Mayor Gamec noted that developing the land as a park might require a Comprehensive Plan <br />amendment. <br /> <br />Councihnember Strommen inquired as to when there will be an opportunity for public <br />involvement in the planning process. <br /> <br />Parks/Utilities Supervisor Boos replied that a public hearing would be appropriate before any <br />concept plan would be adopted. <br /> <br />City Administrator Norman noted that at this point the Council would be only giving direction as <br />to what they are going to study, but they might add that the consultant include a public input <br />process. <br /> <br />Councilmember Cook stated that often times a task force can be formed to assist in the planning <br />process. <br /> <br />Parks/Utilities Supervisor Boos noted that the Park Commission would be meeting at the site for <br />their May meeting. He also noted that they can add a task to the RFP to identify the public <br />participation process and when it should occur. <br /> <br />Councilmember Elvig felt that it was very important to include public participation. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Strommen, to direct staff to <br />obtain a quote for the park related planning services detailed in tasks one through seven for <br />subsequent Council approval. <br /> <br />Further discussion: Councilmember Kurak inquired if they were going to include the north <br />portion of Sunwood Drive in the study area. Councilmember Cook replied that his motion was <br />to include all additional areas as recommended by staff. Councilmember Kurak noted that she <br />would be abstaining from voting on the issue. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Cook, Strommen, Elvig, <br />Pearson, and Zimmerman. Voting No: None. Abstained: CouncilmemberKurak. <br /> <br />Mayor Gamec recessed the regular meeting of the City Council at 8:08 p.m. <br /> <br />Mayor Gamec called the regular meeting back to order at 8:23 p.m. <br /> <br />Case #8: Request for Sketch Plan Review of Tiger Meadows; Case of Monarch Homes <br /> <br />Associate Planner Wald stated that Monarch Homes has applied for sketch plan approval to <br />develop property located east of Tiger Street and north of Armstrong Blvd. (County Road 83). <br />The subject property is zoned R-1 Single Family and is located in the Rural Developing Area. <br />The applicant is proposing to plat 11 new single-family rural lots and 1 existing homestead. The <br />proposed lots meet or exceed the 2.5-acre minimum lot size requirement in the Rural Developing <br /> <br />City Council/April 22, 2003 <br /> Page 13 of 21 <br /> <br /> <br />
