<br />Sherburne County Economic Development Workshop <br />October 25, 2006 <br />Page 3 <br /> <br />The City of Rogers and Hassan Township have an orderly annexation whereby Hassan <br />Township will be incorporated into the City by 2030. They have a joint powers <br />agreement with Rogers to provide sewer and water which are 100% assessed. Extending <br />services typically doubles the property value immediately. In 2009 Hassan will have <br />nearly 800,000 gallons of sewer capacity authorized by the Met Council. <br /> <br />They consider themselves an "edge community" with rapid growth.and are aware that <br />they must protect the right of ways to ensure that people have the ability to get through <br />and around their community efficiently in the future. . They are doing a master concept <br />plan to ensure that the corpmunity is walkable, and protecting the ROW for interchanges <br />and accesses. <br /> <br />They consider contractor yards an interim use and therefore allow a maximum building <br />coverage of 25%. That is intentional, so as land prices increase it won't be so expensive <br />to relocate. Everyone in Hassan Township has a conditional use permit. <br /> <br />City of R02:ers <br /> <br />Gary Eitel reported that there are currently 6,500 people in the City of Rogers. They <br />have a strong industrial base with an emerging commercial base. You must have the <br />residential "rooftops"... once you have that, commercial development starts "popping". <br /> <br />It is important to have big anchors (Cub, Lowes, Kohl's, etc.) that will allow the smaller <br />businesses to come in and survive. The City encourages economic development by <br />working with Hassan Township in providing sewer and water. If you don't have sewer <br />and water ready, businesses will not wait for you.. ..they will go around you. <br /> <br />TIF is used to extend infrastructure in this rapidly growing community. Eitel indicated <br />it's important to invest in parks, and better to make purchases early when the land is still <br />available and less expensive. They will do 25% RIF to every project over $10 million. <br />The assumption is that 75% of a big project is better than 100% of a small project due to <br />lower lot coverage and slower absorption. The big anchors drive development. <br /> <br />The City of Rogers controls outside storage. 3 to 1 for IndustriaV5 to 1 for Commercial. <br />(For every 3 square feet of pavement, they require 1 square foot of building.) Irrigations <br />systems must be installed. However, they have 3 million square feet of industrial and <br />problems have been encountered with large irrigation systems drawing down too much <br />water in the summer. They are likely to allow wells for irrigation. <br /> <br />The City of Rogers does not receive local government aid. <br /> <br />Another big thing to keep in mind is river crossings.
