Under this state <br />sponsored program, local <br />communities are encouraged <br />to get involved in economic <br />development by developing a <br />professional capacity to res- <br />pond to potential investments <br />by business and industry in <br />the community. In order;to be- <br />come a Star City, a community' <br />must complete the following <br />requirements: <br /> <br />~, <br /> <br />OWl <br />The major role that the use <br />and misuse of alcohol plays in <br />severe to fatal highway crash- <br />es has been extensively docu- <br />mentedin the United States <br />since 1904. Alcohol in' drivers <br />and/or pedestrians is a factor <br />in approximately half of the na- <br />tion's highway fatalities - the <br />most important single human <br />factor identified to date in our <br />highway crash problem. <br />Minnesota has tough DWI <br />laws and all persons convicted <br /> <br />1. Establish an organization' <br />responsible for the com- <br />mun(ty's economic devel- <br />opment program. <br />2. Assess the community in <br />a profile. <br />3. Draft a five-year plan and <br />strategy for economic de- <br />velopment. <br />4. Complete a one-year work <br />program and define a <br />strategy which relates to <br />the five-year economic de- <br />velopment plan. <br />5. Produce a slide presenta- <br /> <br />tion to promote the com- <br />munity. <br />6. Complete a labor survey in <br />the community. <br />7. Prepare a five-year capital <br />improvement plan. <br />8. Publish a marketing fact <br />brochure for potential de- <br />velopers and industry. <br />9. Conduct an annual survey <br />of community industries <br />to determine their expan- <br />sion or relocation plans <br />and their legislative con- <br />cerns. <br /> <br />10. Successfully market the <br />City to an industrial client <br />by forming a marketing <br />team. ' <br />Once the City has complet- <br />ed all of these requirements, it <br />may be designated a Star City <br />by the Minnesota Department <br />of Energy and Economic De- <br />velopment. The City is-in the <br />process of completing the <br />final requirements, including <br />production of a slide tape <br />presentation, publication of a <br />Community Fact Booklet, and <br /> <br />The Anoka Police Report <br /> <br />of DWI spend some time in <br />jail, pay heavy fines, and have <br />t,heir licenses revoked. <br />Anoka police officers may <br />lawfully arrest a person for <br />violation of the DWI law upon <br />probable cause, without re- <br />gard to whether the violation <br />,was committed in the officer's <br />presence. <br />Under the statute - evidence <br />that there was at the time an <br />alcohol concentration of 0.05 <br />or less is ample evidence that <br />the person was not 'under the <br /> <br />Business Development. <br />Survey <br /> <br />The Anoka Economic Development Commission is ex- <br />ploring ways to promote development of new business <br />within the City of Anoka. As part of this effort, the Commis- <br />sion 'is conducting a survey,to identify the number of per- <br />. sons considering starting a business and the number of per- <br />sons already operating home businesses which could beex- <br />panded into commercial areas. If either of these situations <br />describe your business interest, and if you would like to <br />establish your business in Anoka, you can help the Commis- <br />sion by completing the following survey form. <br />By completing the following survey, you will assist the <br />Anoka Economic Development Commission in finding ways <br />to promote new business development within the communi- <br />ty. They all <br />take a dim view of those who <br />risk the lives of others and <br />themselves by drinking and <br />driving. <br />Remember, if you drink, <br />don't drive, and if you drive, <br />don't drink. Help us reduce ac- <br />cidents and deaths and make <br />our community a safer place <br />to live and work. <br /> <br />MONITORING BICYCLE <br />ENFORCEMENT <br />Our intensified bicycle en- <br />forcement program began <br />after the publication of the last <br />issue of this newsletter. In the <br />first week, over 70 persons, <br />both juveniles and adults, <br />were tagged and now must at- <br />, tend a bicycle safety seminar. <br />(A parent must accompany a <br />juvenile to the seminaL) <br />Several bicycles were im- <br />pounded for not being licens- <br />ed but were later released <br />after _ the violator presented <br />evidence t'hat a 'license had <br />been purchased. <br />Police and Community Ser- <br />vice officers have been work- <br />ing both in and out of uniform <br />to apprehend violators and it <br />appears their efforts are w,ork- <br />ing. We are already into the <br />third week of this program and <br /> <br />passing the final marketing <br />test. <br />The task of completing <br />these requirements was <br />assigned to the Anoka Eco- <br />nomic Development Commis- <br />sion by the City Council. The <br />Commission expects to com- <br />plete its work and obtain Star <br />City status for the City by this <br />September. Robert Kirchner, <br />Community Development <br />Director, has been design"ated <br />as the Star City Coordinator <br />for the City of Anoka. <br /> <br />bicycle infractions appear to <br />have fallen off or have become <br />less serious. Licenses can be <br />purchased at the Anoka Coun- <br />ty Courthouse. <br />We have noticed that a num- <br />ber of our bicycle violators <br />come from the Cities of An- <br />dover, Ramsey, Champlin, and <br />even Brooklyn Park. Under our <br />ordinance, whether violators <br />live in the City of Anoka or not, <br />they must comply with the bi- <br />cycle license law and must <br />obey all laws and regulations <br />pertaining to. bicycle opera- <br />tions. <br />CRIME PREVENTION TIPS <br />Personal Protection: <br />At night, try to stay on well- <br />lighted streets, Avoid door <br />ways, shrubbery, dark sha-' <br />dows near buildings, and other <br />potential hiding places. If <br /> <br />Continued on page 11 <br /> <br />Public Safety Open House a Success <br /> <br /> <br />On Sunday, May 12, 1985, <br />from 1 p.m. until 5 p.m., the <br />Anoka Police and Fire Depart- <br />ments held a Public Safety <br />Open House and Display Day <br />at Anoka City Hall. The event <br />was held to correspond to the <br />first day of National Police <br />Week, which ran from May 12, <br />'1985, until May 18, 1985. Dur- <br />ing that week is National <br />Police Officer Memorial Day, <br />May 15, which President Ken- <br />nedy set aside to commemor- <br />ate all those peace officers <br />who died in the line of duty. <br />Another reason for the open <br />house, was to invite the public <br />to view the remodeled police <br />offices. <br />Although the rain dampened <br />the event, it did not dampen <br /> <br />~------------------------------- <br />-.! <br /> <br />'- <br /> <br />-----'--""" .... <br /> <br />the spirits of the attendees. and he thanked everyone who <br />Hundreds of Anoka residents took the time to attend. <br />turned out to see public safety <br />displays,' police dog demon- <br />strations, and the police of- <br />fices.
