The Andover Lions were really testing your abil- ities with their games, Also, the large swing provid- ed by the Lions kept the tots moving. The Andover Athletic Association kept real busy with the youth girls softball tournament and registration for volleyball. There is still time to register for volleyball. State licenses may be pur- chased at the Anoka County Courthouse. IT'S PARTY TIME!!!! Spring, summer and fall have become "party season" in Andover. With the very str- ingent drunk driving laws, more and more neighborhood parties are becoming a "way- of-life". A permit is required by the City of Andover for anyone hosting a party with more than 50 guests and continuing after dark. This permit does not, however, relieve responsibility of the host for being in com- pliance with City Ordinance and State Laws. The most common com- plaint received with the neigh- borhood parties is that of loud noise, either from a live band or from a stereo. The Andover police policy is to respond if a complaint is received -- arid the person registering the complaint identifies himself. If they determine there is a legit- imate complaint, they will go to the location of the com- plaint and advise the host that a.complaint has been received and make a recommendation for compliance, i.e., turn down speakers. If complaints con- tinue to be received after a reasonable length of time, the officers will again retur~ to the party location and request that I' I I the party cease. If, of course, the host refuses to comply with the first request of the of- ficers, the party is stopped im- mediately. You can usually prevent a complaint by reducing the volume of your stereo speak- ers by 10 p.m. The City does have a noise ordinance which controls sounds carried beyond a property line be- tween the hours of 10 p.m. and 7 a.m. 1986 ANDOVER BUDGET Work is well underway for the City 1986 General Fund Budget. The final budget will be adopted at the October 1 regular meeting. State aids are up approximately 6% for 1986, which will go to off-set the nor- mal operating cost increases. If there is an area, i.e., street, police, fire, for which you would be willing to spend a lit- tle additional in tax monies, please let your councilman know. Andover officials have taken great pride in being able to maintain a mill rate,in An- dover substantially lower than most neighboring communi- ties; however, there is always the thought that they may be "too" conservative -- and maybe the residents would be willing to spend more in specific functions. Let the Mayor and Council know your feelings. Once the budget is adopted, it has to hold through allof1986. Continued from page 10 Andover City Council Activities July 18, 1985 Because the company with the lowest quote for a utility van could not meet its quote, the council authorized the Public Works Department to go out for additional quotes for a 1986 three-quarter ton uti I ity van. The Andover Council held a joint meeting with the Park and Recreation Commission to discuss the results of the survey taken and on park development. In general the survey showed that residents are generally satisfied with the parks in the summer, that more neighborhood park facili- ties are used, as well as winter activity use. The park board had outlined park develop- ment over.a three year period which included funding from the general fund plus a $300,000 bond, which would require approval by the resi- dents. Council debated pros and cons of having a special election for a bond referen- dum, and also discussed in- creasing general fund monies for park development instead. At this point the council felt the distribution of funding for park development as proposed by the park board did not coin- cide with the results of the survey. Park board members agreed to redo the park development plan. It' was also agreed to discuss the plan and possible bond referendum on August 8. 'Iadies helped out with the chicken and corn feed. Grand- mas' hands are always need- ed. Local crafters had some beautiful handmade items. Hope you had a chance to pur- chase some of those items. Paul Gengler did an ex- cellent job with the horse show. The horse lovers in the area were a pleasure to watch. Well, what did you think of the propane demonstration? It may have been exciting to you, but it's a fire fighter's night- mare if a propane leak or fire occurs. Training is essential for fire fighters in hazard materials. We would like to thank North Central Gas for their donation of the product. , We were saving the best for last, the "Whitewater" band. They were spectacular. We recommend them to anyone. We already reserved them for next year! They played all "flavors" of music. Great band! Again - thank you Andover and guests. Your support of the Fire Department and other Andover organizations is super - we all say thank you. Many merchants throughout the county who donated items - our patronage goes to you.
