITIZEN INPUT <br /> <br />John Heinen - 6370 143rd Lane - Inquired as to the time period involved <br />in adding 635 acre feet to the landfill and if it will then close after <br />Planning & Zoning Public Hearing/August 2, 1988 <br /> <br />Page 2 of 7 <br /> <br /> <br />
