• <br /> City Engineer Jankowski explained that the developer will be required to get a permit from the <br /> County for hauling the dirt and the County typically requires that there be signs along the haul • <br /> route. <br /> Motion by Councilmember Cook, seconded by Councilmember Pearson, to adopt Resolution <br /> #03 -04 -096 adopting Findings of Fact #0645 relating to LTR's request for a grading permit to <br /> grade and import soils to the land to be platted as Village of Sunfish Lake. <br /> Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Cook, Pearson, Elvig, and <br /> Strommen. Voting No: Councilmember Zimmerman. Abstained: Councilmember Kurak. <br /> Motion by Councilmember Elvig, seconded by Councilmember Cook, to adopt Resolution #03- <br /> 04 -097 approving the issuance of LTR's request for a grading permit (Conditional Use Permit) <br /> on the property to be developed as Village of Sunfish Lake, based on the Findings of Fact, and <br /> declaring terms as proposed. <br /> • <br /> Motion carried. Abstained: Councilmember Kurak. <br /> Cage #7: Concept Planning for 1Vlu nicipal Property West of Sunfish Lake <br /> Citje Administrator Norman noted that the case presented to the Council addressed two issues and <br /> Ire requested that the Council only focus of the study portion at this time and allow staff more <br /> time to research the other issues. <br /> . Parks /Utilities Supervisor Boos stated that the purpose of the case was to initiate concept <br /> planning for the City owned land west of Sunfish Lake. During the course of the Park and . <br /> Recreation Commission's review of the Village of Sunfish Lake, it . was discussed that the timing <br /> for examining the property for park purposes should coincide with the development of the plat. <br /> The area west of Sunfish Lake Boulevard has been proposed for park purposes for some time as <br /> one of the few lake accesses potentially available to Ramsey residents. Within the last few years <br /> the City acquired this property as part of an industrial land purchase south of the new Sunwood <br /> Drive extension. The Park Commission recommended initiating concept planning for all the <br /> municipal property adjacent to the lake, but in addition also looking to the future development <br /> potential in the immediate vicinity. A Work Plan/Request for Proposal was prepared in <br /> anticipation of the need to begin planning for the site. One important aspect of the required <br /> scope of work is understanding future desired land use in the project area. Staff met with HKGi, <br /> the firm that assisted -the City's Comprehensive Plan process. If the:City.Council supports the <br /> planning project as laid forth, a quotation may be solicited from HKGI and approved at a <br /> subsequent Council meeting, • <br /> • <br /> City .Administrator Norman noted that when staff sends out the Request for Proposal they may <br /> want to expand.the map to surround Sunfish Lake. <br /> • <br /> City Council /April 22, 2003 • <br /> Page 12of21 <br />
