<br />2) Titterud Park Playground Replacement <br /> <br />Councilmember Strommen stated the Finance Committee considered the Titterud Park <br />Playground Replacement, which is part of the 2006 Park's Capital Improvement Program. <br /> <br />Parks/Utilities Supervisor Riverblood presented the proposed Titterud Park Playground <br />Replacement. He reported the Park and Recreation Commission reviewed the proposals <br />submitted and unanimously recommended that St. Croix Recreation be awarded the project. <br /> <br />Councilmember Strommen indicated the total cost of the project is estimated at $55,000 to be <br />funded from depreciated earnings at $48,000, with the balance of $7,000 from the Park Trust <br />Fund. The Committee recommended the City Council adopt the resolution authorizing the <br />replacement of Titterud Park's Play Equipment and adopt the resolution declaring the Titterud <br />Park Play Equipment that is to be replaced as surplus property. <br /> <br />3) Authorize Funding for Architectural Renderings <br /> <br />Councilmember Strommen stated this case was to authorize the expenditure of the architectural <br />renderings used for the Ramsey Star Express Event on November 2, and to discuss the current <br />policy for authorizing expenditures above not-to-exceed amounts. There were two parts of the <br />recommendation. The first was to direct staff to review the current policy that allows the City <br />Administrator to authorize amounts not exceeding $500. The Committee directed staff to go <br />back and review that amount, possibly raising the dollar amount or going to a percentage of the <br />project cost. The Committee also recommended the requirement for some sort of justification <br />memo when projects will exceed the not-to-exceed amount. The direction of the Committee was <br />that the policy come back to the Committee at a future date. The Committee also recommended <br />that the Council authorize $5,500 from the Council Contingency Fund for the architectural <br />renderings ordered from the Collage Studio of Urban Design. <br /> <br />Motion by Councilmember Olson, seconded by Councilmember Strommen, to ratify the <br />recommendation of the Finance Committee in Case Nos. 1 through 3 and to adopt Resolution <br />#06-11-369 the Discretionary Expenditures Policy; adopt Resolution #06-11-370 Authorizing the <br />Replacement of Titterud Park's Play Equipment; adopt Resolution #06-11-371 Declaring the <br />Titterud Park Play Equipment that is to be replaced as Surplus Property; and to adopt Resolution <br />#06-11-372 Authorizing $5,500 from Council Contingency for Architectural Renderings for <br />Ramsey Town Center. <br /> <br />Further discussion: Councilmember Cook stated this is the third time there have been overages <br />of not- to-exceed authorizations. With this recommendation two of them will have been paid, and <br />with the first only a portion was paid. He requested that the Council review the services <br />performed by the first vendor. He stated it does not seem fair that in two cases with overages on <br />expenses the Council approved the overage and that they did not authorize the payment to the <br />one vendor. Mayor Gamec indicated he was contacted by individuals about this subject and City <br />Attorney Goodrich will discuss their concerns with them. Councilmember Cook stated his <br />conscience tells him he cannot vote to pay this person when the Council has voted in the past not <br />to pay another vendor. <br /> <br />City Council / November 28, 2006 <br />Page 14 of 16 <br />
