First Female Certificate at ACI

might become the first female
to receive certification, but it's
great! It's always good to be
certified, but especially for a
woman. It'll help me get ahead
and become an inspector
someday. The more certifica-
tion, you get, the better, i
think."
The workshop consisted of
one day's instruction in con-
crete technology and testing
procedures and a second day
spent actually doing the tests,
a~cording to Ron Harless, AV-
TI instructor and one of the
coordinators of the workshop.
"Concrete testing is a
tedious process," continued
Harless, "There are about six
different tests that have to be
done, including testing for air
quality, a yield test, a slump
test to determine the work-
ability of the concrete, and a
strength test.
"This testing procedure is

Mary Bauer's entire family
works in the construction
business, so when she decid-
ed to pursue a career in that
field, no one was surprised.
What did surprise. her fami-
ly, friends and co-workers,
however, was her successful
completion of the American
Concrete Institute's require-
ments for certification as a
Grade I concrete tester.
With that accomplishment,
Bauer becal1}e the first female
certified as a concrete tester
through the Iowa-Minnesota
Chapter of the American Con-
crete Institute (ACI).
The certification came as a
result of a two-day workshop,
jointly sponsored by the ACI
and Anoka AVTI in March.
"This is really an honor for
me to become certified,"
Bauer commented, "I had no
idea when I went to the work-
shop (at Anoka A VTI) that I

required by building codes
and specifications to assure
the quality of the materials be-
ing used," Harless said.
Bauer's enrollment in the
workshop, and her subsequent
certification, are part of her
plan to become a building or
city inspector.
That plan was originally set
in motion when she signed up
for the Civil and Highway
Technology program at St.
Paul Vocational Technical In-
stitute, which teaches the in-
spection of soils, concrete
and other materials, as well as
the fundamentals of surveying
and drafting.
After completing the St.
Paul Vo-Tech course, Bauer
worked as a construction
laborer for a year.
That year convinced her to
alter her original career course
from becoming a construction

worker to striving for a career
as a building or city inspector.
"My first day on the job (as a
construction worker), I had to
shovel concrete all day long
--eight hours straight," she
moaned, "That's when I decid-
ed to get into inspection."
Bauer is currently employed
at Twin City Testing and
Engineering Laboratory, Inc., a
professional organization
which provides consulting
engineering and chemistry
services. Among Twin City
Testing's 300 employees, 10
are Anoka A VTI graduates, ac-
cording to Harless.
. While at Twin City Testing,
Bauer has worked on such pro-
jects as the Veteran's Admini-
stration Hospital, Glatier Plaza
in St. Paul, and concrete curb
and gutter street improve-
ments in Hastings, Minnesota,
her hometown.
Rosenwinkel' Retirement

Back in 1967, when the
building that houses Anoka
AVTI was nothing but an emp-
ty warehouse, Howard Rosen-
winkel was there. _.
When the Anoka A VTI staff
consisted of one administra-
tor, one secretary, and one
custodian, Howard Rosenwin-
kel was there.
When there were only five
career programs offered at
Anoka AVTI, Howard Rosen-
winkel was there. And as that
number increased throughout
the years to the school's pre-
sent offerings of over 40 pro-
grams, Howard Rosenwinkel
has been there.
Rosenwinkel has witnessed
the various changes taking
place in industry and has or-
chestrated Anoka A VTI's re-
sponse to those changes.
Howard Rosenwinkel is the
only director of administration
the Anoka. A VTI has ever
known, and on June 30, after
18 years of service in that
capacity, Rosenwinkel retired
to work under contract in pro-
gram development and as a
business and industry liaison
for the Minnesota State De-
partment of Vocational Tech-
nical Education.
In May, during a recognition
tea held in his honor at Anoka
AVTI, Rosenwinkel comment-
ed, "While I'll miss everyone
of you, I don't feel like I'm pull-
ing completely out. I'm look-
ing forward to working with
you as colleagues. I can never
remember a time when I didn't
enjoy working with you, help-
ing so many people develop
new careers as a result of all
that hard work."
Anoka-Hennepin District 11
Superintendent, Dr. Lewis
Finch, expressed his thoughts
on Rosenwinkel's retirement,
"We're fortunate that he'll still
be active around the' state.
We're delighted he's not going
to 'hang it up' but will be 'hang-

ing in there' with us'," he said,
adding, "Howard started when
the building was an empty
shell, and throughout the
years, he's managed to pro-
vide leadership not only in
Anoka-Hennepin District 11,
but throughout the state."
Former school distflct
superintendent Dr. Erling
Johnson was introduced by
assistant director Carolyn
Rosdahl as "the person who
brought Howard here to
Anoka. "
Johnson explained, "In
1967, there was an election to
establish funds for. the pur-
chase of this building. Well, it
carried, and later while I walk-
ed through the empty building
I thought we were in trouble.
"Then I thought, 'If only I
could get my good friend
Howard Rosenwinkel, who I
had worked with in the state
department of education, to
come out here, I could pass all
my problems off on him.' Well,
he came, and that was a very,
very fortunate thing for all of
us. By that fall, we had five
programs established and it
grew from there," Johnson re-
called.
When Rosenwinkel was
given the opportun ity to estab-
lish an AVTI in Anoka, it was to
be the first such educational
facility in the suburban area.
Rosenwinkel shares credit
for the decision to come to
Anoka with his wife, Dorothy,
"When I first got the oppor-
tunity to come out here, I talk-
ed to my wife about a chance
to start an AVTI in an old, emp-
ty warehouse building in
Anoka. She said, 'Fine, let's
go.' Here we are," he smiled.
Rosenwinkel has been a uni-
que director over the years,
sharing his time and talents
directly with students while
teaching a group of them to tie
flies for fishing.
Julie Thomas, representing

Anoka AVTI's Occupational
Therapy students, presented
Rosenwinkel with a. few of
those flies as a momento of
his teaching efforts.
Later, Rosdahl presented a
certificate of appreciation to
Rosenwinkel from the depart-
ment of education ~or his
"contributions to education 1/'1
the state of Minnesota."
Then, said Rosenwinkel,
"This is an indication in my
mind of a celebration for all
the hard work you've all done
to make the A VTI work.
"Think of all the staff
who've had the interest of the
student in mind first of all.
They've overco.me obstacles
along the way to provide the
best possible education.
They've had to operate with a
leaky roof, with water running
down the hall, an inadequate
heating system that had one

end of the building at 40 or 50
degrees, which the other end
of the building was so warm
you couldn't breathe. And just
to make me feel at home, just
as I'm leaving, we have a new
remodeling project going on
down the hall, and we're mov-
ng oeop~e around a,..d ca..s ng
c~aos o"ce more tie laug-'-
ed.
''I'd like to thank all those
members of the staff here and
all the students who've passed
through over the years. And I'd
like to thank the public mem-
bers without whose help an
AVTI would not be possible,"
said Rosenwinkel.
N uri Hassumani began
duties as the new director at
Anoka AVTI, following Rosen-
winkel's departure June 30.
From 1981-1984, Hassumani
was assistant director of the
Pine City Technical Institute

after serving as director of
financial aides and students
services there.
In addition, Hassumani has
held positions at the East
Grand Forks Technical Insti-
tute and the North Dakota
