<br />The current E.D.C. is made

<br />teer their time and experi-
<br />ences, to act as an advisory
<br />source to the city council. The
<br />commission often reviews
<br />state legislation, and local or-
<br />dinances in order to determine
<br />these regulations' impact on
<br />our loca! development. The
<br />commission also deals with
<br />exploring conventional and
<br />alternative methods of financ-
<br />ing for commercial and in-
<br />dustrial . development. The
<br />commission also meets with
<br />state legislators, local
<br />developers and business men
<br />to discuss their' concerns and
<br />the impact of current issues
<br />on Ramsey's economic
<br />climate; as well as how that
<br />

<br />stated that the Anoka Area
<br />Hockey Association would
<br />like to add a sheet of ice to
<br />their facility; Ramsey has a
<br />great. deal of youth participat-
<br />ing in this hockey program;
<br />what will Ramsey's financial
<br />assistance be, if any, in this
<br />proposed expansion? It was
<br />suggested that maybe a joint
<br />commission of the cities in-
<br />volved should be established
<br />to research the financial
<br />aspects of this proposed ex-
<br />pansion.
<br />The Charter Commission
<br />met on February 28 and dis-
<br />cussed some of the City
<br />Charter requirements that
<br />have raised concern recently.
<br />Items of concern include: even
<br />100% petitioned for projects
<br />are not excluded from the re-
<br />Quired 60 day waiting period
<br />after the public hearing: 100%
<br />petitioned for projects are not
<br />excluded from publication in
<br />the City Newsletter, which
<br />conceivably can cause a two
<br />month delay as the newsletter
<br />is a bi-monthly publication;
<br />projects that exceed the
<br />engineer's estimate by mqre
<br />than 10% are ceased .for a
<br />period of one year and there is
<br />no option' for the developer to
<br />pick up that added cost rather '
<br />than pay taxes on vacant land
<br />for another year; no person
<br />can serve as an election judge
<br />while holding a City office
<br />for 'one year after leaving of-
<br />fice if there has been a pay in-
<br />crease for that capacity during
<br />th?t person's term in office;
<br />the reading of all resolutions
<br />prior to adoption unless City
<br />Council unanimously con-
<br />sents to dispense with the
<br />reading. The Commission
<br />agreed to meet again on March
<br />14 to further discuss these
<br />concerns.
<br />The Commission also dis-
<br />cussed the fact that a more
<br />frequent newsletter publica-
<br />tions would be desireable and
<br />passed a motion to recom-
<br />mend that City Council re-
<br />search a more effective way of
<br />producing the newsletter with
<br />increased frequency and de-
<br />creased lead time and to
<br />analyze whether or -not the
<br />newsletter should be a City
<br />budgeted item.
<br />The Charter Commission
<br />met on March 14 and discus's-
<br />ed the items of concern
<br />brought to light at thei! meet-
<br />ing of February 28 and some
<br />possible solutions to those
<br />concerns. It was decided that
<br />the Commission will hold a
<br />meeting on April 25 to get
<br />citizen input to the proposed
<br />Charter amendments prior to
<br />submitting those proposed
<br />amendments to City Council.

<br />Open burning permits must
<br />be applied for at Ramsey City
<br />Hall; City Forester will review
<br />the proposed burning site; per-
<br />mit application will be submit-
<br />ted to Pollution Control Agen-
<br />cy for apwoval and returned to
<br />City Offices. Normal elapse
<br />time from permit application
<br />to final approval will be 3-4
<br />days.

