<br />Council's agenda for the first

<br />The Planning and Zoning.
<br />Commission met on Monday,
<br />November 5, 1984 and the
<br />main topic of business was to
<br />discuss the recodification of
<br />ordinances. Mr. Shumway,
<br />President of the Ramsey
<br />Rangers Saddle Club and a
<br />member of Minnesota Trail
<br />Riders Association, was pre-
<br />sent and expressed the
<br />. Club's concern that recodifi-
<br />cation of ordinances could
<br />seriously impact horseman-
<br />
<br />ship and other rural interests
<br />within the City. Mr. Shumway
<br />then submitted copies of reg-
<br />ulations regarding the keep-
<br />ing of horses that were
<br />developed in the Boston,
<br />Massachusetts area. The
<br />Planning Commission passed
<br />a motion directing City Plan-
<br />ner, Anne Norris, to provide
<br />the Commission with a com-
<br />parison of Ramsey's current
<br />regulations versus those sub-
<br />mitted by 'Mr. Shumway reo
<br />
<br />garding the keeping of
<br />horses.
<br />On November 5, 1984, the
<br />Planning Commission also
<br />recommended that Council
<br />reappoint Mr. Terry Hendrik-
<br />sen, Mr. Gerald Zimmerman
<br />and Mr. Kenneth Peterson to
<br />the Planning Commission for
<br />another 4-year term and ap-
<br />prove a metes and bound's
<br />subdivision of Outlot "A" in
<br />Rolling Green Addition.

<br />suing the possibility of a YM-

<br />perty. Arnie stated that he has
<br />been meeting with Jim
<br />Gilbert, YMCA'State Director,
<br />and a need survey for this
<br />area is being processed.
<br />Many people have indicated a
<br />desire for a swimming pool in
<br />Ramsey and the YMCA would
<br />be a way of accomplishing
<br />this without additional taxa:
<br />tion in our community.,
<br />City Planner Anne Norris
<br />stated that she will be pursu-
<br />ing LAWCON grant money for
<br />further development at
<br />River's Bend Park this year.
<br />Ramsey is entitled, to
<br />'LAWCON grant money, but
<br />has never been considered
<br />eligible because, up to until
<br />recently, part of the grant
<br />criteria is that the park be
<br />located in an urban area. All of
<br />Ramsey's park development
<br />thus far has been in areas zon.
<br />ed rural. Ms. Norris is confi-
<br />dent that all donated labor
<br />and materials thus far will be
<br />considered as Ramsey's mat-
<br />ching dollars to those
<br />LAWCON funds.
<br />Arnie Cox stated that "it
<br />would be nice to see some ef-
<br />fort on the part of those per-
<br />sons who 'will be using the
<br />park to participate in the final
<br />construction of it." Anyone in-

<br />and beauty of ,northern Min-
<br />nesota and places it in the
<br />metro area, on Ramsey's door
<br />step. We don't always have
<br />the opportunity to have such a
<br />valuable piece of property, ad-
<br />jacent to a river, for the public
<br />usage. This 64 acres, border.
<br />ing Hwy. 47 and the Rum
<br />River, east of the old Ramsey
<br />town hall, was donated and
<br />deeded to the City by Art
<br />Raudio and the First Guaranty
<br />Corp and Ramsey Develop-
<br />ment Partnership. It will also
<br />serve as the corridor for the
<br />new Rum River Bridge Cross-
<br />ing which the County has
<br />already aligned for future con-
<br />struction.
<br />Approximately $40,000
<br />worth of earth moving equip-
<br />ment, labor,' engineering,
<br />materials and landscapi ng
<br />has been donated to date.
