PLANNING AND ZONING COMMISSION <br />PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on <br />Thursday, September 8, 1988 at the Ramsey Municipal Center, 15153 Nowthen <br />Blvd. N.W., Ramsey, Minnesota regarding Waste Management of Minnesota, <br />Inc.'s request for a conditional use permit to: 1) use land currently <br />zoned I-1 Industrial for vertical expansion of the existing landfill; 2) <br />construct and operate a ski hill and sledding recreational facility on <br />property currently zoned R-iR Residential and I-1 Industrial; 3) rough <br />grade a roadway through a DNR designated wetland; and 4) excavate, grade <br />and transport soil materials for landfill cover material. <br /> <br />Members Present: <br /> <br />Mr. Gerald Zimmerman, Chairman <br />Mr. Michael Terry <br />Mr. Jim Howell <br /> <br />Also Present: <br /> <br />Mr. Merland Otto <br /> <br />Members Absent: <br /> <br />Mr. Roy Shumway <br />Mr. Terry Hendriksen <br />Mr. Charles LaDue <br />Mr. Jim Holm <br /> <br />CALL %O ORDER <br /> <br />Chairman Zimmerman called the public hearing to order at 8:46 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Mr. Don Otter - General Manager for Waste Management, Inc. - Stated that <br />Waste Management has been acquiring property over the years to buffer the <br />landfill and now has approximately 400 acres. Mr. Otter then presented a <br />layout depicting the proposed recreational ski/sledding are on the north <br />slope of the landfill, the borrow area, future roadway, warming house, <br />parking lot, driveway and potential pond which could be used for ice <br />skating. Mr. Otter stated that the purpose for the borrow area is to <br />provide cover material for the solid waste being placed on the vertical <br />expansion and to increase the runout area on the ski slope. Mr. Otter also <br />noted that the tree line will be maintained. Waste Management is currently <br />preparing plans for submission to MPCA for the ski hill design a~d <br />environmental control in order that the vertical expansion can be reviewed <br />in conjunction with the remedial action proposed on the site. <br /> <br />Jerry Sivick - Foth and Van Dyke - Stated that there are 3 elements to the <br />proposal: <br /> <br />1) Vertical Expansion - Consists of providing an additional 635 acre feet <br /> Planning & Zoning Commission Public Hearing/September 8, 1988 <br /> <br />Page 1 of 6 <br /> <br /> <br />
