They opposed any
changes in the State's Super-
fund Bill.
Council discussed the pro-
posal to blacktop the north
one-half mile of Ward Lake
Drive. The City had agreed to
obtain the right of way and the
county agreed to do the road
construction, noting it would
ultimately become an exten-
sion of Hanson Boulevard.
Council noted the problems
that have arisen in obtaining
right of way. Because several
property owners would be im-
pacted more by the roadway,
they wanted to donate the
road easements. At this point
the council agreed to continue
negotiation on the project.
The contract for blacktop-
ping in the 138th Avenue
Neighborhood Park was

awarded to Northern Aspahlt
for $1,530. The contract for
fencing that same park was
awarded to Arrow Fence Com-
pany for $4,055. Community
Development Block Grant
Funding is being used for the
development of this park.
June 25, 1985
The city attorney was auth-
orized to prepare a bond
resolution for 1985 improve-
ment projects in the amount of
$2,350,000.
Property in the Nordeen
Addition was accepted from
Anoka County to be used for
park purposes.
July 2,1985
The Andover City Council
authorized the expenditure of
$150 to join the Anoka County
Chamber of Commerce.
The lot split request of Jim
Perry was approved at 418 An-
dover Boulevard.
A mining permit for M. Ben-
son at 14817 Round Lake
Boulevard was approved by
the council subject to the fol-
lowing conditions: no dirt will
. be removed from the site
before 8 a.m. or between the
hours of 4 and 6 p.m. or after 8

Andover Election
For Park Bond Issue

Continued from page 9

spend in annual tax increases for improved park
services.
Andover citywide annual average $17.

Also discussed by the City Council was the possibility of the
Fire Department requesting a bond issue for approximately
$400,000-$500,000 for two more fire stations. This request may
be made in the near future. It was felt that each should stand on
its own and the decision be made by the taxpayers.
Based on current valuations, the annual tax increase for a
$300,000 bond issue spread over 10 years' will be $16.00 on a
$75,000 home up to $21.00 annually on a $100,000 home to
$60.00 on a $200,000 home.
Vote on October 29 n Same precincts as in 1984.

L

p.m.; any excavation complet-
ed in the front three acres will
be refilled with clean fill; and
subject to an annual review. .
The resolution providing for
the issuance and sale of
.$2,350,000 worth of General
Obligation Improvement
Bonds for 1985 improvements
was approved. '
The distribution of the re-
maining 1983 CDBG funds
were directed as follows:
$2,000 to the Alexandra House
and $2,554 for Home Rehabili-
tation for the City of Andover.
The engineer reviewed the
proposed Wicklund drainage
project. Council was concern-
ed . with how the lowering of
the culvert impacts the
neighbors across the road and
agreed to table the item until
those residents can be notifi-
ed of the proposal.
Council authorized an ex-
penditure of $500 to Archie
Kirchner and Mark's Plumbing
for extra work as a resu It of the
City's improvement project.
The Andover Council ap-
proved a resolution asking the
Anoka County Library Board to
consider placing a branch
library within Andover this pro-
ject year. .
The City Clerk was directed
to prepare a resolution where-
by the City of Andover would
join together with the County
of Anoka to engage a consult-
ing firm for on-going evalua-
tion of test results from the
landfill.
Council declared the ade-
quacy of the petition and
ordered a feasibility study for
the improvement of 164th
Lane.
The Fire Department was
authorized to -burn the "Old
Post Office" on the corner of
County Roads 18 and 20 as a

