up to the wetland and in 1981, the MPCA and Anoka County raised some
concerns because of the siting process taking place. MPCA and the County
wanted to condense that area therefore bringing garbage up higher but they
were reducing the size of the area that would have unlined landfill. This
eliminated the broader base of 20 acres to where instead of looking at
vertical expansion we would be looking at 22 acres to bring the slopes up
for capping.

Sharon. Dahlgren - Inquired if there is an end to the landfill in site.

Mr. Otter stated that he is willing for one of the conditions of the permit
to be that there will not be any more vertical expansion or requests for
volume on this site and north of this site.

Douglas Fountain - Inquired as to how far west the rough graded road will
go.

Mr. Otter stated that the City has asked for dedication of a road for
future use; he does not know the exact layout but the city will make that
known if and when it chooses to develop the road.

John Heinen - Stated that the nearby residents have put up with dust, noise
and smell and can probably put up with it for another 2.5 years; what has
Waste Management done for the people that live so near to the landfill?
Would Waste Management be willing to provide a place where people can get
water; some residents of Hunter's Hill do not drink the tap water because
it is too close to contamination.

Resident - Inquired as to what will happen to Waste Management and their
responsibility when the landfill is closed.

Mr. Otter stated that Waste Management has operations throughout the U.S~;
the company financial assurances posted with the MPCA and Anoka County for
remedial investigations and long term care of the site.

Sharon Dahlgren - Inquired about the dirt currently being hauled onto the
site.

Mr. Otter stated that Waste Management is hauling in dirt as part of the
final cover system proposed for the site.

ADJOURNMENT

Consensus was to adjourn the public hearing at 8:47 p.m.

Respectfully submitted,

Sylvia Fr olik
Secretary

~inn~ Norris /
Coy~unity Devel/opment Director

Planning & Zoning Public Hearing/August 2, 1988
