PLANNING AND ZONING COMMISSION
PUBLIC HEARING
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Planning and Zoning Commission conducted a public hearing on
Thursday, September 8, 1988 at the Ramsey Municipal Center, 15153 Nowthen
Blvd. N.W., Ramsey, Minnesota regarding Mr. Dick Carson's request for
preliminary plat approval of Windemere Woods.

Members Present:

Mr. Gerald Zimmerman, Chairman
Mr. Michael Terry
Mr. Jim Howell

Also Present:

Mr. Merland Otto

Members Absent:

Mr. Roy Shumway
Mr. Terry Hendriksen
Mr. Charles LaDue
Mr. Jim Holm

CALL TO ORDER

Chairman Zimmerman called the public hearing to order at 7:44 p.m.

CITIZEN INPUT

Mr. Dick Carson stated that he is proposing to develop a 37.5 acre parcel
located at Magnesium Street and Industry Blvd. The parcel will be
developed with 48-51 lots depending on the amount of park facilities that
will be provided in conjunction with two adjacent parcels proposed to be
developed by Good Value Homes and Anderson Developers. The subdivision is
proposed to be served with sanitary sewer and municipal water.

Robert Arhart - 14140 Germanium Street N.W. - Stated that he is concerned
that there will be staging of sewer and water services which will cause
142nd Avenue to be torn up twice. He is also concerned for his trees
because of the extra deep cut that will have to be made into 142nd to
accommodate installation of sewer pipe. Suggested that consideration be
given to aligning sewer along Industry Blvd. because it is more level than
142nd.

Mr. Otto stated that he was not involved in the planning of this project
but he is sure that City Staff considered alternative alignments.

Mr. Carson confirmed that City Staff considered 3 alternatives for
extension of utilities.

Robert Eidsvoog - 14150 Krypton - Inquired if Windemere Woods will have a
restrictive covenants.
Planning & Zoning Public Hearing/September 8, 1988
