<br />Andover City Council Activities
<br />
<br />The Andover Council adopt-
<br />ed an updated zoning map of
<br />the City.
<br />A resolution was also ap-
<br />proved supporting the petition
<br />presented by the Sierra Club,
<br />Minnesota Audubon Council,
<br />Clean Water Action Project,
<br />Minnesota Coact, and the Min-
<br />nesota Public Health Associa-
<br />tion. They opposed any
<br />changes in the State's Super-
<br />fund Bill.
<br />Council discussed the pro-
<br />posal to blacktop the north
<br />one-half mile of Ward Lake
<br />Drive. The City had agreed to
<br />obtain the right of way and the
<br />county agreed to do the road
<br />construction, noting it would
<br />ultimately become an exten-
<br />sion of Hanson Boulevard.
<br />Council noted the problems
<br />that have arisen in obtaining
<br />right of way. Because several
<br />property owners would be im-
<br />pacted more by the roadway,
<br />they wanted to donate the
<br />road easements. At this point
<br />the council agreed to continue
<br />negotiation on the project.
<br />The contract for blacktop-
<br />ping in the 138th Avenue
<br />Neighborhood Park was
<br />
<br />awarded to Northern Aspahlt
<br />for $1,530. The contract for
<br />fencing that same park was
<br />awarded to Arrow Fence Com-
<br />pany for $4,055. Community
<br />Development Block Grant
<br />Funding is being used for the
<br />development of this park.
<br />June 25, 1985
<br />The city attorney was auth-
<br />orized to prepare a bond
<br />resolution for 1985 improve-
<br />ment projects in the amount of
<br />$2,350,000.
<br />Property in the Nordeen
<br />Addition was accepted from
<br />Anoka County to be used for
<br />park purposes.
<br />July 2,1985
<br />The Andover City Council
<br />authorized the expenditure of
<br />$150 to join the Anoka County
<br />Chamber of Commerce.
<br />The lot split request of Jim
<br />Perry was approved at 418 An-
<br />dover Boulevard.
<br />A mining permit for M. Ben-
<br />son at 14817 Round Lake
<br />Boulevard was approved by
<br />the council subject to the fol-
<br />lowing conditions: no dirt will
<br />. be removed from the site
<br />before 8 a.m. or between the
<br />hours of 4 and 6 p.m. or after 8

<br />Also discussed by the City Council was the possibility of the
<br />Fire Department requesting a bond issue for approximately
<br />$400,000-$500,000 for two more fire stations. This request may
<br />be made in the near future. It was felt that each should stand on
<br />its own and the decision be made by the taxpayers.
<br />Based on current valuations, the annual tax increase for a
<br />$300,000 bond issue spread over 10 years' will be $16.00 on a
<br />$75,000 home up to $21.00 annually on a $100,000 home to
<br />$60.00 on a $200,000 home.

<br />The distribution of the re-
<br />maining 1983 CDBG funds
<br />were directed as follows:
<br />$2,000 to the Alexandra House
<br />and $2,554 for Home Rehabili-
<br />tation for the City of Andover.
<br />The engineer reviewed the
<br />proposed Wicklund drainage
<br />project. Council was concern-
<br />ed . with how the lowering of
<br />the culvert impacts the
<br />neighbors across the road and
<br />agreed to table the item until
<br />those residents can be notifi-
<br />ed of the proposal.
<br />Council authorized an ex-
<br />penditure of $500 to Archie
<br />Kirchner and Mark's Plumbing
<br />for extra work as a resu It of the
<br />City's improvement project.
<br />The Andover Council ap-
<br />proved a resolution asking the
<br />Anoka County Library Board to
<br />consider placing a branch
<br />library within Andover this pro-
<br />ject year. .
<br />The City Clerk was directed
<br />to prepare a resolution where-
<br />by the City of Andover would
<br />join together with the County
<br />of Anoka to engage a consult-
<br />ing firm for on-going evalua-
<br />tion of test results from the
<br />landfill.
<br />Council declared the ade-
<br />quacy of the petition and
<br />ordered a feasibility study for
<br />the improvement of 164th
<br />Lane.
<br />The Fire Department was
<br />authorized to -burn the "Old
<br />Post Office" on the corner of
<br />County Roads 18 and 20 as a
<br />

<br />If you have not already done
<br />so, all grass or weeds on.resi-
<br />dential lots must be cut if it is
<br />more than 12" high. This ap-
<br />plies to both occupied and
<br />non-occupied lots. State law
<br />and city ordinance allow the
<br />city to do the mowing and
<br />assess the costs back to you if
<br />the work is not done by the
<br />property owner after notice is
<br />given. Complaints are being
<br />received on an average of two
<br />per day, so please hurry. and
<br />get it done. .

