~

- ....or-

that 20 year time frame: With
respect to land acquisition,
Gateway would require ap-
proximately 230 acres in fee
simple acquisition. Land ac-
quisition is eligible for 90%
Federal funding and the re-
maining 10% would be the Ci-
ty's share. It should be noted
that Federal funding for airport
development comes from a
Federal airport improvement
fund and those funds are ac-
cumulated through airport

. ,

Gateway North
~ort

Continued from page 1

I I

is a problem faced by privately
owned airports nationwide as
development encroaches their
airport area. Another basis for
the request was that airport
activity at Gateway has steadi-
ly decreased because of the
dirt runway. City Council then
established an Airport Com-
mission to consider the pros
and cons of upgrading the air-
port to where it would be
municipally owned and qualify
for State and Federal funding.
The Airport Commission at-
tempted to consider all as-
pects of airport development,
but the expertise was not
there to address, in detail,
development costs, forecast-
ed usage, economic/socio im-
pacts, zoning, land acquistion,
etc. The Commission ap-
proached the Minnesota De-
partment of Transportation,
Aeronautics Division for
answers and their recommen-
dation was that the City pro-
ceed with an Airport Master
Plan. The Airport Master Plan
addresses all aspects of air-
port development in detail.
The plan would also be a re-
quirement to be fulfilled if the
City's decision was to proceed
with a municipally owned
facility seeking State and
Federal funding.
In January of 1984 the Air-
port Commission requested
Council authorization to pro-
ceed with an Airport Master
Plan at a cost of $40,000 -
$32,000 of which would be
funded by the State and the re-
maining $8,000 would be the
City's responsibility. Council
approved the request in Febru-
ary and entered into a contract
with the State and consulting
engineers for an Airport
Master Plan.
Since that time, the Airport
Commission has conducted 4
public informational meet-
ings, surveyed area pilots and
businesses regarding airport
useage and needs, hosted an
open house at the Gateway
North facility and toured air-
port facilities in the Metro
area. The consulting en-
gineers have reached the final
draft stage of the Airport
Master Plan.
The purpose of the Airport
Master Plan is to study the
feasibility of privately owned
Gateway' North becoming a
municipal facility. It has been
determined that it is techni-
cally feasible to upgrade Gate-
way North to where it would
qualify for State and Federal
fu'nding, and on August 21,
1985, the City will be conduct-
ing a public hearing on that
plan.
The Airport Master Plan ad-
dresses a 20 year, 3 phase
development of a minimum
facility with a 3300'x60' paved
runway that would serve
single and light twin engine
aircraft weighing 12,500
pounds and under. It is antici-
pated that with the necessary
improvements, Gateway's
forecasted growth would be 50
based aircraft and 36,000 an-
nual operations at the end of

~

II

f.,

J
I
~ 1
,

.~

~

I

,

I
t
I'

~/

t

- ----

!~i II
~i""-I
('1
.ill

s. i
61~J
~I~l
!~!
!2i
! Clear Zone B ex-
tends an additional 1100'
beyond Zone A and would
have restrictions imposed on
it regarding development den-
sity and type. Development of
Gateway would also require
relocation of Co. Rd. 116 in
order to achieve adequate

clearances over the road.
A primary concern of FAA is
that landfills are not allowed
within 5000' of a runway serv-
ing piston aircraft, but if Ram-
sey's landfill is completed at
its present limitations, it
should not interfere with the
airspace zone. FAA's position
is that landfills and airports
?re mutually exclusive.
With the exception of
hangars, everything is open to
the public use and eligible for

State and/or Federal funding.
Hangars are developed when
and as needed; revenue gener-
ated from hangar rental pays
back the cost of hangar de-
velopment. The State does
have a revovling, interest-free
hangar fund for such develop-
ment. The total projected cost
for. the 20 year development
plan with hangars is
$5,899,000; $4,326,000 would
be eligible for Federal funding,

Continued on page 19

I
