Anoka Pursues Star City Designation

The City of Anoka is pursu-
ing designation as a Minne-
sota Star City for economic
development. Under this state
sponsored program, local
communities are encouraged
to get involved in economic
development by developing a
professional capacity to res-
pond to potential investments
by business and industry in
the community. In order;to be-
come a Star City, a community'
must complete the following
requirements:
The major role that the use
and misuse of alcohol plays in
severe to fatal highway crash-
es has been extensively docu-
mentedin the United States
since 1904. Alcohol in' drivers
and/or pedestrians is a factor
in approximately half of the na-
tion's highway fatalities - the
most important single human
factor identified to date in our
highway crash problem.
opment program.
2. Assess the community in
a profile.
3. Draft a five-year plan and
strategy for economic de-
velopment.
4. Complete a one-year work
program and define a
strategy which relates to
the five-year economic de-
velopment plan.
5. Produce a slide presenta-

tion to promote the com-
munity.
6. Complete a labor survey in
the community.
7. Prepare a five-year capital
improvement plan.
8. Publish a marketing fact
brochure for potential de-
velopers and industry.
9. Conduct an annual survey
and their legislative con-
cerns.
10. Successfully market the
City to an industrial client
by forming a marketing
team. '
Once the City has complet-
ed all of these requirements, it
may be designated a Star City
by the Minnesota Department
of Energy and Economic De-
velopment. The City is-in the
process of completing the
final requirements, including
presence.
Survey

The Anoka Economic Development Commission is ex-
ploring ways to promote development of new business
within the City of Anoka. As part of this effort, the Commis-
sion 'is conducting a survey,to identify the number of per-
. sons considering starting a business and the number of per-
sons already operating home businesses which could beex-
panded into commercial areas. If either of these situations
describe your business interest, and if you would like to
establish your business in Anoka, you can help the Commis-
sion by completing the following survey form.
By completing the following survey, you will assist the
Anoka Economic Development Commission in finding ways
to promote new business development within the communi-
ty. Please complete and mail the survey form to Robert Kir-
chner, Community Development Director, City of Anoka,
2015 First Avenue, Anoka, Minnesota 55303. If you have any
questions about the survey, or would like to discuss your
Anoka Police Officers, as
and other officers from sur-
rounding jurisdictions, all en-
force the DWI laws. They all
take a dim view of those who
risk the lives of others and
themselves by drinking and
driving.
Remember, if you drink,
don't drive, and if you drive,
don't drink. Help us reduce ac-
cidents and deaths and make
our community a safer place
to live and work.

MONITORING BICYCLE
ENFORCEMENT
Our intensified bicycle en-
forcement program began
after the publication of the last
issue of this newsletter. In the
first week, over 70 persons,
both juveniles and adults,
were tagged and now must at-
, tend a bicycle safety seminar.
(A parent must accompany a
juvenile to the seminaL)
Several bicycles were im-
pounded for not being licens-
ed but were later released
after _ the violator presented
evidence t'hat a 'license had
been purchased.
Police and Community Ser-
vice officers have been work-
ing both in and out of uniform
to apprehend violators and it
appears their efforts are w,ork-
ing. We are already into the
third week of this program and

passing the final marketing
test.
The task of completing
these requirements was
assigned to the Anoka Eco-
nomic Development Commis-
sion by the City Council. The
Commission expects to com-
plete its work and obtain Star
City status for the City by this
September. Robert Kirchner,
Community Development
Director, has been design"ated
as the Star City Coordinator
for the City of Anoka.

bicycle infractions appear to
have fallen off or have become
less serious. Licenses can be
purchased at the Anoka Coun-
ty Courthouse.
We have noticed that a num-
ber of our bicycle violators
come from the Cities of An-
dover, Ramsey, Champlin, and
even Brooklyn Park. Under our
ordinance, whether violators
live in the City of Anoka or not,
they must comply with the bi-
cycle license law and must
obey all laws and regulations
pertaining to. bicycle opera-
tions.
CRIME PREVENTION TIPS
Personal Protection:
At night, try to stay on well-
lighted streets, Avoid door
Public Safety Open House a Success

On Sunday, May 12, 1985,
from 1 p.m. until 5 p.m., the
Anoka Police and Fire Depart-
ments held a Public Safety
Open House and Display Day
at Anoka City Hall. The event
was held to correspond to the
first day of National Police
Week, which ran from May 12,
'1985, until May 18, 1985. Dur-
ing that week is National
Police Officer Memorial Day,
May 15, which President Ken-
nedy set aside to commemor-
ate all those peace officers
who died in the line of duty.
Another reason for the open
house, was to invite the public
to view the remodeled police
offices.
Although the rain dampened
the event, it did not dampen
Hundreds of Anoka residents took the time to attend.
turned out to see public safety
displays,' police dog demon-
strations, and the police of-
fices. The Anoka-Champlin
Fire Department also had
equipment set up in the city
hall parking lot and conducted
demonstrations for all those
present. Perhaps more impor-
tantly, the community had a
chance to meet and talk to'
police and fire department per-
sonnel.
Police Chief Revering hopes
that the open house and dis-
play day can become an an-
nual event in the community
