<br />Following is a listing of the
<br />most used ordinance provi-
<br />sions:
<br />Permits required for all
<br />open burning, except recrea-
<br />tional fires.
<br />Dogs must be leashed or in
<br />their owner's control at all
<br />times.
<br />No parking on city streets
<br />between the hours of 1 a.m.
<br />and 6 a.m.
<br />Discharge of firearms pro-
<br />hibited in certain areas of city.
<br />Non-domestic animals, Le.,
<br />cows, pigs, chickens, etc. pro-
<br />. hibited on lots of less than 5
<br />acres in size.
<br />Kennel license is needed if
<br />you have m,ore than three
<br />dogs over the age of six
<br />months.
<br />Building permits required
<br />on all permanent construc-
<br />tion.
<br />Fences may be construct1d
<br />on lot lines; however, it is
<br />recommended they be set a
<br />minimum 1.0' into your lot.
<br />A minimum lot size of 2.5
<br />acres is required to have a
<br />horse.
<br />Vehicles in need- of repairs
<br />and in'capable of running on
<br />their own power cannot be
<br />openly stored in a residential

<br />Home occupations not re-
<br />quiring a Special Use Permit
<br />are: Office, very minor repair
<br />services, teaching limited to
<br />three students at any time
<br />and a photo or art studio;
<br />however, all must be con-
<br />ducted in the home and not in
<br />an accessory building.
<br />All garbage must be stored
<br />in covered containers.
<br />The maximum off-street
<br />open parking for a residential
<br />strLJcture is four vehicles.
<br />Pole-type buildings may not
<br />be built on lots of three acres
<br />or less.
<br />Permits must be secured
<br />for any outdoor party' ex-
<br />pected to attract 50 people or
<br />more and at which alcoholic
<br />beverages will be consumed.
<br />All residential structures
<br />are required to have house
<br />numbers displayed and of a
<br />size which can be read easily
<br />from the street.
<br />No person shall operate a
<br />device, i.e., radio,. phon-
<br />ograph, etc., loudly enough to
<br />disturb the peace, quiet or
<br />. comfort of any person nearby
<br />between the hours of 10 p.m.
<br />and 7 a.m.

<br />The City of Andover has a.
<br />toal of 43 parks, five of which
<br />are newly acquired parks duro'
<br />ing 1983 and 1984.
<br />At the Andover Community
<br />Park Complex, (City Hall Site)
<br />two additional softball fields
<br />and a regulation soccer/foot-
<br />ball field were installed in'
<br />1984. Additional phases of'
<br />work to be done in this park
<br />include such items as a
<br />sprinkling system, lighting
<br />system, installation of park-
<br />ing 'lots, installation of
<br />playground equipment and
<br />development of a picnic area.
<br />The Andover Community Park
<br />Complex also has a hockey
<br />rink and free skating rink with
<br />a warming house. and an at-
<br />tendant on duty from 4-9 dur-
<br />ing the week, 1 to 9 on Satur-
<br />day, and 1 to 8 on Sunday.
<br />Additional park develop-
<br />ment in 1984 included the in-
<br />stallation of a sliding hill at
<br />Prairie Knoll Park, the conver-
<br />sion of a softball field at Pine
<br />Hills Park into a baseball dia-
<br />
<br />mond which entailed re-grad,
<br />ing and seeding of that area,
<br />and two new skating rinks
<br />were put in at Rose Park and
<br />Chapman's Park. This makes
<br />a total of.7skating rinks in An-
<br />dover.
<br />A joint community volun-
<br />teer project with a group of
<br />Andover Boy Scouts has been
<br />considered in an effort to im-
<br />prove the picnic area at-the
<br />Andover Community 'Park
<br />Complex. Most of the work
<br />would be done by the Scouts
<br />themselves. The Park and
<br />Recreation Commission is en-
<br />thusiastic about any venture
<br />of this nature.
<br />Other general improve-
<br />ments in Andover parks
<br />throughout the year included
<br />such items as upkeep of
<br />playground equipment, post-
<br />ing of signs and purchase of
<br />major maintenance equip-
<br />ment for increasing park care.
<br />The Park and Recreation
<br />Commission works with the
<br />Public Works Department in
<br />

<br />restrictions
<br />
<br />Normally the restrictions
<br />start in mid-March; however,
<br />due to the light snow cover
<br />this season, look for them to
<br />be posted on. State, County
<br />and City' streets by the end of
<br />February. All unposted or un-
<br />marked City streets will be
<br />allowed five-ton axle loads.
<br />

<br />Commission also works along
<br />with the Community School
<br />Director from Crooked Lake
<br />School in an effort to coor-
<br />dinate Community School ac-
<br />tivities with the use of An-
<br />doverparks.

<br />Commission meets. the first
<br />and third Thursdays of each
<br />month. At present, the com-
<br />mission is seeking two. addi-
<br />. tional active members. The
<br />commission is open for any
<br />suggestions or comments
<br />from residents regarding park
<br />improvements. Call Andover
<br />City Hall at 755-5100 and ask

<br />NOTE: The Park and Recre-
<br />ation Commission asks that
<br />all residents remember to.
<br />keep all motorized vehicles
<br />. out of any City Park. Coopera-
<br />tion. regarding this issue
<br />would be greatly/appreciated.

<br />Effective January 1, 1985,
<br />residents in the City of An-
<br />dover, except those in the
<br />Northglen II area west of
<br />CSAH No.9, are to use An.
<br />dover, MN 55304 as their mail-
<br />
<br />ing address. This includes
<br />those residents within the An-
<br />dover City Limits now using a
<br />Cedar' mailing address. The
<br />Post Office is allowing 1985
<br />as the transition year to allow
<br />time for tne change.
