<br />What's happening at City Hall?
<br />
<br />The City Council held a
<br />special meeting on Thursday,
<br />Nov. 8, 1984 to approve the
<br />final vote tally from the
<br />General Election held Nov-
<br />ember 6.
<br />City Council conducted a
<br />regular meeting on Tuesday,
<br />November 13,1984 and some
<br />of the highlights of that
<br />meeting are as follows:
<br />Council passed a motion to
<br />accept park lighting from the
<br />Ramsey Jaycee's for the ten-
<br />nis courts at Titterud and one
<br />ball diamond at Central Park.
<br />Mayor Gamec then presented
<br />Ramsey Jaycee President,
<br />Dale McKnight, with a plaque
<br />in recognition of all the
<br />outstanding projects the
<br />Jaycee's have been involved
<br />with.
<br />Mr. Arnie Cox, during
<br />Citizen Input, suggested
<br />some items for future Council
<br />attention such as: 1) Suitabili-
<br />ty of St. Anthony Gun Club as
<br />a polling place; 2) City Or-
<br />dinance regarding fencing
<br />types, particularly barb wire;
<br />3) Acquisition of property at
<br />landfill for use as a sliding
<br />hill.
<br />Council passed a motion to
<br />approve a density of one unit
<br />per 6.9 acres in the Rum River
<br />Hills 'Planned Unit Develop-
<br />:nent. This' proposed Rum
<br />River Hills P.U.D. encom-
<br />passes approximately 150
<br />acres along Hwy. 47 at the in-
<br />tersection of 167th and i n-
<br />cludes a mixture of single
<br />family dwellings, golf course
<br />and some commercial.
<br />NOH, Inc. had submitted a
<br />petition for City Trunk Sewer
<br />to serve it's proposed Plann-
<br />ed Unit Development, Flint-
<br />wood Hills Second Addition,
<br />and agreed to pay the special
<br />assessments. Council
<br />adopted a resolution to bring
<br />the trunk line into Flintwood II
<br />as a change order to utility
<br />construction in River's Bend.
<br />Council unanimously pass-
<br />ed a motion to enter into a
<br />contract' with White Bear
<br />Animal Control for a period of
<br />two years.
<br />Councilmember Schlueter
<br />referred to the City's recent
<br />efforts to comply with or-
<br />dinance requiring to have on
<br />file logistical information re-
<br />garding locations of septic
<br />tanks and wells, pumping
<br />dates, gallonage pumped, etc.
<br />The pumpers and home-
<br />owners are somewhat reluc-
<br />tant to provide' this informa-
<br />tion but she will continue to
<br />. pursue the issue and educate
<br />

<br />of such information being on
<br />file and the proper care of
<br />septic systems.
<br />Council unanimously pass-
<br />ed a motion to engage the
<br />firm of Deloitte, Haskins and
<br />Sells to audit the City's 1984
<br />financial records at a cost not
<br />to exceed $8,800.
<br />Council approved the hiring
<br />of part-time persons in the
<br />Public Works Department dur-
<br />ing snowplowing season.
<br />Council called for adver-
<br />tisement for bids on street im-
<br />provements in River's Bend
<br />and an MSA project to extend
<br />149th Avenue NW eastward
<br />from Hwy. 47. .
<br />A proposed ordinance to
<br />amend Ordinance No. 82-10
<br />was received by the Council
<br />for their review; the proposed
<br />ordinance would amend fran-
<br />chise fees, rates, charges,
<br />changes in fees and pro-
<br />cedures between the City and
<br />Group W.
<br />Mr. Kenneth Peterson, Mr.
<br />Terry Hendriksen and Mr.
<br />Gerald Zimmerman were reap-
<br />pointed to the Planning and
<br />Zoning Commission for
<br />another 4 year term.
<br />City Staff was authorized to
<br />go for price quotes for 100
<br />water meters- and remote
<br />readers.
<br />City Attorney Goodrich in-
<br />formed Council that Waste
<br />Management of Minnesota,
<br />Inc. has submitted an applica-
<br />tion for a Temporary Condi-
<br />tional Use Permit to mine pro-
<br />perty just to the south of the
<br />landfill for cover purposes;
<br />the mining process could
<br />take two years to complete.
<br />Mr. Goodrich stated that con-
<br />sidering the time element and
<br />the end result of the mining
<br />process, it may be that a tem-
<br />porary conditional use permit
<br />would not apply in this case.
<br />The Council consensus was
<br />that Waste Management
<br />should apply for a regular
<br />Conditional Use Permit.
<br />Council conducted a
<br />regular meeting on Tuesday,
<br />November 27, 1984 and
<br />highlights of that meeting are
<br />as follows:
<br />During Citizen Input, Council
<br />was approached by a certain
<br />citizen claiming loss of half of
<br />his lot due to a particular body
<br />of water, which is regulated
<br />by DNR, encroaching onto his
<br />.property. The Council
<br />authorized the City Engineer
<br />to prepare an inexpensive
<br />feasibility study for possible
<br />solutions to this drainage pro-

