The
commission often reviews
state legislation, and local or-
dinances in order to determine
these regulations' impact on
our loca! development. The
commission also deals with
exploring conventional and
alternative methods of financ-
ing for commercial and in-
dustrial . development. The
commission also meets with
state legislators, local
developers and business men
to discuss their' concerns and
the impact of current issues
on Ramsey's economic
climate; as well as how that

Ramsey Residents'

mission are requested to sub-
mit a letter of application to
Ramsey City Hall, 15153 Now-
then Boulevard NW, Ramsey,
Minnesota 55303, no later than
June 14, 1985.- The letter
should contain the applicant's
name, address, telephone
number, work experience,
education, and any experience

Commission Meeting Notes

Continued from page 12

Commissioner Hetland
stated that the Anoka Area
Hockey Association would
like to add a sheet of ice to
their facility; Ramsey has a
great. deal of youth participat-
ing in this hockey program;
what will Ramsey's financial
assistance be, if any, in this
proposed expansion? It was
suggested that maybe a joint
commission of the cities in-
volved should be established
to research the financial
aspects of this proposed ex-
pansion.
The Charter Commission
met on February 28 and dis-
cussed some of the City
Charter requirements that
have raised concern recently.
Items of concern include: even
100% petitioned for projects
are not excluded from the re-
Quired 60 day waiting period
after the public hearing: 100%
petitioned for projects are not
excluded from publication in
the City Newsletter, which
conceivably can cause a two
month delay as the newsletter
is a bi-monthly publication;
projects that exceed the
engineer's estimate by mqre
than 10% are ceased .for a
period of one year and there is
no option' for the developer to
pick up that added cost rather '
than pay taxes on vacant land
for another year; no person
can serve as an election judge
while holding a City office
for 'one year after leaving of-
fice if there has been a pay in-
crease for that capacity during
th?t person's term in office;
the reading of all resolutions
prior to adoption unless City
Council unanimously con-
sents to dispense with the
reading. The Commission
agreed to meet again on March
14 to further discuss these
concerns.
The Commission also dis-
cussed the fact that a more
frequent newsletter publica-
tions would be desireable and
passed a motion to recom-
mend that City Council re-
search a more effective way of
producing the newsletter with
increased frequency and de-
creased lead time and to
analyze whether or -not the
newsletter should be a City
budgeted item.
The Charter Commission
met on March 14 and discus's-
ed the items of concern
brought to light at thei! meet-
ing of February 28 and some
possible solutions to those
concerns. It was decided that
the Commission will hold a
meeting on April 25 to get
citizen input to the proposed
Charter amendments prior to
submitting those proposed
amendments to City Council.

I

1

Open Burning Restrictions

Open burning permits must
be applied for at Ramsey City
Hall; City Forester will review
the proposed burning site; per-
mit application will be submit-
ted to Pollution Control Agen-
cy for apwoval and returned to
City Offices. A motion was also pass-
ed for the Landfill Operations
Subcommittee to research a
policy regarding theintended
use of the principal amount
being maintained in the Lang-
fill Trust Fund in view of the
fact that park development at
the existing landifll site no
longer seems feasible.
The Park and Recreation
Commission met on January
17 and discussed damage to
Titterud Park due to snow-
mobiles and vandalism and
the need for a structured
policy for the scheduling of
ball fields in Ramsey.
The Commission reviewed
the Ramsey Community
School Task Force Report
dated December 10, 1984 and
Commissioner Lichter sug-
gested that the fee increases
for participation in Community
School programs may necessi-
tate a need for a scholarship
fund for those households
without adequate income.
The Commission discussed
the fact that from a safety
standpoint, it will be neces-
sary to install bleachers at
Central Park.
The Park and Recreation
Commission met on February
21 and discussed one of the
directives handed down
through the Ramsey Commun-
ity School Task Force Report --
that the Ramsey Community
. School Coordinator, in addi-
tion to actively taking part in
Ramsey's Park Board meet-
ings, take the minutes of
those meetings. In trying to
implement this process, it has
been determined that it is diffi-
cult to actively participate in
meetings and take minutes
simultaneously and eliminat-
ing the attendance of the
Council Secretary and City
Staff at the Park meetings is
not an effective process. The
Park Commission passed a
motion requesting that the
secretary role be removed
from the Task Force's Com-
munity School Coordinator job
description and be returned to
City Staff. .
Citizen Margaret Beissel ap-
peared before the Commis-'
sion regarding the scheduling
of: ball fields for girls softball
and boys baseball; adult
teams at Central Park. Ms.
Beissel also commented that
r she sees a potential .for prob-
lems with respect to adult
teams and'their use of alcohol
around the youth teams.

Comments From Your EDC

This is a first in a series of
articles on the Ramsey Eco-
nomic Development Commis-
sion (EDC). These articles deal
with the history, purpose,
goals, projects and concerns
of the' Ramsey Economic
Development Commission.
The Ramsey E.D.C. was
formed by the City Council in
1982. The reason the City
Council established the E.D.C.
was to further the economic
development of Ramsey, to
assist and promote the growth
and expansion of business
and industrial concerns; in-
cluding small businesses in
the city. It was the council's in-
tention that an E.D.C. would
contribute to, the economic
well being of the city by expan-
ding business opportunities
within the city. This would in
turn increase employment op-

The City of Ramsey is cur-
rently'seeking candidates to
fill two vacancies on its Eco-
nomic Development Commis-
sion. The positions require a
minimum of one morning meet-
ing per month; familiarity with.
Ramsey City Ordinances is de-
sired. Ramsey residents inter-
ested in serving on the Com-

climate can be improved.
The commission under-
stands the importance of
economic development within
Ramsey with the 'expansion of
city roads, parks and police
protection, it becomes more
costlY for the taxpayer to sup-
port these needed services.
Since businesses proportion-
ately pay the higher tax rate, it
becomes more and more -im-
portant as the city grows to
promote the growth of new
businesses and the expansion
of existing businesses'in our
City.
The goal of the Ramsey
Economic Development Com-
mission is to insure the order-
ly development of the city's
commercial and industrial
areas, and still preserve the
quality of life we enjoy in
Ramsey.

I :

-

in municipal affairs.
