Absent: Councilmembers Elvig and Jeffrey.

MAYOR, COUNCIL AND STAFF INPUT

Mayor Gamec read the following statement:

To All City Employees:

With regret, the Ramsey City Council has accepted the resignation of City Administrator, Mr.
James Norman. Mr. Norman's resignation is effective December 31 st 2006.

Mr. Norman has been instrumental in pioneering a vision for the City of Ramsey and has
diligently performed his duties to enable the City to prosper and enact much of its vision into
reality. It is with our sincere thanks and gratitude that we wish Jim Norman great happiness and
prosperity in his new endeavors.

The Ramsey City Council will continue to pursue the vision and goals as established by the City
Council in its strategic work sessions. The Council remains committed to its many initiatives, its
major projects and to the excellent staff and consulting partners that are the City's operational
backbone.

The City Council has great confidence in city staff and is confident that Ramsey will continue to
deliver the highest quality services possible.

The City Council established a transition team on November 14, 2006. It is anticipated that the
primary responsibilities of the transition team will be oversight of the transition of leadership and
the creation of a search committee.

Throughout the course of the transition, the City's governance and daily operations will not
change. The City Council will maintain its governance role and will not take on an operational
role.

We look forward to continuing the exciting work in which this community is engaged and facing
the many challenges of such a dynamic city.

Warm Regards,

Ramsey Mayor and City Council

ADJOURNMENT

Motion by Councilmember Cook, seconded by Councilmember Olson, to adjourn the meeting.

Motion carried.

The regular meeting of the City Council adjourned at 8:03 p.m.

City Council / November 28, 2006