Andover Notes

If you have not already done
so, all grass or weeds on.resi-
dential lots must be cut if it is
more than 12" high. This ap-
plies to both occupied and
non-occupied lots. State law
and city ordinance allow the
city to do the mowing and
assess the costs back to you if
the work is not done by the
property owner after notice is
given. Complaints are being
received on an average of two
per day, so please hurry. and
get it done. .
AN DOVER FORMS
COMMUNITY DEVELOPMENT
COMMITTEE
The Andover Community
Development Committee held
their first meeting on July 30.
Members attending were:
Chairman Ted Lachinski
(Councilmember), Councilman
Mike Knight, AI Chapman, Ed
Fiori, Dennis Niemann, Jim
Perra, and Aderian Smith. Also
present were Councilman Jim
Elling, City Administrator/
Clerk Pat Lindquist, City En-
gineer Jim Schrantz, and Jean-
ette Niemann. Guest speaker
was Leonard Kne, Director of

drill.
A resolution was approved
requesting Anoka County to
study highway location alter-
natives in the vicinity of Crook-
ed Lake Boulevard, County
Road 18, and County Trunk
242.
The city engineer was
directed to prepare a resolu-
tion proposing a joint feasibil-
ity study for the area in the
southwestern part of Andover
and the northeastern part of
Anoka addressing all the water
problems known in that area.
The' following individuals
were appointed to the Com-
munity Development Commit-
tee: Jim Perra, Adrian Smith,
AI Chapman, Dennis Neimann,
Ed Fiori, "Dorinne Dillon, and
Kathy McAlpine.
The Mayor reported that he
met with representatives of
the county relative to obtain-
ing right of way for the Ward
Lake Drive/Hanson Boulevard
project. The county will con-
sider taking over the easement
acquisition, as .the City has
been unable to reach an agree-
ment with all property owners
at this time and is also con-
cerned ,with obtaining ease-
ment for the connecting link of
Hanson Boulevard north of Co.
Rd. 20 as well.
July 16, 1985
A lot split requested by
Thomas. Mellen on Prairie
Road was approved.
The feasibility report for
164th Lane was approved, and
a public hearing was ordered
for August 6.
A public hearing for the
water drainage project in the
Russell/Stack Addition and
surrounding areas was held.
The majority of residents pre-
sent opposed the project, gen-
erally feeling they would be

Economic Development for
the City of Coon Rapids.
. Mr. Kne gave a very informa-
tive presentation on the rules
and regulations controlling tax
increment financing, as well
as outlining the various ways
in which Coon Rapids has us-
ed the program to the benefit
of the City. He answered num-
erous questions from the com-
mittee relating to not only the
tax increment financing, but
other development sources as
well.
The committee will soon
begin work on a city brochure.
Future meetings will be held
on the last Thursday of each
month at the Andover City
Hall, 7:30 p.m.
LICENSE THOSE,BICYCLES
All bicycles should _ be
licensed. The City of Andover
has not actively invoked this
requirement; however, both
the cities of Anoka and Coon
Rapids have special officers
tagging and impounding un-
licensed bicycles -- this in-
cludes bicycles owned by An-
dover people. Licensing is a

paying lor something that
does not benefit them but
benefits only two or three in-
dividuals. After the public
testimony, the council contin-
ued the public hearing to
August 6 and directed the
engineers to obtain the infor-
mation necessary to do a com-
munity project. Residents
agreed to provide some labor;
and if all the necessary ease-
ments can be donated, the Ci-
ty and residents may be able
to alleviate the problem in that
area without. assessing the
residents. It was noted there
are some funds remaining in
the street improvement pro-
ject fund for that area that may
be used for this purpose,
The clerk was directed to
notify the county that the
screening around the UPA
plant as a part of their Special
Use Permit needs to be replac-
ed. The county removed those'
trees during the Hanson Boul-
evard project and has not yet
replaced them.
The work in Kadlec Addition
was accepted and final pay-
ment to the contractor author-
ized.
The Special Use Permit for
Minnesota Tire Recycling,
Inc., was amended to allow a
third shift for 30 days to add to
their supply of process materi-
als, contingent upon no com-
plaints from neighbors relative
to noise pollution.
The amended Rum River
Management Organ ization
Agreement was approved by
the council.
The $2,350,000 General Ob-
ligation Improvement Bond
was awarded to the First Bank
of St. Pau I at a net interest rate
of 8.4947 percent.

Continued on page 11
