<br />The city was able to reduce
<br />its mill levy for 1985, which in
<br />most cases should r~sult in
<br />lower taxes for this year.
<br />Many of you may not be aware
<br />of the percentage of total
<br />taxes paid actually received
<br />by the City. The.majority, well
<br />over half, are received by the
<br />School District; another ap-
<br />proximately one-fourth go to
<br />Anoka County; and the bal-
<br />ance is divided between the
<br />City, Watershed Districts,
<br />Mosquito Control, Metropoli-
<br />tan Council, County Libraries,
<br />etc. The city will receive ap-
<br />proximately 13~ out of every
<br />dollar paid in taxes. This must
<br />cover a large part of all fi re .
<br />protection, police protection,
<br />road maintenance, snow.
<br />plowing, park. development,
<br />administration, assessing and
<br />other services. Monies are
<br />received from the state in the
<br />form of loc.al government aid;.
<br />however, it is still your tax
<br />dollar paying most of the
<br />costs.

<br />Andover Community Advi-
<br />sory Council is a group of
<br />people that have been around
<br />for many years. Formerly
<br />known as the Crooked Lake
<br />Advisory Council, the. group
<br />has changed their name, but
<br />not their goals. They want to
<br />meet the needs of everyone in
<br />the' community. And to do
<br />this, they need representation
<br />from all groups. including
<br />senior citizens,' teenagers,
<br />parents, singles, and com-
<br />munity leaders.
<br />They meet at Crooked Lake
<br />School the second Monday of
<br />each month at 7:30 p.m., and
<br />encourage anyone to come
<br />and join them.
<br />Their last major project was
<br />building a community warm-
<br />ing house and skating rink at
<br />Crooked Lake School. Most of
<br />the work was done by area
<br />residents. and friends. It is a
<br />good example of what a com-
<br />munity minded group can ac-
<br />complish with volunteers,
<br />school and government work-
<br />i ng together.

<br />the Coon Creek Watershed
<br />District Finance Committee
<br />Meeting, i.e., some areas
<br />previously assessed for pon-
<br />ding areas would be deleted
<br />as receivi ng benefit; and that
<br />the other member cities were
<br />'not in favor of assessing
<br />benefit to previously de-
<br />veloped areas as a share in
<br />ponding costs.

<br />land Terrace Feasibility Study
<br />to be done by T.K.D.A. Utility
<br />Budget discussed at length. It
<br />was agreed to combine the
<br />two Sewer Funds to establish
<br />the monthly rate; after which
<br />the credit for over-payment of
<br />connection charges would be
<br />subtracted for the "A" District
<br />users. Rates will be $7.50 per
<br />month and $8.50 per month
<br />for Sewer District "B". Water
<br />connection charges to be on
<br />an area basis for all commer-
<br />cial.
