<br />said, "I'm not interested in

<br />so, because at a'recent Com-
<br />munity School seminar (free,
<br />yeU) we had only four persons
<br />in attendance. Since then we
<br />have checked out our: (1)
<br />deodorant, (2) appearance, (3)
<br />switched to Scope and (4)
<br />language. Maybe this will
<br />help, and if not I'm a bit
<br />stymied as to what else to do.
<br />We have, in the past six
<br />years mainly advertised via
<br />newspaper, radio, ADS boxes,
<br />school bulletins, word of
<br />mouth, jungle drums,' gossip
<br />and telepathy to I ittle or no
<br />avail. Either we're doing such
<br />a good job out there that
<br />everybody feels safe and
<br />secure (fairy tales I should
<br />write!) or apathy is epidemic.
<br />Or maybe all the burglars;
<br />thieves, rapists, etc. have
<br />seen the light and are retired
<br />
<br />in Florida condos, so nobody
<br />is worried anymore. I'd like to
<br />believe the first, don't believe
<br />the last and doubt the middle
<br />reason. .
<br />SO:..like Charlie .Brown at-
<br />tempting to kick the Lucy-
<br />held football every year, I will
<br />again charge into the fray to
<br />announce that we have'a wide
<br />variety. of crime prevention
<br />topic? to discuss with any in-
<br />t~rested groups" Just get six
<br />or so (more preferred) warm,
<br />breathing bodies together
<br />and arrange a date with us
<br />and we'll talk about making
<br />your home a bit more burglar
<br />resistant,' how to reduce the
<br />chance of thefts, how to pro.
<br />tect yourself against rape and
<br />other assaults, how to form a
<br />neighborhood watch group,
<br />how to stir fry pigweed, etc.,
<br />, etc. If anybody out there is in-
<br />terested, PLEASE call the

<br />conformance in financial reporting

<br />For the third consecutive
<br />year, the Certificate of Con-
<br />formance in Financial Repor-
<br />ting has been awarded to the
<br />City of Ramsey by the Govern-
<br />ment Finance Officers Assoc-
<br />iation of the United States
<br />and Canada (GFOA) for its
<br />comprehensive annual finan-
<br />cial report for the fiscal year
<br />ended Dec. 31,1983. TheCer-
<br />tificate of Conformance is the
<br />highest form of recognition in
<br />the -area of governmental ac-
<br />counting and financial repor-
<br />ting, and its attainment
<br />represents a significant ac-
<br />complishment by a govern-
<br />ment and its management.
<br />By being awarded a Cer-
<br />tificate of Conformance, the
<br />comprehensive annual finan-'
<br />cial report (CAFR) of a govern-
<br />ment has been judged to
<br />substantially conform to the
<br />programs high standards of
<br />excellence. Such standards
<br />encompass both generally ac-
<br />cepted accounting principles
<br />and applicable legal re-
<br />quirements.
<br />To earn a Certificate of
<br />Con.formance a g9vernment
<br />
<br />I

<br />
<br />must demonstrate a construc-
<br />tive "spirit of full disclosure"
<br />effort to clearly communicate
<br />its financial story, enhance
<br />understanding of the logic
<br />underlying the traditional
<br />governmental financial repor.
<br />ting model, and motivate per-
<br />sons and groups in society to
<br />'read and use the CAFR.
<br />Eligible CAFRs are eval-
<br />uated by an impartial Special
<br />Review Committee composed
<br />of government finance of-
<br />ficers, independent certified
<br />public accountant, educators
<br />and others with particular ex-
<br />pertise in governmental ac-
<br />counting and financial repor-
<br />ting.
<br />When a Certificate of Con-
<br />formance is awarded to a
<br />government, an, Award of
<br />, Financial Reporting Achieve-
<br />ment is also presented to the
<br />individual designated by the
<br />government as primarily
<br />responsible for its having
<br />earned the certificate. An
<br />Award of Financial Reporting
<br />Achievement has been award-
<br />ed to: Jeanne A. Haapala, City

<br />The Economic Develop.
<br />ment Commission met on'
<br />January 9, 1985 and as one of
<br />the first items of business the
<br />commission directed Anne
<br />Norris to prepare a letter to
<br />legislators "regarding
<br />Ramsey's concerns in, the
<br />areas of economic develop.
<br />ment and the tax structure.
<br />The commission reviewed
<br />the rough draft of the city
<br />brochure which is being
<br />prepared to promote the com-
<br />munity.

<br />a special meeting on January
<br />24 to discuss and provide
<br />more input on the city
<br />brochure; a brochure subcom-
<br />_ mittee was appointed to
<br />'review the brochure draft in
<br />detail.
<br />The commission discussed
<br />the fact that there is still a lot
<br />of concern among the citi-
<br />zens that municipal sewer
<br />and water will be coming into
<br />their neighborhoods; a mo.
<br />tion was passed' to recom-
<br />mend that city cou nci I
<br />publish in the Tri-City News-
<br />letter a city position state-
<br />ment regarding municipal
<br />sewer and water and the af-
<br />fects to community residents.

<br />4-H Clubs in Ramsey
<br />
<br />There are approximately
<br />three 4-H clubs that serve the
<br />Ramsey area. Children from
<br />the ages of 8 to 19 are en-
<br />couraged to join, and adult
<br />volunters are always
<br />welcome. Clubs meet once a
<br />month and are involved in a
<br />variety of activities like
<br />
<br />County Fair and fieldtrips.
<br />Member~ choose from 150
<br />projects ranging from
<br />clothing to, clowning, and
<br />photography to pets.

<br />This past year has been a
<br />busy one for your local Lions
<br />club providing a helping hand
<br />to many residents of the com-
<br />munity. The Ramsey Lions
<br />Club is a member of the
<br />world's largest and most ac-
<br />tive service club organization
<br />seeking out and helping the
<br />needy in Ramsey, the country,
<br />an'd the world. '
<br />Lions Clubs plan and con-
<br />duct a variety of community
<br />and humanitarian projects..
<br />The last two months have
<br />found your Ramsey Lion
<br />members busy helping in the
<br />following ways: We paid for
<br />eye exams and glasses for an
<br />elderly' Ramsey couple that
<br />could not afford to pay for
<br />them; Lions Brad Dahl, Jerry
<br />Hamlet, Myron Lewerenz, and
<br />Bob Muller distributed four-
<br />
<br />teen bags of groceries during
<br />the holidays to needy families
<br />in Ramsey; Lion Dave Bawden
<br />_ headed a large work force of
<br />Ramsey Lions to handle the
<br />Anoka County food distribu-
<br />"tion program for the needy.
<br />These are only a few of the
<br />many projects the club is
<br />working on. You can help get
<br />involved by joining the
<br />Ramsey Lions Club. Meetings
<br />are held the first and third
<br />Wednesday of every month at
<br />Jimmy B's American Cafe in

<br />Dogs - Dogs, in the City of
<br />Ramsey, must be licensed (if
<br />over 6 months of age) and
<br />must be vaccinated at least'
<br />once every' two years for
<br />, rabies. No dogs are allowed to
<br />run at large (off the premises
<br />of the owner) and when they
<br />are off the premises of the
<br />owner, must be on a leash or
<br />otherwise effectively controll-
<br />ed. Check with the City Of-
<br />fices for future details on the
<br />dog ordinance.
