PLANNING AND ZONING COMMISSION <br />PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on <br />Tuesday, November 1, 1988 at the Ramsey Municipal Center, 15153 Nowthen <br />Blvd. N.W., Ramsey, Minnesota regarding Mr. Wally Anderson's request for <br />preliminary plat approval of Cedar Hills. <br /> <br />Members Present: <br /> <br />Mr. Gerald Zimmerman, Chairman <br />Mr. Charles LaDue <br />Mr. Terry Hendriksen <br />Mr. Jim Howell <br />Mr. Jim Holm <br />Mr. Michael Terry <br />Mr. Roy Shumway <br /> <br />CALL TO ORDER <br /> <br />Chairman Zimmerman called the public hearing to order at 7:41 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Mr. Gregg Frank, engineer, was present representing Mr. Wally Anderson's <br />proposed Cedar Hills. Mr. Frank stated that the site is 55 acres in size <br />and proposed to be developed with 120 single family homes under the R-1 <br />Urban Residential zoning. Streets and parks are being coordinated with the <br />proposed subdivisions of Dick Carson (Windemere Woods) and Good Valu Homes. <br />Residents of Hunter's Hill are concerned with the additional traffic flow <br />through their subdivision; providing a secondary access to the southwest <br />may require Council action. <br /> <br />Gregg Christian - 6248 144th Avenue - Stated that the developers should be <br />responsible for providing accesses to their subdivisions that do not pass <br />through existing subdivisions of Ramsey Terrace and Hunter's Hill. <br /> <br />Becky Lemke - 14361 Uranium - Stated that she moved to Ramsey for the open <br />spaces and doesn't want 3 or 4 homes abutting hers and the additional noise <br />and traffic that comes with high density development. She would like to <br />see the project revised to be more consistent with the lot sizes in <br />Hunter's Hill. <br /> <br />Harlan Rude - 6219 144th Lane - Stated that all the traffic from Cedar <br />Hills will pass right by his house and the streets are barely wide enough <br />for two cars to meet. Better entrances and exits are needed for Cedar <br />Hills, especially for emergency situations. <br /> <br />Sharon Dahlgren - 6328 143rd - Stated that she thought the minimum lot size <br />in Ramsey was 1 acre. Ms. Dahlgren stated that the density proposed for <br />Cedar Hills is not consistent with Hunter's Hill. The streets in Hunter's <br />Hill will not hold up to the additional traffic volume. Ms. Dahlgren <br />stated that there is a drainage problem in the area; inquired as to why <br />there is not an access to the southwest to Cry. Rd. #116.
