<br /> <br />1 <br />II <br /> <br />" <br /> <br />II <br />I <br />r <br /> <br />Andover Crime Bate <br />One Of Lowest <br /> <br />A recent article in the Min- <br />neapolis Star indicated the <br />City of Andover to be the fifth <br />lowest in major crimes in the <br />92 metropolitan area commun- <br />ities . surveyed. Major crimes <br />were defined as murder, rape, <br />robbery, burglary, larceny, <br />auto theft, arson and aggrevat- <br />ed assault. <br />This report is just another <br />indicator that the City of An- <br /> <br />dover has become a very desir- <br />able city in which to live and <br />raise a family. Other reports <br />have shown the following sta- <br />tistics about our City: <br />1) Andover 16th lowest in <br />tax levy - 1985 <br />2) Andover 17th highest in <br />median income - 1983 <br />3) Andover in top 5% of <br />home values - 1983 <br />The above figures represent <br /> <br />the 87 to 92 metro area com- <br />munities. In the statewide <br />financial profile as prepared <br />by the State Auditor's Office, <br />in 80 percent of the indicators, <br />Andover was lower in expendi- <br />tures and had revenues higher <br />in relationship to expenditures <br />in both the statewide and <br />Anoka County average percen- <br />tages. <br /> <br />Council Activities <br /> <br />APRIL 2, 1985 <br />Karen Lightner, Treasurer of <br />the Blaine Community Schol- <br />arship Association, asked the <br />City to proclaim April "Stu- <br />dent Awareness Month". The <br />Council supported that procla- <br />mation. <br />The lot split request of G. <br />Kohout was approved. <br />The special use permit for <br />Denise Nickel on 139th <br />Avenue to operate a home <br />beauty shop was approved. <br />The council referred the <br />item of a policy of street <br />lighting for city"streets to the <br />Road Committee for a recom- <br />mendation. <br />Council approved an amend- <br />ment to Ordinance No. 8 re- <br />garding the development of <br />PUDs within the City. Planned <br />Unit Developments ar~ allow- <br />ed in any zoning district of the <br />City except R-1, R-2, and R-3 <br />and must consist of two or <br />more uses. <br />Fire Chief Bob Palmer re- <br />ported the Department is <br />working on a program for addi- <br />tional fire stations. Council <br />'suggested the location and <br />costs be explored further. <br />Council reviewed the fig- <br />ures for the municipal water <br />system with TKDA engineer <br />John Davidson. The following <br />financing changes were <br />agreed to by the Council: in- <br />crease the water connection <br />fee from $788 to $900; in- <br />crease the permit fees for ser- <br />vice connection from $35 to <br />$45; increase the water meter <br />charge for a 5/8 inch meter <br />from $70 to $90; and to adopt a <br />minimum per-quarter fee for <br />water users of $5. Because, of <br /> <br />the small water system and <br />'. the amount of operating costs <br />involved, it was felt the in- <br />creased fees would be suffici- <br />ent to meet expenses. . <br />TKDA was authorized to pre- <br />pare a feasibility study for <br />water and sewer as needed <br />east on Bunker Lake Boule- <br />vard to the:' Olson Trucking <br />Company and Menkveld prop- <br />erty, plus north on Crosstown <br />Boulevard to 139th to serve all <br />undeveloped property in those <br />areas. <br />The feasibility study was ap- <br />proved for the' imp,rdvements <br />in the Northglen 5th Addition. <br />The improvement was ordered <br />and TKDA was directed to <br />prepare the plans and specifi- <br />cations for those improve- <br />ments. <br />The feasibility study for <br />Woodland Terrace on Bunker <br />Lake Boulevard was approved. <br />The improvement was ordered <br />and TKDA was directed to pre- <br />pare the plans and specifica- <br />tions for utilities and streets. <br />Council asked Anoka Coun- <br />ty to remove the stop signs on <br />Hanson Boulevard at Andover <br />Boulevard and Crosstown <br />Boulevard. <br />The street sweeping con- <br />tract with Allied Blacktop was <br />approved at an hourly rate of <br />$48. <br />Approved the application for <br />on-sale license for Tasty Pizza <br />at 13827 Round Lake Boule- <br />vard. <br />Council discussed the tour- <br />nament application form with <br />the Park Board Chairman. No <br />decision was made about the <br />park usage fees at this time. <br />APRIL 4, 1985 <br /> <br /> <br />DBIVE LIKE <br />SCHOOL CHILDBEN'S <br />.LIVIS ON IT <br /> <br />I · Ji II <br /> <br /> <br />The Council interviewed ap- <br />plicants for the Planning and <br />Zoning Commission and for <br />the Park and Recreation Com- <br />mission. Steven Ward was ap- <br />proved for a 'three-year term <br />expiring 12/31/87 to the Plan- <br />ning and Zoning Commission. <br />Gretchen Sabel and Larry <br />Strootman were also appoint- <br />ed to the Park and Recreation <br />Commission for three-year <br />terms. <br />The Council also met with <br /> <br />the Park and Recreation Com- <br />mission regarding park im- <br />provement within the City and <br />the possibility of going but for <br />a referendum to bond for such <br />development. Council encour- <br />aged the Park Board to explore <br />the possibility of going for a <br />referendum for bonding. <br />APRIL 10, 198.5 <br />Council held the Board of <br />Review for residents concern- <br />ed with their assessed market <br /> <br />value. <br />APRIL 16, 1985 <br />J. Lawrence complained <br />about the speed along Round <br />Lake Boulevard and the diffi- <br />'culty of- getting in and out of <br />driveways along there.
