Use of these vehicles is regulated by the State of Minnesota. ORVs can be driven on pub- lic roads only as registered, licensed vehicles_ No ORVs (except snowmobiles) are per- mitted in the public roadside ditches. A three-wheeler, which is used at any time on allowable public lands and waters (ice surface), requires a DNR regis- tration. If this vehicle is driven down a public road, it must have a street-legal registra- tion. If the vehicle is used in both of the above situations, then both registrations shall be required.