<br />COMMITTEE
<br />The Andover Community
<br />Development Committee held
<br />their first meeting on July 30.
<br />Members attending were:
<br />Chairman Ted Lachinski
<br />(Councilmember), Councilman
<br />Mike Knight, AI Chapman, Ed
<br />Fiori, Dennis Niemann, Jim
<br />Perra, and Aderian Smith. Also
<br />present were Councilman Jim
<br />Elling, City Administrator/
<br />Clerk Pat Lindquist, City En-
<br />gineer Jim Schrantz, and Jean-
<br />ette Niemann. Guest speaker
<br />was Leonard Kne, Director of
<br />
<br />drill.
<br />A resolution was approved
<br />requesting Anoka County to
<br />study highway location alter-
<br />natives in the vicinity of Crook-
<br />ed Lake Boulevard, County
<br />Road 18, and County Trunk
<br />242.
<br />The city engineer was
<br />directed to prepare a resolu-
<br />tion proposing a joint feasibil-
<br />ity study for the area in the
<br />southwestern part of Andover
<br />and the northeastern part of
<br />Anoka addressing all the water
<br />problems known in that area.
<br />The' following individuals
<br />were appointed to the Com-
<br />munity Development Commit-
<br />tee: Jim Perra, Adrian Smith,
<br />AI Chapman, Dennis Neimann,
<br />Ed Fiori, "Dorinne Dillon, and
<br />Kathy McAlpine.
<br />The Mayor reported that he
<br />met with representatives of
<br />the county relative to obtain-
<br />ing right of way for the Ward
<br />Lake Drive/Hanson Boulevard
<br />project. The county will con-
<br />sider taking over the easement
<br />acquisition, as .the City has
<br />been unable to reach an agree-
<br />ment with all property owners
<br />at this time and is also con-
<br />cerned ,with obtaining ease-
<br />ment for the connecting link of
<br />Hanson Boulevard north of Co.
<br />Rd. 20 as well.

<br />A lot split requested by
<br />Thomas. Mellen on Prairie
<br />Road was approved.
<br />The feasibility report for
<br />164th Lane was approved, and
<br />a public hearing was ordered
<br />for August 6.
<br />A public hearing for the
<br />water drainage project in the
<br />Russell/Stack Addition and
<br />surrounding areas was held.
<br />The majority of residents pre-
<br />sent opposed the project, gen-
<br />erally feeling they would be
<br />
<br />Economic Development for
<br />the City of Coon Rapids.
<br />. Mr. Kne gave a very informa-
<br />tive presentation on the rules
<br />and regulations controlling tax
<br />increment financing, as well
<br />as outlining the various ways
<br />in which Coon Rapids has us-
<br />ed the program to the benefit
<br />of the City. He answered num-
<br />erous questions from the com-
<br />mittee relating to not only the
<br />tax increment financing, but
<br />other development sources as
<br />well.
<br />The committee will soon
<br />begin work on a city brochure.
<br />Future meetings will be held
<br />on the last Thursday of each
<br />month at the Andover City
<br />Hall, 7:30 p.m.
<br />LICENSE THOSE,BICYCLES
<br />All bicycles should _ be
<br />licensed. The City of Andover
<br />has not actively invoked this
<br />requirement; however, both
<br />the cities of Anoka and Coon
<br />Rapids have special officers
<br />tagging and impounding un-
<br />licensed bicycles -- this in-
<br />cludes bicycles owned by An-
<br />dover people. Licensing is a
<br />
<br />paying lor something that
<br />does not benefit them but
<br />benefits only two or three in-
<br />dividuals. After the public
<br />testimony, the council contin-
<br />ued the public hearing to
<br />August 6 and directed the
<br />engineers to obtain the infor-
<br />mation necessary to do a com-
<br />munity project. Residents
<br />agreed to provide some labor;
<br />and if all the necessary ease-
<br />ments can be donated, the Ci-
<br />ty and residents may be able
<br />to alleviate the problem in that
<br />area without. assessing the
<br />residents. It was noted there
<br />are some funds remaining in
<br />the street improvement pro-
<br />ject fund for that area that may
<br />be used for this purpose,
<br />The clerk was directed to
<br />notify the county that the
<br />screening around the UPA
<br />plant as a part of their Special
<br />Use Permit needs to be replac-
<br />ed. The county removed those'
<br />trees during the Hanson Boul-
<br />evard project and has not yet
<br />replaced them.
<br />The work in Kadlec Addition
<br />was accepted and final pay-
<br />ment to the contractor author-
<br />ized.
<br />The Special Use Permit for
<br />Minnesota Tire Recycling,
<br />Inc., was amended to allow a
<br />third shift for 30 days to add to
<br />their supply of process materi-
<br />als, contingent upon no com-
<br />plaints from neighbors relative
<br />to noise pollution.
<br />The amended Rum River
<br />Management Organ ization
<br />Agreement was approved by
<br />the council.
<br />The $2,350,000 General Ob-
<br />ligation Improvement Bond
<br />was awarded to the First Bank
<br />of St. Pau I at a net interest rate
<br />of 8.4947 percent.
