<br />Development Commission
<br />
<br />This is the second in a
<br />series of articles on the Ram-
<br />sey Economic Development
<br />Commission (EDC).
<br />The Ramsey EDC was creat-
<br />ed in 1982 to assist and pro-
<br />mote the growth and expan-
<br />sion of existing and new busi-
<br />ness and industrial concerns,
<br />including small businesses in
<br />Ramsey.
<br />Most recently, the Ramsey
<br />EDC has been working on
<br />several major projects. The
<br />first is a City brochure which
<br />will be used as a tool for pro-
<br />spective businesses to ac-
<br />quaint them with the City of
<br />Ramsey. The brochure will in-
<br />clude general information on
<br />comm unity services, i n-
<br />dustries and industrial sites,
<br />finance, transportation, educa-
<br />tion, and parks and recreation.
<br />The brochure is scheduled to
<br />be completed sometime in Ju-
<br />ly. '
<br />
<br />Another item the EDC has
<br />been working on is the crea-
<br />tion of the Ramsey Economic
<br />Development Company. This
<br />is a non-profit development
<br />company whose primary pur-
<br />pose is to act as a liaison be-
<br />tween the City and the private
<br />sector as a source of informa-
<br />tion and assistance in meeting
<br />development needs.
<br />The Company will be funded
<br />through the sale of stock. Any
<br />business or resident may pur-
<br />chase stock in the company.
<br />Stock shares will be sold for
<br />$25 per share, and those pur-
<br />chasing shares will become
<br />voting members of the com-
<br />pany at the annual stockhold-
<br />ers' meeting.
<br />The Ramsey EDC has also
<br />become involved in the newly
<br />formed Anoka County Eco-
<br />nomic Development Partner-
<br />ship (ACEDP). This is a group

<br />Commission Meeting News
<br />
<br />The Planning and Zoning
<br />Commission met on May 7
<br />and:
<br />- Recommended sketch
<br />plan approval of Alpaca Es-
<br />tates Third Addition, Christian
<br />Commercial Park, and replat-
<br />ting of Sorteberg's Second
<br />and Third Additions.
<br />The Planning and Zoning
<br />Commission met on June 4
<br />and:
<br />-Recommended prelimin-
<br />ary plat for Alpaca Estates
<br />Third Addition.
<br />-Recommended that
<br />Council approve Northfork,
<br />Inco's West Oaks P.U.D.
<br />-Denied a request to replat
<br />Meadow Brook Estates into 1
<br />acre lots.
<br />-Recommended that
<br />Council not require a public
<br />hearing and grant a grading
<br />and excavating permit to Mr.
<br />Art Raudio for River's Bend
<br />West.
<br />-Recommended that
<br />Council approve the proposed
<br />Tax Increment Financing Plan.
<br />The Charter Commission
<br />met on April 25 and:
<br />-Discussed concern re-
<br />garding the charter imposing
<br />certain time frame require-
<br />ments on public improvement
<br />
<br />projects that are 100% assess-
<br />ed. The Commission moved to
<br />request that developer's sub-
<br />mit their recommended langu-
<br />age for amending the charter
<br />with respect to 100% peti-
<br />tioned for and assessed pro-
<br />jects.
<br />The Charter Commission
<br />met on May 30 and:
<br />-Discussed concerns re-
<br />garding the charter requiring
<br />the reading of all resolutions
<br />prior to adoption, unless dis-
<br />pensed with by a unanimous
<br />concensus of Council, and the
<br />reading of all ordinances prior
<br />to adoption, unless waived by
<br />a majority vote of the Council.
<br />A motion was passed to rec-
<br />ommend that City Council
<br />adopt an amendment to the
<br />charter that would eliminate
<br />the required reading of ordin-
<br />ances and resolutions.
<br />The Economic Development
<br />Commission met on May 8
<br />and:
<br />-Noted that Represen-
<br />tative Hartinger and Senator
<br />Dahl are studying Ramsey's
<br />proposed changes to referen-
<br />dum in bonding issues and re-
<br />quested that the County and
<br />School District support
<br />Ramsey's proposed change in
<br />
<br />legislation to bring about truth
<br />in referendum.
<br />-Directed certain members
<br />to attend the May 21 Planning
<br />and Zoning Work Session to
<br />discuss concerns in commer-
<br />cial/industrial zoning.
<br />-Recommended that the
<br />Council reduce the tax base
<br />valuation on the Kovar build-
<br />ing.
<br />
<br />-Commissioner Cox re-
<br />signed from the Economic
<br />Development Commission.
<br />The Airport Commission
<br />met "on April 17 and:
<br />-Noted Council's denial of
<br />a moratorium being placed on
<br />areas potentially affected if
<br />airport upgrading becomes a
<br />reality.
<br />- Directed that city officials
<br />
<br />from Anoka, Champlin and Elk
<br />River be invited to the joint Air-
<br />port/Council/Economic Devel-
<br />opment/Planning and Zoning
<br />meeting on May 15.
<br />The Airport Commission
<br />met on May 15 and:

<br />have fun and while you may
<br />not like your neighbor's
<br />choice of music or friends,
<br />keep in mind that yOU" may
<br />have a graduation party one
<br />day, or a wedding reception or
<br />great grandma Bertha's birth-
<br />day with a polka band and your
<br />neighbor(s) may detest oom-
<br />pa-pah! However, if things do
<br />
<br />get UNREASONABLE, call and
<br />be willing to come forward.
<br />We'll try to calm it down to ac-
<br />ceptable levels.
<br />And lastly, to vent my
<br />spleen, to those of you who
<br />cater to the kids and think it
<br />cutesy to provide beer, liquor
<br />and whatever for them for your
<br />vicarious (or maybe direct)
<br />thrills .and let them leave to
<br />have grinding car accidents,
<br />walk in front of cars, get sick,
<br />stagger around in the woods
<br />.. .DON'T!
