<br />Melanie DeLuca, Andover
<br />Community School, reported
<br />on the progress of the Key
<br />Communicator Program. Five
<br />neighborhoods were organiz-
<br />ed in the fall, and more
<br />neighborhood meetings are
<br />being set up. .
<br />Bids for th'e Howard-Temple
<br />Addition improvements were
<br />rejected. '
<br />J. Perry presented a sketch
<br />plan for residential develop-
<br />ment of 40 acres in the south- .
<br />east corner of Andover Boule-
<br />vard and Prairie Road. A total
<br />of six ,lots north of Coon
<br />Creek are' proposed. Council
<br />generally had no problem with
<br />the plan. ,
<br />Discussed establishing
<br />standards for street lights in
<br />the city, but no action was
<br />taken at this time. Also dis-
<br />cussed engineering quotes to
<br />prepare plans and specifica-
<br />tions for lighting the fields at
<br />the City Hall park. Council ask-
<br />ed for additional information
<br />on the total estimated cost of
<br />the project.
<br />Approved a Resolution sup-
<br />porting Anoka County's pro-
<br />posal of the Rum River cross-
<br />ing.
<br />Approved 'junkyard licenses
<br />for Mom's Salvage, Wilber's,
<br />and Rite-Way Auto.
<br />Engineering rates of Bone-
<br />stroo, Rosene, and Anderlik
<br />for the year 1985 were approv-
<br />ed.
<br />Approved a resolution sup-
<br />porting a bill to allow special
<br />exceptions to the State of Min-
<br />nesota Law to the By-Laws of
<br />the Andover Firefighters Re-
<br />lief Association. '
<br />Awarded derT)olition of
<br />building on 152nd Avenue to
<br />Sauter & Sons, Inc. for $2,200.
<br />Approved the Surveyor's
<br />Certificate of Correction for

<br />Adopted Ordinance No. 69
<br />regulating open burning within
<br />the City.
<br />Passed a resolution chang-
<br />ing Junkyard License fees to
<br />charge a penalty of $250 plus
<br />any legal and court costs for
<br />noncompliance for renewal on
<br />January 1, of any year begin-
<br />
<br />ning 1986 and to commence
<br />legal action for operating with-
<br />out a Ucense on February 1 of
<br />. the year following expiration.
<br />Approved final payment to
<br />Aero Asphalt, Inc. for Projects
<br />No. 83-5, 83-6, and 83-8 street
<br />improvements (Nordeen Addi-
<br />tion, Kadlec Addition, and
<br />175th Lane).

<br />on a planning committee for
<br />District 15 School. Board.
<br />Council reviewed the Or-
<br />dinance 8 revisions recom-
<br />.mended by the Planning and
<br />Zoning Commission. The first
<br />15 pages of definitions were
<br />reviewed.

<br />the City.

<br />Helen moved to Andover.
<br />(then called Grow Toymship)
<br />on September 1,1930. Now 81
<br />years young, she is the vice
<br />president of the Andover
<br />
<br />

<br />Senior Citizens Club. When
<br />Helen Franz moved to this
<br />community, there was only 1
<br />mile of blacktop road. AI) other
<br />roads were sand and deeply
<br />rutted. When another car
<br />would approach, the' Frantzs
<br />would pull .their Model A off
<br />the road so the other could
<br />pass, then hope that they
<br />could get back into the rut
<br />again. Helen was a charter
<br />member of the Andover Com-'
<br />munity Club which was
<br />organized in 1938 and made up
<br />of mothers of children atten-
<br />ding- the little Red School
<br />House. The Club made a quilt
<br />and sold chances for 10<1: or 3
<br />for a quarter to raise money to
<br />purchase a piano so that the
<br />children could have music in
<br />school. Through other fund
<br />raisers and harvest dinners,
<br />funds were also raised to add
<br />a kitchen to the school and
<br />
<br />'-
<br />
<br />purchase dishes so that the
<br />children could have hot lunch-
<br />es. The Red School House was
<br />eventually purchased by the
<br />city and given t.o the Historical
<br />Society. The School House
<br />and original Constance
<br />Church which Helen attended,
<br />can be seen today at the fair
<br />grounds. The piano that was
<br />purchased for the school re-
<br />mained in the city and is now
<br />in the n~w Andover Senior
<br />Center.
<br />Helen now lives alone after
<br />raising 6 boys and 1 girl but
<br />she is far from lonely. To quote
<br />. her, "I live by myself and love
<br />it! I'don't have time to be lone-
<br />some." Since 1975 she has
<br />been caring for children and at
<br />present gets 3 youngsters off
<br />to 'school each day because
<br />their parents go to work very
<br />early. Helen cares for 8 head of
<br />cattle but is most busy plan-
<br />
<br />The city engineer was asked to
<br />determine the number of inter-
<br />sections in the City and to
<br />make a determination of cost
<br />of installation and mainten-
<br />ance. The City Attorney was
<br />also asked to research the'
<br />possibility of establishing
<br />assessment districts and bill- .
<br />ing for usage.
<br />Extensions were granted for
<br />the filing of the final plats of
<br />Woodland Ridge and Prairie
<br />Meadows until September 18,
<br />1985.

<br />to sell. She is the clerk/treasur-
<br />er for the Anoka County Grow-
<br />ers Association which operat-
<br />es two farfTIers' and gardners'
<br />markets held at St. Timothy's
<br />Church in Blaine and Immacu-
<br />late Conception Church in Col-
<br />umbia Heights. These markets
<br />which are Opefl .from the se-
<br />cond week of May until the
<br />end of October attract over 100
<br />sellers for which Helen keeps
<br />a mailing list, collects fees
<br />and pays all the bills. She
<br />derives great.joy and satisfac-
<br />tion from seeing people come
<br />and buy fresh fruits and vege-
<br />fables that have been raised
<br />by local growers. Anyone in-
