<br />is a problem faced by privately
<br />owned airports nationwide as
<br />development encroaches their
<br />airport area. Another basis for
<br />the request was that airport
<br />activity at Gateway has steadi-
<br />ly decreased because of the
<br />dirt runway. City Council then
<br />established an Airport Com-
<br />mission to consider the pros
<br />and cons of upgrading the air-
<br />port to where it would be
<br />municipally owned and qualify
<br />for State and Federal funding.
<br />The Airport Commission at-
<br />tempted to consider all as-
<br />pects of airport development,
<br />but the expertise was not
<br />there to address, in detail,
<br />development costs, forecast-
<br />ed usage, economic/socio im-
<br />pacts, zoning, land acquistion,
<br />etc. The Commission ap-
<br />proached the Minnesota De-
<br />partment of Transportation,
<br />Aeronautics Division for
<br />answers and their recommen-
<br />dation was that the City pro-
<br />ceed with an Airport Master
<br />Plan. The Airport Master Plan
<br />addresses all aspects of air-
<br />port development in detail.
<br />The plan would also be a re-
<br />quirement to be fulfilled if the
<br />City's decision was to proceed
<br />with a municipally owned
<br />facility seeking State and
<br />Federal funding.
<br />In January of 1984 the Air-
<br />port Commission requested
<br />Council authorization to pro-
<br />ceed with an Airport Master
<br />Plan at a cost of $40,000 -
<br />$32,000 of which would be
<br />funded by the State and the re-
<br />maining $8,000 would be the
<br />City's responsibility. Council
<br />approved the request in Febru-
<br />ary and entered into a contract
<br />with the State and consulting
<br />engineers for an Airport
<br />Master Plan.
<br />Since that time, the Airport
<br />Commission has conducted 4
<br />public informational meet-
<br />ings, surveyed area pilots and
<br />businesses regarding airport
<br />useage and needs, hosted an
<br />open house at the Gateway
<br />North facility and toured air-
<br />port facilities in the Metro
<br />area. The consulting en-
<br />gineers have reached the final
<br />draft stage of the Airport
<br />Master Plan.
<br />The purpose of the Airport
<br />Master Plan is to study the
<br />feasibility of privately owned
<br />Gateway' North becoming a
<br />municipal facility. It has been
<br />determined that it is techni-
<br />cally feasible to upgrade Gate-
<br />way North to where it would
<br />qualify for State and Federal
<br />fu'nding, and on August 21,
<br />1985, the City will be conduct-
<br />ing a public hearing on that
<br />plan.
<br />The Airport Master Plan ad-
<br />dresses a 20 year, 3 phase
<br />development of a minimum
<br />facility with a 3300'x60' paved
<br />runway that would serve
<br />single and light twin engine
<br />aircraft weighing 12,500
<br />pounds and under. It is antici-
<br />pated that with the necessary
<br />improvements, Gateway's
<br />forecasted growth would be 50
<br />based aircraft and 36,000 an-
<br />nual operations at the end of
<br />

<br />The plan calls for clear
<br />zones; Clear Zone A extends
<br />2200' from runway end and is
<br />an area where no development
<br />should occur. Clear Zone B ex-
<br />tends an additional 1100'
<br />beyond Zone A and would
<br />have restrictions imposed on
<br />it regarding development den-
<br />sity and type. Development of
<br />Gateway would also require
<br />relocation of Co. Rd. 116 in
<br />order to achieve adequate
<br />
<br />clearances over the road.
<br />A primary concern of FAA is
<br />that landfills are not allowed
<br />within 5000' of a runway serv-
<br />ing piston aircraft, but if Ram-
<br />sey's landfill is completed at
<br />its present limitations, it
<br />should not interfere with the
<br />airspace zone. FAA's position
<br />is that landfills and airports
<br />?re mutually exclusive.
<br />With the exception of
<br />hangars, everything is open to
<br />the public use and eligible for
<br />
<br />State and/or Federal funding.
<br />Hangars are developed when
<br />and as needed; revenue gener-
<br />ated from hangar rental pays
<br />back the cost of hangar de-
<br />velopment. The State does
<br />have a revovling, interest-free
<br />hangar fund for such develop-
<br />ment. The total projected cost
<br />for. the 20 year development
<br />plan with hangars is
<br />$5,899,000; $4,326,000 would
<br />be eligible for Federal funding,
