Another problem arising from prolonging operations at the <br />landfill beyond 1990 and the subsequent denial of funding for improvements <br />at Gateway because of continued operations at the landfill could take <br />Gateway and AVTI out of consideration for State funding for an expanded <br />avionics program. Mr. Ippel stated that if the vertical expansion is <br />approved, he recommendeds that the additional revenue generated by the <br />expansion be used towards land acquisition for clear zones around the <br />airport. <br /> <br />Mr. Otto - Noted that the landfill elevation proposed with vertical <br />expansion is 1020 feet; the airport protected airspace in the vicinity of <br />the landfill is 1020 feet; any equipment on top of the landfill like tow <br />rope supports, lights, etc., would penetrate the protected airspace. <br /> <br />Mr. Otter - Stated that issues raised by Mr. Ippel were addressed earlier <br />in this evening's presentation; in addition, if Site P becomes a reality, <br />it could knock out the airport. The plans for the existing landfill are <br />proposed to be an improvement and generate revenue for whatever the city <br />wants to do in the future. Regarding whether or not vertical expansion is <br />necessary, increasing the slopes with dirt would only result in the slopes <br />settling again as dirt is heavier than refuse; increasing the slopes with <br />refuse would enhance the runoff capability of the slopes in the event there <br />is a failure in the cap. Mr. Otter stated that the site cannot be properly <br />closed by 1990 nor does he feel there is the potential for the airport to <br />develop by 1990. <br /> <br />Mr. Ippel - Stated that the letters received indicate that as long as the <br />bird attractant problem exists, funding agencies will take a hard line on <br />approving funds for Gateway. Based on the fact that no unprocessed waste <br />may be landfilled after 1990, providing a certificate of need to that point <br />is within the realm of appropriate. <br /> <br />John Heinen - Stated that he disapproves of the opinions of a man who was <br />part of a small group that wanted an unwanted company in Ramseyo Mr. <br />Heinen stated that Waste Management should have the time they need to <br />complete the site properly. Ramsey can help get rid of waste for the next <br />4-5 years and then have a nice recreational area; that he doesn't wish for <br />Waste Management to leave the site like it is and walk away. <br /> <br />Harold Zupon - Stated that he would much rather have a skiing area rather <br />than an airport. <br /> <br />Virgil Barnes - 5415 151st Avenue - Stated that Waste Management's walking <br />away if the do not get vertical expansion is not a question because they <br />made assurances that the landfill will be capped properly. Mr. Barnes <br />stated that he is concerned with the aviation program and the two year time <br />table is very important.
