Voting No: Commissioner Holm. <br /> <br />Commissioner Howell requested that Mr. Perber's request for a map <br />indicating locations of all those persons opposed and in favor of the <br />Williams' request be accomplished by City Staff. Mr. Howell also requested <br />that the Building Official inspect the Williams property and provide <br />comments regarding the soundness of the barn and fencing and an opinion as <br />to the number of horses he feels is adequate for the property. <br /> <br />Commissioner Hendriksen requested Rhonda Williams to assist in locating <br />other horse hobby farms in the vicinity. <br /> <br />Case #3: Request For Sketch Plan. Review Of Oak Run Addition~ Case Of <br /> Mr. Gerald Bauer: <br /> <br />Mr. Gerald Bauer and his surveyor, Mr. Jeff Caine, were present for sketch <br />plan review of the proposed Oak Run Addition. <br /> <br />Mr. Caine stated that the proposed subdivision consists of 30 acres located <br />at the intersection of Coquina Street and Nowthen Blvd. There are 12 2.5 <br />acre lots proposed; two lots will be undersized by approximately .4 of an <br />acre. <br /> <br />Motion by Commissioner Holm and seconded by Commissioner Howell to <br />recommend that Mr. Gerald Bauer proceed to the preliminary plat stage for <br />Oak Run Addition, subject to review by the Park and Recreation Commission <br />and Anoka County. <br /> <br />Further Discussion: Mr. Banwart stated his concern for allowing <br />subdivisions to be platted with variances to lot sizes because there is a <br />2.5 acre minimum lot size, reasons for granting variances should be <br />documented and the need for variances can be eliminated during the platting <br />process. Commissioner Holm recognized Mr. Banwart's concern but noted that <br />the subject property is a difficult piece to subdivide and substandard lots <br />have been allowed in past subdivisions. <br /> <br />Commissioner Howell withdrew his second to the motion in order that the <br />proposed subdivision can be reviewed by other appropriate agencies before <br />being advised to proceed to preliminary plat. The secretary noted that <br />review by other agencies is a standard operating procedure following <br />sketch plan review and prior to preliminary plat approval. <br /> <br />Commissioner Hendriksen seconded the motion to recommend proceeding to <br />preliminary plat. <br /> <br />Motion carried.
