Storm sewers of course cost money, and storm sewer projects are usually difficult because the people that have the flooding problems are not the properties the water runoff comes from - the runoff comes from the higher land around the problem areas; therefore, this impacts everyone. Andover, along with other cities, is experiencing high water levels in ponding areas that don't _ have outlets. The water table is also extremely high this year.
