The Coun- cil's position is the formula is unfair to Andover developers claiming Andover would be paying the greatest share of the costs. It was agreed the Watershed Board would set up a meeting of the Mayors of the four cities involved -- Andover, Ham Lake, Coon Rapids, and Blaine -- to try to resolve the issue.
