Because <br />of your support in attending <br />the Andover Fun Days, our <br />success is due to you. Fire and <br />rescue personnel worked <br />many, many hours preparing <br />for this event It was all worth <br />it There were many happy <br />faces on the children in the <br />candy scramble and gunny- <br />sack races. We definitely have <br />some great pitching arms for <br />ball playing according to the <br />dunk tank, Many 'dunks' <br /> <br />I <br />I <br />I <br />II <br />I <br /> <br />Andover Notes <br /> <br />occurred! The Andover Lions <br />were really testing your abil- <br />ities with their games, <br />Also, the large swing provid- <br />ed by the Lions kept the tots <br />moving. The Andover Athletic <br />Association kept real busy <br />with the youth girls softball <br />tournament and registration <br />for volleyball. There is still <br />time to register for volleyball. <br />Andover Alanon set up an <br />informational booth and sold <br />balloons. The senior citizens <br /> <br />Continued from page 10 <br /> <br />definite aid to recovery of <br />stolen bicycles. <br />State licenses may be pur- <br />chased at the Anoka County <br />Courthouse. <br />IT'S PARTY TIME!!!! <br />Spring, summer and fall <br />have become "party season" <br />in Andover. With the very str- <br />ingent drunk driving laws, <br />more and more neighborhood <br />parties are becoming a "way- <br />of-life". <br />A permit is required by the <br />City of Andover for anyone <br />hosting a party with more than <br />50 guests and continuing after <br />dark. This permit does not, <br />however, relieve responsibility <br />of the host for being in com- <br />pliance with City Ordinance <br />and State Laws. <br />The most common com- <br />plaint received with the neigh- <br />borhood parties is that of loud <br />noise, either from a live band <br />or from a stereo. The Andover <br />police policy is to respond if a <br />complaint is received -- arid <br />the person registering the <br />complaint identifies himself. If <br />they determine there is a legit- <br />imate complaint, they will go <br />to the location of the com- <br />plaint and advise the host that <br />a.complaint has been received <br />and make a recommendation <br />for compliance, i.e., turn down <br />speakers. If complaints con- <br />tinue to be received after a <br />reasonable length of time, the <br />officers will again retur~ to the <br />party location and request that <br /> <br />I' <br /> <br />I <br /> <br />I <br /> <br />the party cease. If, of course, <br />the host refuses to comply <br />with the first request of the of- <br />ficers, the party is stopped im- <br />mediately. <br />You can usually prevent a <br />complaint by reducing the <br />volume of your stereo speak- <br />ers by 10 p.m. The City does <br />have a noise ordinance which <br />controls sounds carried <br />beyond a property line be- <br />tween the hours of 10 p.m. and <br />7 a.m. <br />1986 ANDOVER BUDGET <br />Work is well underway for <br />the City 1986 General Fund <br />Budget. The final budget will <br />be adopted at the October 1 <br />regular meeting. State aids are <br />up approximately 6% for 1986, <br />which will go to off-set the nor- <br />mal operating cost increases. <br />If there is an area, i.e., street, <br />police, fire, for which you <br />would be willing to spend a lit- <br />tle additional in tax monies, <br />please let your councilman <br />know. Andover officials have <br />taken great pride in being able <br />to maintain a mill rate,in An- <br />dover substantially lower than <br />most neighboring communi- <br />ties; however, there is always <br />the thought that they may be <br />"too" conservative -- and <br />maybe the residents would be <br />willing to spend more in <br />specific functions. Let the <br />Mayor and Council know your <br />feelings. Once the budget is <br />adopted, it has to hold through <br />allof1986. <br /> <br />Continued from page 10 <br /> <br />Andover City Council Activities <br /> <br />July 18, 1985 <br />Because the company with <br />the lowest quote for a utility <br />van could not meet its quote, <br />the council authorized the <br />Public Works Department to <br />go out for additional quotes <br />for a 1986 three-quarter ton <br />uti I ity van. <br />The Andover Council held a <br />joint meeting with the Park <br />and Recreation Commission <br />to discuss the results of the <br />survey taken and on park <br />development. In general the <br />survey showed that residents <br />are generally satisfied with the <br />parks in the summer, that <br />more neighborhood park facili- <br />ties are used, as well as winter <br />activity use. The park board <br />had outlined park develop- <br /> <br />ment over.a three year period <br />which included funding from <br />the general fund plus a <br />$300,000 bond, which would <br />require approval by the resi- <br />dents. Council debated pros <br />and cons of having a special <br />election for a bond referen- <br />dum, and also discussed in- <br />creasing general fund monies <br />for park development instead. <br />At this point the council felt <br />the distribution of funding for <br />park development as proposed <br />by the park board did not coin- <br />cide with the results of the <br />survey. <br />Park board members agreed <br />to redo the park development <br />plan. It' was also agreed to <br />discuss the plan and possible <br />bond referendum on August 8. <br /> <br />'Iadies helped out with the <br />chicken and corn feed. Grand- <br />mas' hands are always need- <br />ed. <br />Local crafters had some <br />beautiful handmade items. <br />Hope you had a chance to pur- <br />chase some of those items. <br />Paul Gengler did an ex- <br />cellent job with the horse <br />show. The horse lovers in the <br />area were a pleasure to watch. <br />Well, what did you think of <br />the propane demonstration? It <br /> <br />may have been exciting to you, <br />but it's a fire fighter's night- <br />mare if a propane leak or fire <br />occurs. Training is essential <br />for fire fighters in hazard <br />materials. We would like to <br />thank North Central Gas for <br />their donation of the product. <br />, We were saving the best for <br />last, the "Whitewater" band. <br />They were spectacular. We <br />recommend them to anyone. <br />We already reserved them for <br />next year! They played all <br /> <br />"flavors" of music. Great <br />band! <br />Again - thank you Andover <br />and guests.
