of capacity at the landfill to steepen existing slopes on the landfill.
Maximum slope on the expanded area would be 4:1. In addition to the
capacity, vertical expansion inclues a very highly engineered cover
system and drainage system.

2)

Borrow Plan - The borrow plan is divided into two areas: east and west.
The borrow area is approximately 40 acres in size, 30 of which will be
developed as the east borrow area and consisting of 4 phases. Access
to the east and west borrow area will be from the landfill property
itself. The borrow areas would be excavated to a minimum separation
distance from the groundwater of 5 feet. Once the east borrow area is
developed, operations will move into the west borrow area, which is
much smaller and will be developed in one phase. Operations in the
west borrow area will maintain a 200 foot setback from adjacent
properties. Operations in the east borrow area will not affect the
wetlands. The total amount of material to be removed from the east
borrow area is 400,000 yards and 150,000 yards from the east borrow
area.

3)

Grade Roadway - The roadway would extend to Sunfish Lake Blvd. and
passing through the northern tip of the wetland in the area. The
permitting process for the road could possibly result in a change in
the road alignment.

Mr. Sivick stated that as part of the vertical expansion project, Waste
Mangement agreed to have an environmental impact statement prepared. The
document consists of a number of sections and includes that addresses
alternatives to the project. The bulk of the document was prepared by MPCA
under contract to Metro Council. The geohydrology section deals with
remedial action approved by MPCA, final cover, contours, environmental
impact associated with the additional waste, potential mitigation of
potential impacts identified with the project, air quality. There is also
a lengthy discussion of economic impacts related to the project, physical
impact, aesthetics, historical and archaeological impacts.

Don Otter stated that if the regulatory agencies reject the ski hill
proposal for environmental reasons, Waste Management is prepared to
dedicate 50 acres of land to Ramsey for future development in the area.
Mr. Otter noted that the economic benefit to Ramsey is estimated at
$2,000,000 in royalties over the life of the vertical expansion project;
tipping fees are estimated to add up to another $150,000.

Jerry Sivick stated that the liner to be placed under the vertical
expansion is a flexible member material that is about 40 mils thick and the
permeability associated with it is extremely slow; infiltration will be
reduced about 95%; life expectancy of the liner is almost indefinite.

Jerry Sivick stated that the cover capping will be a phased process.

Mr. Otter noted that the north slope of the landfill will be the first area
to be completed and will receive final cover in 1990.

Jerry Sivick stated that a test plot has been installed to verify to MPCA
Planning & Zoning Commission Public Hearing/September 8, 1988