<br />mittee to study the Trust Fund
<br />and make recommendations
<br />for maintaining the principal
<br />balance within that fund and
<br />propose uses for the interest
<br />money derived from that Trust
<br />Fund. A motion was also pass-
<br />ed for the Landfill Operations
<br />Subcommittee to research a
<br />policy regarding theintended
<br />use of the principal amount
<br />being maintained in the Lang-
<br />fill Trust Fund in view of the
<br />fact that park development at
<br />the existing landifll site no
<br />longer seems feasible.
<br />The Park and Recreation
<br />Commission met on January
<br />17 and discussed damage to
<br />Titterud Park due to snow-
<br />mobiles and vandalism and
<br />the need for a structured
<br />policy for the scheduling of
<br />ball fields in Ramsey.
<br />The Commission reviewed
<br />the Ramsey Community
<br />School Task Force Report
<br />dated December 10, 1984 and
<br />Commissioner Lichter sug-
<br />gested that the fee increases
<br />for participation in Community
<br />School programs may necessi-
<br />tate a need for a scholarship
<br />fund for those households
<br />without adequate income.
<br />The Commission discussed
<br />the fact that from a safety
<br />standpoint, it will be neces-
<br />sary to install bleachers at
<br />Central Park.
<br />The Park and Recreation
<br />Commission met on February
<br />21 and discussed one of the
<br />directives handed down
<br />through the Ramsey Commun-
<br />ity School Task Force Report --
<br />that the Ramsey Community
<br />. School Coordinator, in addi-
<br />tion to actively taking part in
<br />Ramsey's Park Board meet-
<br />ings, take the minutes of
<br />those meetings. In trying to
<br />implement this process, it has
<br />been determined that it is diffi-
<br />cult to actively participate in
<br />meetings and take minutes
<br />simultaneously and eliminat-
<br />ing the attendance of the
<br />Council Secretary and City
<br />Staff at the Park meetings is
<br />not an effective process. The
<br />Park Commission passed a
<br />motion requesting that the
<br />secretary role be removed
<br />from the Task Force's Com-
<br />munity School Coordinator job
<br />description and be returned to
<br />City Staff. .
<br />Citizen Margaret Beissel ap-
<br />peared before the Commis-'
<br />sion regarding the scheduling
<br />of: ball fields for girls softball
<br />and boys baseball; adult
<br />teams at Central Park. Ms.
<br />Beissel also commented that
<br />r she sees a potential .for prob-
<br />lems with respect to adult
<br />teams and'their use of alcohol
<br />around the youth teams.

<br />
<br />This is a first in a series of
<br />articles on the Ramsey Eco-
<br />nomic Development Commis-
<br />sion (EDC). These articles deal
<br />with the history, purpose,
<br />goals, projects and concerns
<br />of the' Ramsey Economic
<br />Development Commission.
<br />The Ramsey E.D.C. was
<br />formed by the City Council in
<br />1982. The reason the City
<br />Council established the E.D.C.
<br />was to further the economic
<br />development of Ramsey, to
<br />assist and promote the growth
<br />and expansion of business
<br />and industrial concerns; in-
<br />cluding small businesses in
<br />the city. It was the council's in-
<br />tention that an E.D.C. would
<br />contribute to, the economic
<br />well being of the city by expan-
<br />ding business opportunities
<br />within the city. This would in
<br />turn increase employment op-
<br />
<br />The City of Ramsey is cur-
<br />rently'seeking candidates to
<br />fill two vacancies on its Eco-
<br />nomic Development Commis-
<br />sion. The positions require a
<br />minimum of one morning meet-
<br />ing per month; familiarity with.
<br />Ramsey City Ordinances is de-
<br />sired. Ramsey residents inter-
<br />ested in serving on the Com-
<br />
<br />climate can be improved.
<br />The commission under-
<br />stands the importance of
<br />economic development within
<br />Ramsey with the 'expansion of
<br />city roads, parks and police
<br />protection, it becomes more
<br />costlY for the taxpayer to sup-
<br />port these needed services.
<br />Since businesses proportion-
<br />ately pay the higher tax rate, it
<br />becomes more and more -im-
<br />portant as the city grows to
<br />promote the growth of new
<br />businesses and the expansion
<br />of existing businesses'in our
<br />City.
<br />The goal of the Ramsey
<br />Economic Development Com-
<br />mission is to insure the order-
<br />ly development of the city's
<br />commercial and industrial
<br />areas, and still preserve the
<br />quality of life we enjoy in
<br />Ramsey.
