that the cover system planned will work. One to two years of data will be <br />collected from the test plot. When that testing is complete, Waste <br />Management will be able to start placing final cover. <br /> <br />Mr. Otter stated that Waste Management has entered into a development <br />agreement with Ramsey which lays out the time frame for final cover and <br />construction of ski/sledding areas. <br /> <br />Commissioner Howell requested that the Commission be provided a copy of the <br />development agreement between Waste Management and Ramsey for a ski hill. <br /> <br />Steve Bluhm - 15720 Kangaroo - Inquired if the roadway, borrow area and ski <br />hill were addressed in the EIS. <br /> <br />Mr. Otter replied that the borrow area and recreational uses were discussed <br />in the EIS; the roadway was not discussed because it is not a major <br />environmental issue as it can be realigned to miss the wetland. Mr. Otter <br />stated that the preparers of the EIS are aware of the fullest extent of the <br />proposal. The feasibility of developing a recreational use on the site was <br />previously addressed by Metro Council and MPCA as being subject to final <br />detailed plans but basically potentially possible. <br /> <br />Steve Bluhm - Inquired as to how much approval M?CA has given to the design <br />of the cap and liner. <br /> <br />Mr. Otter stated that MPCA is not expected to make any changes to the <br />design; Waste Management is making adjustments to the final grades for <br />drainage feeders. <br /> <br />Steve Bluhm - Stated that he views the vertical expansion as a new landfill <br />and any new landfill would require a liner underneath it; that is not being <br />required in this case. <br /> <br />Mr. Otter replied that the footprint of the landfill is not being expanded. <br />Settlement of refuse is straightening the slopes and the vertical expansion <br />will increase the slopes so that if the synthetic liner fails, there would <br />be enough slope to cause water to run off rather than infiltrate the hill. <br /> <br />Steve Bluhm - Inquired as to why MPCA would consider an expansion of the <br />landfill without a major collection system. <br /> <br />Mr. Otter replied that the real collection system comes more in pulling <br />contaminated water off the site and the purpose of the cap is to minimize <br />further infiltration. <br /> <br />Hank Cook - District Manager of Engineering - Stated that it is not <br />uncommon for regulatory agencies to allow expansion when there is not a <br />major collection system when remedial action is in process. A liner under <br />new waste will collect leachate, but not from waste that is already in <br />place.
