<br />Members of the State
<br />House and Senate Energy and
<br />Housing Committees attend-
<br />ed a tour of manufac-
<br />tured/mobile homes on
<br />August 14, 1984. Represen-
<br />tative Ernie Larson (DFL
<br />Anoka), a member of the
<br />Regulated Industries Commit-
<br />tee was also in attendance.
<br />Representative Gordon Voss
<br />(DFL Blaine) chairman of the
<br />House Energy Committee
<br />stated that the purpose of the
<br />tour was to give legislators
<br />and opportunity to see the
<br />numerous changes that have
<br />been made in the manufac-
<br />tured/mobile home industry.
<br />
<br />The day long event includ-
<br />ed a tour of the newest mobile
<br />home park in the Metroplitan
<br />area, the Rolling Hills
<br />Manufactured Housing Com-
<br />m u n i ty in Mapl ewood.
<br />, Discussions at the 246 site
<br />park involved park design,
<br />. management practices, storm
<br />shelter design and home in-
<br />stallations. The owner,
<br />Richard Pearson, pointed out
<br />the tremendous demand for
<br />this type of housing alter-
<br />native as witnessed by the
<br />long waiting list of persons
<br />trying to rent a lot in the park.
<br />The tour also included a
<br />tour of the Schult Home
<br />Manufacturing Facility in
<br />Redwood Falls, MN. The
<br />legislators watched the con-
<br />struction of the homes, the
<br />use of quality materials, and
<br />discussed the inspection pro-
<br />cess. Mr. Jim Toth, General
<br />Manager of Schult Homes ex-
<br />plained that "manufac-
<br />tured/mobile homes are con-
<br />structed to the rigid construc-
<br />tion, durability and safety re-
<br />. quirements of the Department
<br />of Housing and Urban
<br />Developement (HUD). Pro-
<br />ducing homes under factory
<br />controlled conditions with the
<br />latest in efficient production
<br />techniques, the manufactured
<br />housing industry is atile to
<br />build year-round without inter-
<br />ruptions from weather and
<br />with the highest degree of
<br />. quality control. All of these
<br />economies mean that the
<br />consumer can buy more hous-
<br />ing for less money."

<br />help a bit. And the two inch

<br />tryway at the end of a 100' foot
<br />driveway leaves much to be
<br />desired. Please put up some
<br />nice, visible, house numbers.

<br />The tour ended at the site
<br />of a manufactured/mobile
<br />home that was located in a
<br />residential subdivision within
<br />the City of Redwood Falls.
<br />The home was placed on a full
<br />basement and had an attach-
<br />ed two-car garage. State
<br />Representative Gordon Voss
<br />(DFL Blaine), chairman Of the
<br />House Energy and Housing
<br />Committee, noted that the
<br />home was a direct result of
<br />the State Law passed in 1982
<br />prohibiting descrimination by
<br />cities and 'counties on the
<br />siting of manufactured
<br />homes. Representative Voss
<br />stated that "Manufac-
<br />tured/mobile homes built to
<br />the HUD construction stan-
<br />dard are becoming com-
<br />parable in quality and design
<br />with homes built on site. The
<br />manufactured housing in-
<br />dustry is emerging as an ex-
<br />cellent affordable single fami-
<br />ly housing alternative for Min-
<br />nesota."
<br />The National Conference of
<br />States on Building Codes and
<br />Standards' statistics indicate
<br />that manufactured homes
<br />shipped to retail centers in
<br />Minnesota in 1983 increased
<br />by 36% over 1982. The
<br />number of manufactured
<br />homes shipped in .1984 to
<br />date h.as increased an addi-
<br />tional 16% over the 1983
<br />figures. Paul Howard, Presi-
<br />dent of the Minnesota
<br />Manufactured Housing
<br />Association, commented that
<br />the "Legislators and State of-
<br />ficials are very interested in
<br />manufactured homes
<br />because factory built housing
<br />is, as indicated by the in-
<br />creased number of sales, the
<br />quality housing which
<br />reduces the housing affor-
<br />dability gap and is allowing
<br />persons to own a home of
<br />their own."
