<br />RATE 16th LOWEST
<br />
<br />A recent survey of 1985 tax
<br />rates in the metro municipal-
<br />ities, publiShed in the Minne-
<br />apolis Star and Tribune, indi-
<br />'cated that out of the 85 com-
<br />munities, the City of
<br />Andover's tax rate is 16th from
<br />the bottom 'of the list -- that
<br />means 69 municipalities have
<br />a tax rate higher than us. Bas-
<br />
<br />ed on phone calls and con-
<br />tracts with residents, services
<br />provided by the City are quite
<br />satisfactory. The Council is
<br />constantly striving to maintain
<br />services to the citizens
<br />without substantially increas-
<br />ing taxes; an effort which has
<br />been achieved for the past
<br />several years.

<br />The Andover Volunteer Fire
<br />Department was first organiz-
<br />ed in September 1977. After re-
<br />cruiting volunteers, extensive
<br />training, and acquiring equip-
<br />ment housed in a small
<br />quonset hut next to the City
<br />Hall, the Department started
<br />responding to fires in Andover
<br />in April 1979, at first in con-
<br />junction with the Anoka Fire
<br />Department.
<br />In 1979 the residents ap-
<br />proved a $480,000 bond issue
<br />for the construction of a fire
<br />department/public works ,
<br />building on the City Hall site .:1
<br />and ,two fire trucks. Because a -
<br />majority of the City has private
<br />wells, the Fire Department is
<br />equipped to carry water to
<br />even the most serious fire
<br />situations. At the present
<br />time, the Department has two
<br />pumpers of 1,000 g.p.m., three
<br />tankers and a grass rig and can
<br />carry a total of 7,375 gallons of
<br />water to' a fire scene if need,
<br />be. They-also have mutual aid
<br />agreements with 19 other
<br />north suburban departments
<br />for additional aid if necessary.
<br />Fire fighters respond to an
<br />average of 115 runs per year. 'In
<br />1984 they were called to 10
<br />structure fires, 12 chimney'
<br />fires, 21 grass and brush fires,
<br />9 auto fires, 8 extractions from
<br />auto accidents, 6 electrical, 8
<br />mutual aids to other depart-
<br />ments, 13 calls of good inten-
<br />'tion, plus 37 miscellaneous
<br />calls.

<br />Approximately 35 residents
<br />are volunteer fire fighters. In
<br />addition to responding to fire
<br />calls, they do extensive train-
<br />ing several times a month.
<br />They also organize at least one
<br />major fund raiser a year to 'ac-
<br />quire additional equipment for
<br />the Department. This year they
<br />will again be organizing the
<br />Andover Fun Days activities at
<br />the Fire Station. Volunteers
<br />also provide services to the
<br />community by teaching CPR
<br />and first aid classes and pro-
<br />viding instruction to the
<br />children at the schools on fire
<br />prevention.
<br />In 1982 a,rescue service was
<br />established by the Depart-
<br />ment. Specially trained
<br />volunteers respond to medical
<br />emergencies within Andover
<br />

<br />weekdays from 6 a.m. to 6 p.m.
<br />and at all times on the
<br />weekends. A new rescue vehi-
<br />cle was acquired in 1984
<br />which is equipped to give aid
<br />for medical emergencies. The
<br />rescue team does not trans-
<br />port to the hospitals but pro-
<br />vides the m'ost immediate aid
<br />in an emergency situation.Ap-
<br />proximately 16 volunteers res-
<br />pond to an average of 50 calls
<br />a year.
<br />The Department is constant-
<br />ly striving to improve response
<br />times and service to the resi-
<br />dents. It is felt this service can
<br />be improved with the con-
<br />struction of a substation in the
<br />northwestern portion of the Ci-
<br />ty, though this is still being
<br />researched by the Depart-
<br />ment.

<br />month by the Animal Control
<br />people, you know exactly how
<br />costly it was to redeem that
<br />animal. If you are allowing
<br />your dog to run at large, those
<br />'costs could be your respon-
<br />sibility next time. This is still
<br />the No. 1 complaint received
<br />at City Hall. '

<br />A committee is being form-
<br />ed to review, make recommen-
<br />dations, and to contact pros-
<br />pective commercial develop-
<br />ers and businesses interested
<br />in locating in the City of An-
<br />dover. There are several
<br />
<br />financing and assistance
<br />vehicles available to cities to
<br />attract business; however, the
<br />contacts must be made to let
<br />the commercial trades know
<br />what services will be offered.

<br />RATE CHANGE FOR SEWER AND WATER CUSTOMERS
<br />Due to increased operating costs, your July billing will
<br />show an increase of 50~ per month for sanitary sewer, and
<br />water bills will show a base rate of $5. These costs are still
<br />very average as compared to other cities in the metro area.

<br />CABLE TV
<br />Cable TV service is available in many parts of the City. The
<br />areas served are dependent ,upon the number of potential
<br />subscribers in any given area. If you are now subscribing
<br />and have any questions or problems, please contact Terry
<br />O'Connell, Quad-City Cable Administrator at 421-6630; or
<br />you may call the Andover Commissioners - Don Jacobson at
<br />434-3401 or Pat Lindquist at Andover City Hall. Since the
<br />passage of the Federal Deregulation Legislation, your City
<br />Commissioners can no longer control the rates; however,
<br />most other conditions of the franchise are still open to
<br />regulation by the Commission.
