Lori Abrahamson - 5735 153rd Avenue - Inquired if the substation has to be <br />placed right in front of the homes along 153rd; why couldn't the substation <br />be constructed further to the east. <br /> <br />Gary Ostrum stated that the subject site most suited UPA's needs; the site <br />further east would require a lot of site preparation. <br /> <br />Ms. Abrahamson - Noted that UPA's savings in transmission lines by keeping <br />the new substation centrally located between the 4 existing substations <br />could be put into site preparation to have the substation located further <br />east, <br /> <br />Shelley Then - 5759 153rd Avenue - Stated that she doesn't like the looks <br />and buzzing noise of substations; they also interfere with t.v. reception; <br />she also health concerns with regard to high voltage lines. <br /> <br />Gary Ostrum replied that the substation would have 69 KU transmission lines <br />which is currently what is used in the area; UPA does not anticipate having <br />to increase the voltage. <br /> <br />Pat Cairns - UPA- Stated that UPA does not have the capability of simply <br />increasing the voltage; lines and substations are designed for a certain <br />voltage; to change would require changing all the substations. <br /> <br />Lori Abrahamson - Inquired if UPA has considered any other sites for the <br />substation; the property between City Hall and the dental clinic would be a <br />better site for the substation. <br /> <br />Gary Ostrum stated that UPA looked at other sites that were marginal; one <br />property was not for sale, another was on a hill, another was swampy. <br /> <br />Pat Cairns stated that the design of substations has improved a lot over <br />the years and it is not unusual for them to be located in neighborhoods. <br /> <br />Jeff Abrahamson - Reiterated that there is a sufficient amount of <br />commercial land available in the subject area and it is not necessary to <br />locate the substation directly across from 6 homes. <br /> <br />Resident - Stated he owns property on 153rd and suggested that the two <br />undesirables be combined into one area and build the substation on the <br />landfill property. <br /> <br />John Gasal stated that constructing the substation on the landfill site <br />becomes undesirable from an electrical standpoint because it would not be <br />centrally located between existing substations. There is also a park <br />planned on the landfill property. <br /> <br />Lloyd Kahlstorf - 5759 153rd Avenue N.W. - Noted that the landfill site is <br />only about 1/2 mile from the proposed substation site. <br /> <br />Lori Abrahamson - Noted that if a substation is safe to have in a <br />neighborhood, then it should be safe to have near a park. <br /> <br />Planning & Zoning Commission Public Hearing/August 2, 1988 <br /> <br />Page 2 of 3 <br /> <br /> <br />
