Case #3:

Public Hearing: Request for Easement Vacation at 14438 Iodine Street;
Case of Curtis Olson

Acted on as Case No. A.

Case #4:

Public Hearing: Introduce RoUer Devise Ordinance

Mayor Gamec closed the regular portion of the City Council meeting at 7:35 p.m. in order to
conduct a public hearing.

Public Hearin2

Mayor Gamec called the public hearing to order at 7:35 p.m.

Presentation

Management Intern Gladhill indicated staff has prepared an ordinance to set standards for the use
of roller devices including skateboards, rollerblades, roller skis, and bicycles. This ordinance
lays out standards for using such devices to protect the infrastructure in place and pedestrians in
the area without taking away from the pedestrian-oriented focus of the Town Center area. Staff
recommends introduction of the ordinance to amend Chapter 5 of the City Code to establish
regulations regarding the use of Roller Devices in the Town Center core area.

Councilmember Strommen noted Subd. 3.b. prohibits the operation of roller devices or similar
devices while being pushed, pulled, or propelled in any manner. She requested this item be
worded to ensure that strollers and wheelchairs are not prohibited, and that the ordinance be
reviewed to ensure it does not restrict people from riding bicycles to be stored at the parking
ramp while traveling on a bus.

Public Works Director Olson indicated the bicycle lockers are located on the first floor outside of
the parking ramp. There are bicycle lockers and places individuals could ride their bike to lock
them up that would not be prohibited with this ordinance.

Citizen Input

Mr. Merlyn Hunt, resident, asked if the purpose of this ordinance is to restrict bicycles on the
street.

Councilmember Cook explained the ordinance would restrict the use on sidewalks and on public
property, such as the ramp.

Motion by Councilmember Cook, seconded by Councilmember Strommen, to close the public
hearing.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Strommen, Olson, and
Pearson. Voting No: None. Absent: Councilmembers Elvig and Jeffrey.

City Council / November 28, 2006