<br />Council passed a motion to
<br />increase commercial property
<br />valuations by 3%.
<br />The City received a petition
<br />of 100% of the landowners to
<br />vacate a certain portion of
<br />Helium St. NW dedicated as a
<br />temporary cul-de-sac for the
<br />plat of Brook View Estates.
<br />The public hearing was held
<br />on November 27, 1984, and
<br />Council approved the va-
<br />cating of the subject property.
<br />City Attorney Goodrich in-
<br />formed Council that accor-
<br />ding to Ramsey's contract
<br />with. Waste Management of
<br />Minnesota, Inc., even though
<br />the conditional use permit for
<br />expansion was denied, Waste
<br />Management has the option
<br />to purchase the existing site
<br />and they have opted to do so.
<br />The significance of this ac-
<br />tion is that Ramsey will be
<br />selling its interest in the ex-
<br />isting site and that south 80
<br />acres which presently be-
<br />longs to Anoka; the pending
<br />lawsuit between Anoka and
<br />Ramsey will be settled;
<br />Ramsey will recieve one-half
<br />of the funds being held in
<br />escrow by the City of Anoka,
<br />$150,000 at the time of the
<br />closing and 10% of the gross
<br />from the existing site. Mr.
<br />Goodrich also pointed out
<br />that if methane should
<br />become a viable product,
<br />Ramsey and Anoka will each
<br />receive 3% of that products
<br />gross.

<br />Council approved the Girl
<br />Scout's request to decorate a
<br />Christmas tree at City Hall
<br />and designated City Hall as a
<br />drop off center for food and
<br />toy donations for the needy in
<br />Anoka County.
<br />Mr. William Rustad, Ms.
<br />Janice Johnson and Ms.
<br />Marleen Looyen were each
<br />appointed to the Park Com-
<br />mission for 3-year terms and
<br />Mr. Ron Erickson was ap-
<br />pointed to the Airport Com-
<br />mission for a 3-year term.
<br />Mr. Rick Foster informed
<br />Council of plans to construct
<br />a Food and Fuel at Hwy. 47
<br />and Industry Blvd. which was
<br />to be serviced by municipal
<br />sewer and water. Utilities will
<br />not be available at that site
<br />until July of 1985 and the
<br />store would like to open in
<br />May. Council approved in-
<br />stallation of an on-site septic
<br />system at Food and Fuel until
<br />utilities become available at
<br />that site.
<br />Mr. Goodrich referred to
<br />Waste Management's request
<br />for a mining permit and stated
<br />that after some research, it
<br />has been determined that the
<br />proposed use qualifies as a
<br />. Temporary Conditional Use
<br />Permit for which public hear-
<br />ings are not legally required.
<br />Mr. Goodrich stated that if
<br />Council desires to, they can
<br />call for a public hearing. but
<br />they are not legally bound to
<br />do so. The Council passed a
<br />. motion to not conduct a
<br />public hearing regarding
<br />Waste Management's request
<br />for a Temporary Conditional
<br />Use Permit for mining pur-
<br />poses.

<br />City Administrator Schnelle
<br />stated that the comparable
<br />worth law was passed during
<br />the 1984 legislative session
<br />and the purpose of the law is
<br />to ensure that employees are
<br />paid comparable pay for com-
<br />parable jobs. Mr. Schnelle in-
<br />formed Council that the Metro
<br />cities have decided to hire an
<br />outside consultant to do the
<br />task of evaluating the jobs in
<br />regards to the law and if
<br />Ramsey participates in the
<br />study, Ramsey's propor-
<br />tionate cost of the study
<br />could be $3,000-$5,000. City
<br />Attorney stated that it is to
<br />Ramsey's benefit to par-
<br />ticipate in the study; that the
<br />study could serve to prevent
<br />lawsuits' and substantial
<br />liabilities. Council adopted a
<br />resolution to participate in
<br />the Joint Compensation Stu-
<br />dy at a cost not to exceed
<br />$5,000.
<br />Council's final action was
<br />to approve payment of the
<br />bills for the month of
<br />November in the amount of
<br />$371,144.89.
<br />Councilmember Reimann
<br />referred to the Charter Com-
<br />mission's request for copies
<br />of all documentation suppor-
<br />ting the City's compliance
<br />with the Charter and stated
<br />that all subject docurnenta-
<br />tlOP IS a matter of Cuol C
<br />record and .he Cr.aner COIT'-
<br />mission can obtain copies by
<br />coming into City Hall and re-
<br />questing same.
<br />City Council held a special
<br />meeting on December 3, 1984.
<br />During preparation of the
<br />1984 budget, the decision was
<br />made to budget for one addi-
