<br />Commission Meeting Notes
<br />
<br />The Planning and Zoning
<br />Commission met on March 5,
<br />1985 and recommended that
<br />Council approve the prelimin-
<br />ary plat for Kovar Addition and
<br />Oxbow Addition,
<br />A resident requested ap-
<br />proval for a metes and bounds
<br />subdivision to subdivide from
<br />his 10 acre parcel, a two acre
<br />parcel for each of his two chil-
<br />dren. The Commission ex-
<br />plained Ramsey's 1 unit/10
<br />acres rural residential density
<br />requirement contained in the
<br />City's Comprehensive Plan
<br />and the Commission tabled
<br />this case until after the City's
<br />meeting, with- Metro Council
<br />on March 7, 1985 regarding
<br />this 1 in 10 density issue.
<br />The Commission gave con-
<br />ceptual approval to Mr. Kum-
<br />. mala's sketch plan for a new
<br />and larger physical' fitness
<br />center. .
<br />The Planning and Zoning
<br />Commission held a special
<br />meeting on ,March 26,1985 and
<br />conducted a public hearing
<br />regarding Mr. AI Bullock's re-
<br />quest for preliminary plat ap-
<br />proval of Gateway North In-
<br />dustrial Park Plat NO.3 and the
<br />Commission recommended
<br />Council approval of same.
<br />The Commission recom-
<br />mended Council adopt a
<br />resolution, prepared by Plan-
<br />ning and Zoning, that would
<br />establish a policy for imple-
<br />menting the 1 unit/10 acres
<br />rural residential density re-
<br />quirement stated in the'City's
<br />Comprehensive Plan.
<br />Commissioner Kennen an-
<br />nounced that he will be resign-
<br />ing from the Commission in
<br />the near future and the Com-
<br />mission authorized City'Staff
<br />to advertise to fill the vacancy.
<br />The Planning Commission
<br />met on April 2 and conducted
<br />a public hearing regarding Mr.
<br />Joe Nyara's request fora con-
<br />ditional use permit to operate
<br />a beauty shop in his home. The
<br />Commission recommended
<br />that City Council approve Mr.
<br />. Nyara's request.
<br />The Commission also con-
<br />ducted a public hearing re-
<br />garding Mr. Bud Sauter',s re-
<br />quest for a mining and grading
<br />permit for,his property located
<br />at the northeast corner of the
<br />intersection of Industry
<br />Avenue and Sunfish lake Blvd.
<br />The Commission recommend-
<br />ed that Council approve Mr.
<br />Sauter's request.
<br />
<br />The Commission also
<br />recommended that Council
<br />approve Mr. Wetterlind's re-
<br />quest to subdivide his 10 acre
<br />parcel, by metes and bounds,
<br />into 3 parcels.
<br />Mr. Gair was present repre-
<br />senting Northfork Develop-
<br />ment's West Oaks P.U.D.
<br />(formerly known as General
<br />Mills property). The P.U.D.
<br />would be a phased develop-
<br />ment of approximately 1250
<br />acres which would include 251
<br />single family residential dwell-
<br />ings. The Planning Commis-
<br />sion recommended C'ouncil
<br />approval of the total concept
<br />and preliminary plat approval
<br />for Phase I of the develop-
<br />ment. '
<br />The Airport Commission
<br />met on February 20 and the
<br />Commission discussed
<br />general comments received
<br />from Metro Council, MnlDOT
<br />al)d FAA regarding Ramsey's
<br />Airport Master Plan. Some
<br />concerns raised by these
<br />agencies were Gateway
<br />North's lack of expandability,
<br />proximity to a landfill and the
<br />fact that Gateway is not part of
<br />the National Air Systems Plan
<br />,nor the Metro Air Systems
<br />Plan. It is the Commission
<br />consensus that airport
<br />development is dependent
<br />upon Ramsey's commitment
<br />to balanced industrial and
<br />commercial development and
<br />requested statements from
<br />the Economic Development
<br />Commission and City Council
<br />stating whether or not com-
<br />mercial and industrial develop-
<br />ment is Ramsey's direction.
<br />The Airport Commission,
<br />met on March 27 and during

<br />the Commission's attention
<br />that there is some economic
<br />b,uilding activity taking place
<br />in the potentially affected air-
<br />port zones and the Commis-'
<br />sion pas~ed a motion to re-

<br />Considering Building a Garage?
<br />
<br />If so, here are some of the
<br />things you should know:
<br />1) Building permits are re-'
<br />quired for any building that ex-
<br />ceeds 120 square feet in area.
<br />Permits can be acquired by
<br />making application at Ramsey
<br />City Hall.
<br />2) Garages can be located
<br />ten (10) feet from either the
<br />rear or side property lines and,
<br />can be no closer to the street
<br />than the front line of the house
<br />
<br />unless they are attached to the
<br />house. In which case, they can
<br />be forty (40) feet from the front
<br />property line.
<br />3) Garages are limited in
<br />size by the amount,of property
<br />upon which they are to be
<br />placed. The size breakdowns
<br />are for less than 2.5 acres or
<br />2.5 acres and more. For less
<br />than 2.5 acres, the total allow-
<br />able garage and/or accessory
<br />building area is restricted to
<br />
<br />824 square feet for attached
<br />and 624 square for detached.
<br />For 2.5 acres and more, the
<br />total allowable garage and/or
<br />accessory building area is re-
<br />stricted to 864 square feet for
<br />attached and 1200 square feet
<br />for-detached. .
<br />If the attached garage is or
<br />will be larger than 864 square
<br />feet, - then that excess is
<br />deducted,from the total allow-
<br />able detached garage and/or
<br />
<br />accessory building area for
<br />that particular piece of prop-
<br />erty.
<br />Should you wish to con-
<br />struct a garage that exceeds
<br />the size limitations or is locat-
<br />ed such that it does not comp-
<br />ly with the set back require-
<br />ments, you may apply to the
<br />Board of Adjustment for a
<br />variance which does require a
<br />public hearing. The fee is $90'
<br />
<br />and is non-refundable. There
<br />are no guarantees that any
<br />variance will be approved and
<br />each application is judged on
<br />its own merit.
