Industry Avenue; what would it cost to provide city water in Hunter's Hill?

Mr. Otter stated that there is a monitoring program used with groundwater
recovery to be sure the process is not creating problems; perhaps the City
can provide cost figures for extending city water to Hunter's Hill.

Sharon Dahlgren - 6328 143rd Lane - Inquired as to how much additional
contamination will reach the already low water table during vertical
expansion.

Mr. Otter stated that Waste Management has monitoring wells at different
levels between the landfill and private wells in order to have an early
warning system to detect migration of contaminants. The chemicals buried
on the site in the early 1970's have taken 18 years to reach the point they
have; the monitoring wells will predict what is happening. Water is
extracted from the monitoring wells every 3 months; the monitoring well on
the Cox property did not show any contamination; neither did the monitoring
well on the south side of Sunfish Lake Blvd; there is a test well at about
90 feet that did show contamination. In areas where groundwater flow is
faster, the monitoring wells will be placed deeper.

Sharon Dahlgren - Inquired about contaminated soil showing up.

Mr. Otter stated that the groundwater recovery system also cleans up the
soil and Waste Management signed a consent order and must provide finances
for the remedial action selected.

Roger Hermanson - 15115 Garnet Street .- Inquired if the vertical expansion
will take any longer than 2.5 years and if Waste Management can apply for
another expansion; will the expansion go right up to the property line?

Mr. Otter stated that Waste Management has reduced the incoming volume at
the site and the expansion could take longer than 2.5 years; there will be
no more vertical expansion for this facility and there will never be a
landfill proposed to the north. Waste Management cannot stop Anoka County
from siting Site P to the south.

Dennis Roznowski stated that the activity will occur 200 feet from the west
property line.

Mr. Hermanson - The expansion activity will create more dust and noise for
nearby residents. How much area is planned for fill on the west end of the
landfill?

Mr. Otter replied that the west end of the landfill will be filled in.

Mr. Hermanson - Vertical expansion means at least 3 more years of extended
activity on the west end of the landfill so the conditions for the
residents in the immediate area will worsen. Why does Waste Management
need the gravel on the north side and have to disturb it's only buffer
area?

Mr. Otter stated that Waste Management will only be extracting daily cover
from the north which will lower this area so that ski runs can be extended
Planning & Zoning Public Hearing/August 2, 1988
