been used before to cap 1,000 foot landfills. <br /> <br />Mr. Sivick - Replied that the membrane will be either a high or low density <br />polyethelene; these types of materials have been primarily used as base <br />liners at landfills; using the material as a top cap will be a first. <br /> <br />Mike McClurken - Stated that refuse is lighter than dirt; this will <br />generate heat and gases; vibrations associated with skiing activity could <br />cause failures in the liner; it could all result in something that would be <br />a tragic way to find out that the material did not work as a top cap. <br /> <br />Mr. Sivick - Stated that Waste Management is also concerned with the <br />stability of slopes capped with the membrane and those slopes being used a <br />ski hill and because of that have done a series of evaluations. Those <br />evaluations say the project will work. In order to verify, a two part test <br />program is being undertaken. Test plots are being developed on the site <br />that involve both types of liner materials and the performance of those <br />slopes are being monitored for 18 months. There will also be lab tests <br />performed in which the materials are subjected to severe conditions. <br /> <br />Mr. McClurken- Stated that it would be better to complete all testing <br />before proceeding with the project. <br /> <br />Mr. Otter- Noted that most of the recreational project (warming house, <br />etc.) will be at ground level, not on top of the landfill. There will be <br />minimal snow cover requirements enforced prior to use of the hill. <br /> <br />John Heinen - Noted that Waste Management would not spend 14 million <br />dollars and 20 years of monitoring if they didn't think the project would <br />work. <br /> <br />Jackie Eastwood - 15855 Juniper Ridge Drive - Stated that the testing will <br />take a minimum of 18 months from today; Waste Management should have been <br />planning for the capping since the last time they asked for an expansion; <br />Waste Management is saying that they don't know how to cap it. <br /> <br />Jack Ippel - Inquired as to how Mr. Heinen can be so sure that Waste <br />Management has no intent of walking away from the problem. <br /> <br />Mr. Otter - Replied that Waste Management will stand on it's record of not <br />faulting on one of it's agreements with the city in the last 17 years. Mr. <br />Otter stated that if the permit for vertical expansion is not given, Waste <br />Management will continue to complete the facility in the manner which is <br />currently approved. <br /> <br />Thomas Williams - Stated that the existence of barrels of toxic waste on <br />the site have been reported but never acknowledged by Waste Management. <br /> <br />Mr. Otter - Stated that he acknowledged the presence of that toxic waste at <br />the hearing on September 8. The hazardous waste is in the site; it was <br />unknown that it was hazardous when it was received.
