With the cooperation of this property owner, this deficiency could be corrected <br />either by the purchase of an easement over this area or by providing a small amount of fill and <br />landscaping restoration to this parcel. <br /> <br />City Engineer Jankowski advised staff recommends the vacation of the parcel as requested by the <br />applicant with the exception of Parcel A on Figure 1. Staff further recommends that the City <br />approach the owner of the property containing Parcel B with the offer to either purchase an <br />additional easement over Parcel B or to fill and restore this area to an elevation higher than the <br />100 year flood elevation. <br /> <br />Citizen Input <br /> <br />Mr. Dave Putnam, surveyor representing the applicant, stated he is working with Curt and Lynn <br />Olson regarding the request for vacation of easement. He indicated they have no problems with <br />the adjustment recommended by staff. <br /> <br />Motion by Councilmember Olson, seconded by Councilmember Cook, to close the public <br />hearing. <br /> <br />Motion carried. V oting Yes: Mayor Gamec, Councilmembers Olson, Cook, Jeffrey, Pearson, <br />and Strommen. Voting No: None. Absent: Councilmember Elvig. <br /> <br />The public hearing was closed at 7:30 p.m. <br /> <br />Council Business <br /> <br />Mayor Gamec called the regular City Council meeting back to order at 7:30 p.m. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Jeffrey, to introduce an <br />ordinance to vacate a portion of the drainage and utility easements at 14438 Iodine Street NW, as <br />legally described and presented, exclusive of Parcel A; and to direct staff to approach the owner <br />of the Parcel B property with the offer to either purchase an additional easement over Parcel B or <br />to fill and restore this area to an elevation higher than the 100 year flood elevation. <br /> <br />Further discussion: Councilmember Jeffrey requested further information regarding the <br />elevation of Parcel B. City Engineer Jankowski explained the 100 year flood elevation is slightly <br />above 860. The corner on Parcel B is up to the 860 contour, so the triangle would need to be <br />filled approximately one foot. The property owner will be contacted to see if this is what he <br />would like. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Jeffrey, Olson, Pearson, <br />and Strommen. Voting No: None.
