PLANNING AND ZONING COMMISSION
PUBLIC HEARING
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Planning and Zoning Commission conducted a public hearing on
Tuesday, August 2, 1988 at the Ramsey Municipal Center, 15153 Nowthen Blvd.
N.W., Ramsey, Minnesota regarding United Power Association's request for a
conditional use permit to construct an electrical substation.

Members Present: Mr. Gerald Zimmerman, Chairman
Mr. Michael Terry

Also Present:

City Administrator David Hartley
Community Development Director Anne Norris

Members Absent:

Mr. Roy Shumway
Mr. Terry Hendriksen
Mr. Charles LaDue
Mr. Jim Holm
Mr. Jim Howell

CALL TO ORDER

Chairman Zimmerman called the public hearing to order at 8:50 p.m.

PRESENTATION

Gary Ostrum - United Power Association - Stated that UPA is requesting a
conditional use permit for placement of an electrical substation on a site
north of City Hall, east of County Road #5 and north of 153rd Avenue. Mr.
Estrum stated that UPA, in serving it's member cooperatives, has a network
of transmission lines running throughout the service area. As areas
develop, cooperatives notify UPA of increasing electrical needs and as the
power supplier, UPA builds substations to serve as the power source for the
electricity.

John Gasal - Anoka Electric Cooperative - Stated that electrical service to
Ramsey and surrounding townships is provided by several substations.
Providing service to these substations are transmission lines running east
and west horizontally through the town. The problem being experienced now
is twofold: there is a substation towards southeast Ramsey that is loaded
to capacity; in the north central part of Ramsey there is a substation so
loaded to capacity that it would be very difficult to restore service to a
failed transformer. The solution to these problems is to construct another
substation; the subject site was chosen because it is approximately in the
center of the other 4 substations in the region.

CITIZEN INPUT

Planning & Zoning Commission Public Hearing/August 2, 1988
